Race intensifies: Cherat Cement, Shirazi Investments move to acquire majority stake in ACPL

The race for the acquisition of Attock Cement Pakistan Limited (ACPL) has intensified after Cherat Cement (CCCL) and Shirazi Investments announced their intention to jointly acquire a majority stake of 84.06% in the company.
Cherat Cement disclosed the development in a notice to the Pakistan Stock Exchange (PSX) on Wednesday.
According to the notice, the two acquirers intend to purchase at least 115.5 million shares, split equally, and assume joint control of ACPL.
Cherat Cement Company Limited (CCCL) is a prominent player in Pakistan's cement industry.
With a state-of-the-art production infrastructure and an installed capacity of 4.5 million tons per annum, primarily serving the northern region of Pakistan, CCCL also plays an active role in regional trade, exporting cement to Afghanistan, thereby contributing to the country's export economy.
Meanwhile, Shirazi Investments (Private) Limited operates as the investment arm of Atlas Group, a diversified conglomerate with investments in engineering, power, finance, and trading businesses, renowned for its strategic investments and strong governance.
Fauji Foundation, KAPCO eye majority stake in ACPL
The development comes as Pharaon Investment Group Ltd. (PIGL), a Lebanon-based company and majority shareholder of ACPL, announced that it is exploring a strategic sale of its 84.06% stake in the company.
The potential sale has attracted initial interest from several major players in the cement and energy sectors, including Cherat Cement, Bestway Group, KAPCO and Fauji Cement.
Earlier, Pharaon Investment Group informed its stakeholders that certain prospective investors had expressed interest in acquiring its shareholding in ACPL and also indicated their intention to submit binding offers.
PIGL shared that Standard Chartered Bank has been appointed as a financial advisor for the divestment process.
Attock Cement Pakistan Ltd was incorporated in Pakistan on October 14, 1981, as a public limited company. The company is a subsidiary of Pharaon Investment Group Limited Holding S.A.L, Lebanon.
Its main business activity is the manufacturing and sale of cement.

Pakistan's remittance inflows in Jul-25 reached $3.21 billion, up 7.4 percent year-on-year, though 5.6 percent lower than June's $3.4 billion due to seasonal normalization after the end-of-fiscal surge. The growth marks a strong start to FY26, following FY25's record $38.3 billion in remittances—a 27 percent increase from the previous year that even exceeded total export earnings. According to the State Bank of Pakistan, Saudi Arabia remained the largest contributor in July with $823.7 million, followed by the UAE at $665.2 million (including $456.8 million from Dubai), the UK at $450.4 million, the EU at $424.4 million, the US at $269.6 million, and other GCC countries including Qatar, Oman, and Kuwait contributing $296 million. This distribution underscores the continued reliance on Gulf-based labour migrants while highlighting steady inflows from Europe and North America, reflecting a diversified base that now includes professionals, students, and freelancers alongside traditional workers. Several factors have supported recent inflows. A crackdown on hundi/hawala networks and money laundering has made formal banking channels more attractive, while a more competitive exchange rate has reduced incentives for informal transfers. Rising income from freelancers and Pakistan-based professionals working remotely for foreign companies has also added to the inflow, offsetting stagnant outward migration as some Gulf states tighten work visa quotas. Despite their importance in shoring up foreign exchange reserves and easing the current account, remittances remain vulnerable to external job markets, oil prices, and host country policies. Heavy reliance on them also risks a 'Dutch Disease' effect—drawing labour into low-productivity sectors like construction, boosting imports, and delaying the structural reforms needed to enhance export competitiveness. Seasonal peaks, such as around Eid or the fiscal year's start, can mask underlying volatility, while shifts in the global economy or slower Gulf growth could quickly put inflows under pressure. This is why policymakers must view the current remittance windfall as a strategic opportunity rather than a permanent cushion. Maintaining the enforcement environment that channels inflows through formal means is necessary, but not sufficient. The real imperative is to channel these