
Rural schools feel the pinch from Trump administration's cuts to mental health grants
Hennessey Lustica has been overseeing grant-funded efforts to train and hire more school psychologists, counselors and social workers in the Finger Lakes region, but those efforts may soon come to end -- a casualty of the Trump administration's decision to cancel school mental health grants around the country.
"Cutting this funding is just going to devastate kids," said Lustica, project director of the Wellness Workforce Collaborative in the Seneca Falls Central School District. "The workforce that we're developing, just in my 21 school districts it's over 20,000 kids that are going to be impacted by this and not have the mental health support that they need."
The $1 billion in grants for school-based mental health programs were part of a sweeping gun violence bill signed by President Joe Biden in 2022 in response to the school shooting in Uvalde, Texas. The grants were meant to help schools hire more psychologists, counselors and other mental health workers, especially in rural areas.
Under the Biden administration, the department prioritized applicants who showed how they would increase the number of providers from diverse backgrounds, or from communities directly served by the school district. But President Donald Trump's administration took issue with aspects of the grant programs that touched on race, saying they were harmful to students.
"We owe it to American families to ensure that taxpayer dollars are supporting evidence-based practices that are truly focused on improving students' mental health," Education Department spokesperson Madi Biedermann said.
School districts around the US cut off training and retention programs
Lustica learned of her grant's cancellation in April in a two-page letter from the Education Department, which said the government found that her work violated civil rights law. It did not specify how.
Lustica is planning to appeal the decision. She rejected the letter's characterization of her work, saying she and her colleagues abide by a code of ethics that honors each person's individuality, regardless of race, gender or identity.
"The rhetoric is just false," Lustica said. "I don't know how else to say it. I think if you looked at these programs and looked at the impact that these programs have in our rural school districts, and the stories that kids will tell you about the mental health professionals that are in their schools, it has helped them because of this program."
The grants supported programs in districts across the country. In California, West Contra Costa Unified School District will lose nearly $4 million in funding. In Alabama, Birmingham City Schools was notified it would not receive the rest of a $15 million grant it was using to train, hire and retain mental health staff.
In Wisconsin, the state's Department of Public Instruction will lose $8 million allocated for the next four years. The state had used the money to boost retention and expand programs to encourage high schoolers to pursue careers in school-based mental health.
"At a time when communities are urgently asking for help serving mental health needs, this decision is indefensible," state superintendent Jill Underly said in a statement.
In recent House and Senate hearings, Democrats pressed Education Secretary Linda McMahon on the end of the grants and the impact on students. McMahon told them mental health is a priority and the grants would be rebid and reissued.
"Anyone who works or spends time with kids knows these grants were funding desperately needed access to mental health care services," American Federation of Teachers president Randi Weingarten said in a statement. "Canceling the funding now is a cruel, reckless act that puts millions of children at risk."
Grant programs put more mental health specialists in schools
The strains on youth mental health are acute in many rural school districts.
In one upstate New York district, half the students have had to move due to economic hardship in the last five years, creating instability that can affect their mental health, Lustica said. In a survey of students from sixth through 12th grade in one county, nearly half reported feeling sad or depressed most of the time; one in three said their lives lacked clear purpose or meaning.
"We've got huge amounts of depression, huge amounts of anxiety, lots of trauma and not enough providers," Lustica said. "School is the place where kids are getting a lot of the services they need."
Some families in the region are unable to afford private counseling or are unable to get their children to appointments given transportation challenges, said Danielle Legg, a graduate student who did an internship as a school social worker with funding from the grant program.
"Their access to mental health care truly is limited to when they're in school and there's a provider there that can see them, and it's vital," Legg said.
In the past three years, 176 students completed their mental health training through the program Lustica oversees, and 85% of them were hired into shortage areas, she said.
The program that offered training to graduate students at schools helped address staffing needs and inspired many to pursue careers in educational settings, said Susan McGowan, a school social worker who supervised graduate students in Geneva City School District.
"It just feels, to me, really catastrophic," McGowan said of the grant cancellation. "These positions are difficult to fill, so when you get grad students who are willing to work hand in hand with other professionals in their building, you're actually building your capacity as far as staffing goes and you're supporting teachers."

