Imee Marcos says impeachment complaint vs Sara Duterte 'dead but not buried'

GMA Network3 days ago
The impeachment complaint against Vice President Sara Duterte may be revived should the Supreme Court reverse its decision, Senator Imee Marcos said Thursday.
Marcos made the remarks a day after the Senate, voting 19-4-1, moved to archives the articles of impeachment against Duterte, saying it is 'dead but not buried.'
'It's dead but it's not really buried. In effect, because it is in the archive…pwede namang hugutin pa uli kung magbago ang Korte Suprema (it can still be revived should the SC reverse its decision),' Marcos said during the Kapihan sa Senado.
'Sumusunod lang kami sa batas at sa Korte Suprema (We are just following the law and the Supreme Court),' she said.
Senators Alan Peter Cayetano, Pia Cayetano, Ronald 'Bato' Dela Rosa, JV Ejercito, Senate President Francis 'Chiz' Escudero, Jinggoy Estrada, Sherwin Gatchalian, Bong Go, Lito Lapid, Loren Legarda, Rodante Marcoleta, Erwin Tulfo, Raffy Tulfo, Imee Marcos, and Robin Padilla, Senate Majority Leader Joel Villanueva, Camille Villar, and Mark Villar, and Miguel Zubiri voted yes.
Senators Bam Aquino, Risa Hontiveros, Francis 'Kiko' Pangilinan, Senate minority leader Vicente 'Tito' Sotto III voted no.
Sen. Panfilo 'Ping' Lacson abstained.
'We archived it that's for sure pero maliwanag naman sa sentimyento ng lahat na kung ano ang utos ng SC ay masusunod. Kung may himala na mangyari at mag-reverse ang 13 justices, talaga namang susunod kami dun,' said Marcos, adding she believes the possibility that the SC will reverse its ruling is 'highly unlikely'.
'We archived it, that's for sure but it is clear that we will adhere to the SC decision. We will follow if the 13 justices reverse their decision.)
Meanwhile, Senator Rodante Marcoleta said the impeachment case against Duterte died along with the end of the 19th Congress.
'Sapagkat 'yung impeachment na pinasimulan noong 19th Congress, kasamang namatay noong nag-expire ang 19th Congress noong June 30, 2025. Isa 'yun na dapat isaalang-alang,' Marcoleta told Super Radyo dzBB.
(Because the impeachment initiated during the 19th Congress also ended when the 19th Congress expired on June 30, 2025. It must be taken into consideration.)
Marcoleta, who chairs the Senate committee on accountability of public officers and investigations, initially moved for the dismissal of the articles of impeachment, but agreed to Senate Majority Leader Joel Villanueva's amendment that the complaint instead be archived.
When asked if an impeachment will be filed against Duterte in February 2026, Marcoleta said, 'Nasa kanila na yun (It's up to them).'
'Basta iluto lang nilang mabuti 'yung kanin, katanggap-tanggap, hindi hilaw. 'Yun lang naman (they should work on it. It should be acceptable),' the senator said as he likened Duterte's impeachment case to uncooked rice.
Meanwhile, Senator Risa Hontiveros said the motion of Sotto to table the impeachment case should have been enough instead of archiving it.
'Kapag in-archive kahit hindi pa patay, napakahirap ilabas sa archives. Kailangan pang mag-majority vote,' Hontiveros said.
(Once it is archived, even if it's not dead, it's very hard to bring it out of the archives. It requires a majority vote.)
'Tama na sana 'yung motion to table kasi nga ibig sabihin, isasantabi muna pero oras na matapos ang desisyon ng Korte Suprema sa motion for reconsideration, itutuloy na. Ganoon lang,' she added.
(The motion to table should have been enough, since it simply means setting it aside for now. But once the Supreme Court rules on the motions for reconsideration, it will proceed.)
Hontiveros also noted that the issues surrounding Duterte's impeachment case should be resolved.
'Dapat hindi muna tayo mag-move on kung may mga importanteng issue na kailangang ma-resolve muna. Na may mga leksyon tayo na matutunan doon. At sa pagtuto natin, sisingilin 'yung accountability ng bawat isa sa atin,' the senator said.
(We shouldn't move on yet if there are important issues that still need to be resolved. There are lessons we need to learn from it. And through that learning, we will hold those accountable.)
Just a suggestion
Meanwhile, Marcos reiterated she was merely making a recommendation to House lawmakers when she suggested they replace Speaker Martin Romualdez instead of removing an elected leader.
'Wala akong niyuyurakan. Sabi ko nga, suggestion lang naman ito. 'Wag kayong magalit at wala naman akong pinipilit (I am not attacking anyone. As I've said, it's just a suggestion. Don't get mad, I'm not forcing anyone to do it),' she said.
Meanwhile, the senator also said she already texted the Vice President regarding the Senate vote. She said Duterte replied with a Bible quote and thanked God.
Impeachment complaint
The House of Representatives impeached Duterte on February 5, with over 200 lawmakers endorsing the complaint. The Vice President was accused of betrayal of public trust, culpable violation of the constitution, graft and corruption, and other high crimes.
Recently, the Supreme Court declared the articles of impeachment against Duterte unconstitutional, stressing that it was barred by the one-year rule under the Constitution and that it violated her right to due process.
The House then filed a motion for reconsideration, seeking to reverse the SC decision. The lower chamber argued it should be allowed to perform its exclusive duty to prosecute an impeachable official, and the Senate's to try the case.
Three motions for reconsideration have been filed with the SC against its ruling.
The first was filed by some of the individuals behind the first impeachment complaint against Duterte, followed by the motion for reconsideration filed by the House of Representatives.
The third motion was filed by the 1Sambayan coalition, including retired SC justices Conchita Carpio-Morales, also a former Ombudsman, and Antonio Carpio. They asked the SC to issue a status quo ante order and to set the case for oral arguments. —AOL, GMA Integrated News