funds into productivity-enhancing investments—expanding value-added manufacturing, upgrading skills, and integrating into global supply chains. July's performance is encouraging, but the measure of success will be whether the country can convert this inflow into long-term resilience, reducing dependence on a revenue stream that is ultimately shaped by forces beyond its control. KARACHI: Global financial technology firm Payoneer has reported record second-quarter revenue for 2025, underscoring its expanding role in enabling cross-border growth for Small and Medium-sized Businesses (SMBs) worldwide — including Pakistan's fast-growing digital export sector. The company's quarterly revenue, excluding interest income, surged 16 percent year-on-year, driven by an 11 percent rise in transaction volumes and improved take rates, particularly among SMB clients. Payoneer attributed the momentum to robust global demand for its borderless financial infrastructure, which supports service exporters, B2B sellers, e-Commerce merchants, and digital businesses in over 190 markets. Revenue from SMB customers reached $183 million in Q2, marking an 18 percent annual increase. Marketplace sellers generated $116 million — up 8 percent Year-on-Year — while B2B SMBs contributed $58 million, reflecting a sharp 37 percent rise. Checkout revenue jumped 86 percent to $9 million, powered by growing adoption of Payoneer's card and digital payment offerings. The fintech also reported its fourth consecutive quarter of 20 percent-plus annual growth in average revenue per user (ARPU), excluding interest income. ARPU climbed 21% Year-on-Year, bolstered by uptake among $10,000-plus ideal customer profiles, expansion in B2B and Checkout products, and targeted pricing strategies. In a move aimed at boosting its Checkout business, Payoneer unveiled a partnership with US-based Stripe. The collaboration will combine Stripe's payment technology with Payoneer's local expertise and end-to-end financial services, enhancing capabilities in emerging markets, particularly Pakistan. 'Payoneer delivered another strong quarter, with record revenue excluding interest income up 16 percent year-over-year and robust growth across our SMB customers,' said John Caplan, Payoneer's Chief Executive Officer. 'Our performance reflects the strength of our business model and disciplined execution. With a strong market position, differentiated assets, and a clear focus, we are confident in our strategy and are reinstating our 2025 guidance.' Industry analysts note that Pakistan's digital export market — spanning IT services, eCommerce, and freelancing — stands to benefit from Payoneer's global infrastructure, localized customer support, and product innovation. The Dubai index ended Friday on a positive note, led by investor optimism that U.S. interest rates could decline further this year, while Abu Dhabi headed in the opposite direction to finish lower. U.S. President Donald Trump said on Thursday he would nominate Council of Economic Advisers Chairman Stephen Miran tofill a vacant seat at the Fed for a few months, while the White House seeks a permanent addition to the central bank's governing board and continues its search for a new chair. Miran holds similar views to Trump, who has berated Chair Jerome Powell for being 'too late' in cutting interest rates, even though growth is holding up and inflation is ticking higher. The Fed's decisions impact monetary policy in the Gulf, where most currencies, including the UAE dirham, are pegged to the U.S. dollar. Dubai's main index rebounded on Friday, recovering from two sessions of losses with the index settling 0.3% higher. Gains were underpinned by a 5.3% surge in Amlak Finance and a 0.6% increase in Emirates Central Cooling Systems Corporation. State-run utility giant Dubai Electricity And Water Authority rose 0.4% after second-quarter net profit jumped more than 25% to 2.26 billion dirhams ($615.3 million). Gulf equities end mixed on corporate earnings; Egypt on new record high By contrast Abu Dhabi's benchmark index slipped 0.1%, weighed down by a 1.2% decline in Sharjah-based Dana Gas and a 2% decline in UAE's largest telecom provider Emirates Telecommunication Group (better known as E&). Dana Gas reported a 12% decrease in its second-quarter net profit to AED 112 million ($30.5 million) on the back of reduced oil production volumes. Losses in the index were offset by a 0.8% rise in hypermarket operator Lulu Retail Holdings and a 1.7% gain in data analytical firm Alpha Data ahead of their earnings next week.
