Midland woman accused of assaulting man, driving off with him on car hood

MIDLAND, Texas (KMID/KPEJ)- A Midland woman is facing multiple felony charges after police say she intentionally hit a man with her car, assaulted him, and brought a controlled substance into the Midland County jail.
According to the Midland Police Department, officers were called to a reported disturbance around 6:24 p.m. on Tuesday, April 22, at a business on the 1300 block of S Midland Drive.
The 911 caller alleged that 44-year-old Jacqueline Monique Rios attempted to kill her brother by running him over. When officers arrived on the scene, they observed Rios and the alleged victim screaming at each other in what they described as 'a heated argument.' The man's shirt had reportedly been torn off during the altercation.
Despite officers' attempts to separate the individuals and de-escalate the situation, Rios and the man continued 'yelling and provoking' each other. As a result, officials placed Rios in the back of a patrol vehicle to prevent further escalation.
The male victim told police he had just been released from jail earlier that day, and Rios had picked him up in Lubbock. During the drive back, he said Rios admitted to using narcotics, which prompted him to exit the vehicle, saying it had upset him. He claimed Rios then drove off with his belongings, prompting him to call a relative to pick him up and return to Midland.
The victim said that they later decided to go to Rios's workplace and retrieve the belongings, but another confrontation reportedly occurred after Rios refused to give his belongings back.
The man told officers that when he stood in front of Rios's car to prevent her from leaving, she accelerated, hitting him and causing him to fall onto the hood. He said Rios drove northbound on Midland Drive with him clinging to the hood before circling through a convenience store parking lot and returning to her workplace, where he jumped off.
Reports showed the victim sustained visible injuries, including bleeding scratches to his face and head, which he claimed Rios inflicted. At the scene, the man and his relative both accused Rios of physically attacking them during the incident.
An eyewitness later confirmed seeing Rios driving at a high speed with the man on the hood. The witness also provided cellphone video that allegedly shows Rios assaulting the man while he tries to escape her grasp. When asked who appeared to be the primary aggressor, the witness identified Rios without hesitation.
Police said Rios showed signs of stimulant use and admitted to using THC but denied other drug use. Officers noted that Rios appeared to be under the influence of methamphetamine. After initial irritation and hesitation, officers said Rios eventually admitted to driving off while the man was on her hood and confessed to assaulting him after he took her phone.
She was arrested and charged with aggravated assault with a deadly weapon. However, additional charges were added after an officer discovered a THC vape pen in the back seat of the patrol car, an item not present prior to Rios being placed there. Surveillance footage reportedly showed Rios dropping and attempting to hide the vape pen beneath the cage in the car.
Rios was then additionally charged with possession of a controlled substance and bringing a prohibited substance into a correctional facility.
She was transported to the Midland County Detention Center, where she remains in custody as of Wednesday afternoon and does not have a set bond.