Tito Sotto files bill seeking full public disclosure of gov't. records, transactions

Senate Minority Leader Vicente 'Tito' Sotto III has filed a measure seeking to implement a policy for full public disclosure of government records and transactions concerning public interest. The proposed 'People's Freedom of Information Act of 2025' aims to recognize the right to information on matters of public concern. 'Transparency is the cornerstone of good governance. To foster accountability, trust and citizen participation, our Government shall provide ready and complete access to key information to the discerning public' Sotto said in a statement on Sunday. The proposed measure mandates the disclosure of specific information. particularly the annual Statement of Assets, Liabilities, and Net Worth (SALN) of the following public servants: President Vice President Members of the Cabinet Members of Congress Justices of the Supreme Court Members of Constitutional Commissions and other constitutional offices Officers of the Armed Forces with General or Flag Ranks All government agencies are also directed to upload certain information on their respective websites. This includes, subject to monthly updates, a register of transactions, documents and records of its annual budget, monthly collections and disbursements, summary of income and expenditures, procurement plan and list, items to bid, and procurement contracts. Access to information may also be denied if it compromises national security and the country's foreign affairs, among others. Government agencies are mandated to prepare a Freedom of Information Manual within six months from its effectivity. Public officials who conceal, deny, destroy, alter, tamper with, or modify information will face a penalty of imprisonment of one month to six months and a fine ranging from ?10,000 to ?100,000. 'In this modern world where data is readily available online, information about government transactions, processes and actions shall likewise be accessible to our countrymen as a matter of right,' Sotto said. Members of the Liberal Party (LP) in the House of Representatives had also refiled the FOI bill, which mandates the disclosure of SALN of the country's president, vice president, and other high-ranking government officials. — Mariel Celine Serquiña/RF, GMA Integrated News