U.S. destroyers head toward waters off Venezuela as Trump aims to pressure drug cartels
By MIKE PESOLI, AAMER MADHANI and JORGE RUEDA The United States is deploying three Aegis guided-missile destroyers to the waters off Venezuela as part of President Donald Trump's effort to combat threats from Latin American drug cartels, according to a U.S. official briefed on the planning. The USS Gravely, the USS Jason Dunham and the USS Sampson are expected to arrive soon, said the official, who was not authorized to comment and spoke Tuesday on the condition of anonymity. A Defense Department official confirmed that the military assets have been assigned to the region in support of counter narcotics efforts. The official, who was not authorized to comment about military planning, said the vessels would be deployed 'over the course of several months.' The deployment of U.S. destroyers and personnel comes as Trump has pushed for using the U.S. military to thwart cartels he blames for the flow of fentanyl and other illicit drugs into American communities and for perpetuating violence in some U.S. cities. Trump has also pressed Mexican President Claudia Sheinbaum to cooperate more on security than her predecessor, specifically being more aggressive in pursuit of Mexico's cartels. But she has drawn a clear line when it comes to Mexico's sovereignty, rejecting suggestions by Trump and others of intervention by the U.S. military. Trump in February designated Venezuela's Tren de Aragua, MS-13 in El Salvador and six groups based in Mexico as foreign terrorist organizations. His Republican administration has also stepped up immigration enforcement against alleged gang members. The designation is normally reserved for groups like al-Qaida or the Islamic State group that use violence for political ends — not for money-focused crime rings such as the Latin American cartels. But the Trump administration argues the international connections and operations of the groups — including drug trafficking, migrant smuggling and violent pushes to extend their territory — warrant the designation. Earlier this month, the Trump government announced it was doubling to $50 million a reward for the arrest of Venezuelan President Nicolás Maduro, accusing him of being one of the world's largest narco-traffickers and working with cartels to flood the U.S. with fentanyl-laced cocaine. The press office of Venezuela's government did not respond to a request for comment from the AP on the deployment of the destroyers. But without mentioning the ships, Foreign Minister Yvan Gil in a statement Tuesday characterized the U.S. government's drug-trafficking accusations against Venezuela. 'Washington's accusing Venezuela of drug trafficking reveals its lack of credibility and the failure of its policies in the region,' Gil said. 'While Washington threatens, Venezuela steadily advances in peace and sovereignty, demonstrating that true effectiveness against crime is achieved by respecting the independence of its peoples. Every aggressive statement confirms the inability of imperialism to subdue a free and sovereign people.' Maduro on Monday said the U.S. had increased its threats against Venezuela and announced the planned deployment of more than 4.5 million militia members around the country. The militias were created by then-President Hugo Chávez to incorporate volunteers who could assist the armed forces in the defense of external and domestic attacks. 'The empire has gone mad and has renewed its threats to Venezuela's peace and tranquility,' Maduro said at an event in Caracas, without mentioning any specific action. Maduro was indicted in a New York federal court in 2020, during the first Trump presidency, along with several close allies on federal charges of narco-terrorism and conspiracy to import cocaine. Despite flurry of meetings on Russia's war in Ukraine, major obstacles to peace remain

European leaders joined the discussions in a show of transatlantic unity, and both they and Zelenskyy repeatedly thanked Trump for his efforts to end Russia's three-year war on Ukraine. German Chancellor Friedrich Merz said his expectations for the meeting 'were not just met, they were exceeded,' while Zelenskyy on Tuesday called the sit-down 'an important step toward ending this war.' But despite the guarded optimism and friendly banter among the leaders, there was little concrete progress on the main obstacles to peace — and that deadlock likely favors Russian President Vladimir Putin, whose forces continue to make steady, if slow, progress on the ground in Ukraine. 