House vows to abide by SC ruling on MR for Sara's impeachment

The House of Representatives will abide by the Supreme Court's decision should it rule against its motion for reconsideration (MR) on its decision to declare the Articles of Impeachment against Vice President Sara Duterte as unconstitutional. 'Hindi 'ho namin susuwayin 'yan, susundin namin 'yan. The House will not cause the constitutional crisis. The reason, the catalyst for the constitutional crisis will never be caused by the House,' House prosecution spokesperson Atty. Antonio Bucoy said at a news forum in Quezon City on Saturday. House Deputy Speaker Janette Garin, likewise, said the lower chamber will abide by the Supreme Court's ruling should it stand with its decision to declare Duterte's impeachment as unconstitutional. 'Definitely, kasi obligasyon namin sa taumbayan tutukan ang mga problema without bypassing accountability and working for whatever is in the interest of the general public,' Garin said. 'A constitutional crisis should not have a place in a… I think the Philippines is in the top 2 happiest people in the world, so talagang hindi siya dapat na mangyari,' she said. Voting 13-0, the Supreme Court ruled unanimously, deeming that the Articles of Impeachment are barred by the one-year rule under Article XI Section 3 paragraph 5 of the Constitution. Moreover, magistrates ruled that the articles violate the right to due process. In its appeal before the high tribunal, the House argued that the fourth impeachment complaint, signed off by 215 House members, is the only initiated impeachment case against the Vice President because it met the Constitutional requirement of the complaint being endorsed by at least one-third of the House members, which allowed the House to transmit the Articles of Impeachment straight to the Senate en route to the impeachment trial, bypassing Committee deliberations. ''Yung motion for reconsideration ay hindi ho para pagpuna, hindi po ito para itakwil. Ito ay para tawagin ang kanyang pansin upang magsumamo na bisitahin niyong muli ang inyong desisyon na sa palagay namin at inilahad namin sa aming motion for reconsideration ay mali mula letrang A hanggang letrang Z,' Bucoy said. 'Wait and see' Asked what the House's next course of action would be should the SC junk its MR, Garin said that 'hearing the legal luminaries in the House… klaro sa kanilang pananaw na talagang may basehan 'yung motion for reconsideration so we put it at that.' 'Let's wait and see what happens in the next months… I leave it to the members of the 20th Congress… Kasi sa ngayon lahat naguusap usap… These are things that we need to balance and we need to discuss…and come up with concrete statements,' Garin said. On the Senate's move to transfer to the archives the articles of impeachment against Duterte, Bucoy said, 'Hindi kami susuko na di porke't archived na ay susuko na kami.' 'Meron pang chance na dinggin pa kami. Sinabi nga ni Speaker: 'The House will not bow down.' Hindi ho kami sumusuko na sana maliwanagan ang Supreme Court at sana tumugon at sumunod ang Senado,' he said. Three motions for reconsideration have been filed with the SC against its ruling. The first was filed by some of the individuals behind the first impeachment complaint against Duterte, followed by the motion for reconsideration filed by the House of Representatives. The third motion was filed by the 1Sambayan coalition, including Carpio-Morales and Carpio, previously filed a motion for reconsideration with the SC on its ruling. Marcos says he will sign bill postponing barangay, SK polls

Pres. Marcos said he will sign the bill postponing the BSKE. (Photo from PCO) President Ferdinand Marcos Jr. announced he will sign the bill postponing the 2025 Barangay and Sangguniang Kabataan Elections (BSKE). "I'll sign it," Marcos said in a media forum Bengaluru, India when asked if he intends to sign the bill or simply allow it to lapse into law. Marcos pointed out that the upcoming parliamentary elections in the Bangsamoro Autonomous Region in Muslim Mindanao (BARMM) in October this year should be given focus. The Philippines concluded its midterm national and local elections in May. "We are facing one of the biggest elements here, kakatapos lang natin ng malaking eleksyon, midterm election... You have to remember, the BARMM election that is upcoming in October is the first time we have ever had this kind of election at all. Sa buong kasaysayan ng Pilipinas, hindi pa nagkaroon ng BARMM Parliament na hinalal ng tao. So, that is why it is so important," Marcos said. 'If that election (BARMM) fails, malaking bagay, malaking failure 'yan doon sa peace process. Kaya't kailangan na kailangan maging matagumpay ang pagganap ng halalan ng BARMM. And that's why we really are focusing on that,' he added. Earlier, Commission on Elections chairperson George Garcia said Malacañang informed the poll body of the law signing to be held on Tuesday, August 12. The 2025 BSKE is initially set on December 1, 2025. However, the Congress, in June, ratified a bicameral conference committee report seeking to extend the term of office for the barangay and SK officials from three to four years, and postpone the elections to the first Monday of November 2026. —LDF, GMA Integrated News