'Putin cannot get enough champagne or whatever he's drinking,' Gabrielius Landsbergis, a former foreign minister of Lithuania, said of Monday's meeting. As NATO Secretary-General Mark Rutte told The Ingraham Angle on Fox News: 'All the details have to be hammered out." Here is a look at the issues that must be resolved: To agree to a peace deal with Russia, Ukraine wants assurances that it can deter any future attacks by the Kremlin's forces. That means, Zelenskyy says, a strong Ukrainian army that is provided with weapons and training by Western partners. It could potentially also mean securing a guarantee resembling NATO's collective defense mandate, which sees an attack on one member of the alliance as an attack on all. How that would work is not clear. Additionally, Kyiv's European allies are looking to set up a force that could backstop any peace agreement in Ukraine. A coalition of 30 countries, including European nations, Japan and Australia, have signed up to support the initiative, although the role that the U.S. might play in such a force is unclear. European leaders, fearing Moscow's territorial ambitions won't stop in Ukraine, are keen to lock America's military might into the plan. On Tuesday, Trump told Fox News Channel's 'Fox & Friends' that U.S. troops would not be sent to help defend Ukraine against Russia. Russia has repeatedly said that it would not accept NATO troops in Ukraine. British Prime Minister Keir Starmer and French President Emmanuel Macron co-chaired an online meeting Tuesday of the coalition countries. Ukraine and its European supporters have repeatedly called for a ceasefire while peace talks are held. Putin has balked at that prospect. With his forces inching forward in Ukraine, he has little incentive to freeze their movement. Ahead of his meeting with the Russian leader last week, Trump threatened Russia with 'severe consequences' if it didn't accept a ceasefire. Afterward, he dropped that demand and said it was best to focus on a comprehensive peace deal — an approach that Putin has pushed for. Trump said in Monday's Oval Office meeting with Zelenskyy that a ceasefire between Russia and Ukraine was 'unnecessary.' But after his closed-door meeting with European leaders and Zelenskyy, Trump told reporters that 'all of us would obviously prefer the immediate ceasefire while we work on a lasting peace.' Where Trump ultimately falls on that issue is important because it could affect how much Ukrainian land Russia has seized by the time the two sides get around to hammering out how much it could keep. Zelenskyy and European leaders said that Putin has demanded that Ukraine give up the Donbas, the country's industrial heartland made up of the Donetsk and Luhansk regions. It has seen some of the most intense fighting of the war though Russian forces have failed to capture it completely. Moscow also illegally annexed Crimea and its forces hold parts of four other regions outside the Donbas. In all, they hold about one-fifth of Ukraine. Zelenskyy has long noted the Ukrainian Constitution prohibits breaking up his country. He has also suggested the demand for territory would serve as a springboard for a future Russian invasion. Rutte said the possibility of Ukraine ceding occupied territory to Russia in return for peace wasn't discussed in Monday's talks. That is an issue for Zelenskyy and Putin to consider, he said to Fox News. Zelenskyy has repeatedly suggested sitting down with Putin, even challenging the Russian leader to meet him as part of direct peace talks between the two sides in Turkey in May. Putin snubbed that offer, saying that significant progress on an agreement would have to be made before the pair met in person. On Monday, Trump appeared to back Zelenskyy's plan. 'I called President Putin, and began the arrangements for a meeting, at a location to be determined, between President Putin and President Zelenskyy,' Trump said in a social media post. He said he would join the two leaders afterward. But when discussing a phone call held after the meeting between Trump and the Russian leader, Putin's foreign affairs adviser Yuri Ushakov gave no indication that either a bilateral or a trilateral meeting with Ukraine had been agreed. European leaders know that Putin doesn't want to meet Zelenskyy and that he won't allow Western troops in Ukraine — but they're expressing optimism that these things could happen in the hopes of forcing Putin to be the one to say no to Trump, according to Janis Kluge of the German Institute for International and Security Affairs. Pakistan-US Counterterrorism Cooperation Takes Big Strides Forward
The U.S. has designated the Balochistan Liberation Army a foreign terrorist organization and included the TTP in the bilateral counterterrorism dialogue. The Pakistan-United States defense relationship has entered a promising new phase. On August 11, the U.S. State Department designated the Balochistan Liberation Army (BLA) as a 'foreign terrorist organization.' In a statement, Secretary of State Marco Rubio said the move 'demonstrates the Trump Administration's commitment to countering terrorism.' The BLA, which is responsible for deadly attacks in Pakistan's Balochistan province, was labeled a 'specially designated global terrorist' (SDGT) organization in 2019. With the FTO designation, the militant group now faces a tougher operational environment. BLA members worldwide will come under increased scrutiny, travel restrictions, and financial sanctions in the U.S. and the European Union. They will, therefore, encounter more difficulties in fundraising, recruitment, and cross-border movement. This designation aligns the U.S. more closely with Pakistan's security priorities and could facilitate greater intelligence-sharing and coordinated efforts to dismantle the BLA's networks. The growing bilateral partnership is likely driven by high-level meetings and efforts to fight militant threats in the region. This is highly important from Pakistan's perspective as it will impact the country's security, economic progress, and global reputation. Foremost among the high-level meetings driving the security cooperation is Pakistan Army Chief General Asim Munir's visits to the United States. He has visited the U.S. twice in recent months, in June and August, which reflects a renewed commitment to strengthening military and strategic ties with Washington. On August 10, Munir attended the U.S. Central Command (CENTCOM) change-of-command ceremony and held high-level discussions with U.S. military and political leaders. This visit built on earlier meetings, including a notable lunch with U.S. President Donald Trump in June. Munir's interactions seem focused on pushing cooperation in the fields of counterterrorism, trade, and regional stability. His efforts have added a 'new dimension' to Pakistan-U.S. ties and have served to shift relations from an era of coldness that followed the U.S. withdrawal from Afghanistan four years ago to a new partnership based on shared security goals. The bilateral relationship is not just confined to leadership-level statements but is being followed up with delegation-level talks. Many ideas emerging from this dialogue are at the implementation phase. On August 12, Pakistan and the United States conducted a joint Counterterrorism Dialogue to deepen cooperation in the area. The Counterterrorism Dialogue was co-chaired by Pakistan's Special Secretary to the United Nations, Nabeel Munir, and U.S. Acting Coordinator for Counterterrorism Gregory D. LoGerfo. It emphasized joint efforts to combat militant groups like BLA, the Islamic State Khorasan Province (ISKP), and Tehreek-e-Taliban Pakistan (TTP). This is the first time in a long time that bilateral dialogue between the U.S. and Pakistan included discussion of militant groups like the BLA and TTP that Pakistan perceives as national security threats. For Pakistan, these developments are highly impactful. The BLA's terrorist designation and the resulting global pressure on its members will strengthen Pakistan's efforts against terrorism, especially in Balochistan and along the Afghan border. Moreover, the expected increase in U.S. support could improve Pakistan's counterterrorism capabilities through better training, technology, and intelligence. However, Pakistan must carefully manage this partnership to maintain its strategic autonomy and balance relations with the U.S., China, and regional powers like Iran. The strengthened Pakistan-U.S. relationship could boost Pakistan's role as a regional stabilizer amid Middle Eastern tensions and ongoing rivalries with India. The evolving Pakistan-U.S. defense relationship, which is marked by high-level engagements and counterterrorism cooperation, provides Pakistan with a chance to bolster its security. However, the cooperation, even after all expressions of interest from both sides, may not grow to the level that existed when U.S. troops were stationed in Afghanistan. Still, it is good news for Pakistan as it has been trying to win Washington's support for its counterterrorism efforts, citing them as a threat to the global community. Pakistan's Interior Minister Mohsin Naqvi recently told a visiting U.S. delegation that Islamabad 'stands as a wall between terrorism and the rest of the world.' He urged the international community to extend full cooperation to Pakistan, stressing that groups like the TTP are a global threat. In a notable statement on Pakistan's Independence Day, Rubio expressed strong appreciation for Pakistan's efforts in counterterrorism and commerce. The BLA's designation as a terrorist group and the inclusion of the TTP in the Pakistan-U.S. counterterrorism dialogue show that Pakistan has been able to convince Washington that these groups are a mutual security concern. Going forward, Pakistan needs to navigate its emerging partnership with the U.S. strategically, ensuring it develops into more than just transactional cooperation. It is only then that Pakistan can truly reap the benefits of this cooperation, especially in terms of counterterrorism gains.
