Senate sergeant-at-arms to serve summons for Sara Duterte

The Senate sergeant-at-arms is set to serve on Wednesday morning the writ of summons for Vice President Sara Duterte at her office in Mandaluyong City.
Senate Sergeant-at-Arms Roberto Ancan will be the one to serve the summons at the Office of the Vice President (OVP), based on a Super Radyo dzBB report of Nimfa Ravelo.
Once received, Duterte will be given a non-extendible period of 10 days to answer to the articles of impeachment against her.
The Vice President is currently in Malaysia for a personal trip with her family.
The Senate, sitting as an impeachment court, on Tuesday night voted to return to the House of Representatives the articles of impeachment against Duterte without dismissing or terminating them.
The motion was approved with a vote of 18 affirmative, five negative, and no abstentions.
The House of Representatives impeached Duterte on February 5, with over 200 lawmakers endorsing the complaint.
The seven Articles of Impeachment against Duterte include:
Conspiracy to assassinate President Ferdinand "Bongbong" Marcos Jr., First Lady Liza Marcos, and Speaker Martin Romualdez;
Malversation of P612.5 million in confidential funds with questionable liquidation documents;
Bribery and corruption in the Department of Education (DepEd) during Duterte's tenure as Education Secretary, involving former DepEd officials;
Unexplained wealth and failure to disclose assets in her Statement of Assets, Liabilities, and Net Worth (SALN), with her wealth reportedly increasing fourfold from 2007 to 2017;
Involvement in extrajudicial killings in Davao City;
Destabilization and public disorder efforts, including boycotting the State of the Nation Address (SONA) while declaring herself "designated survivor," leading rallies calling for Marcos Jr.'s resignation, obstructing congressional investigations, and issuing threats against top officials; and
The totality of her conduct as Vice President.

At least five significant reforms will be enforced by the House of Representatives in the scrutiny and enactment of the budget for fiscal year 2026, Speaker Ferdinand Martin Romualdez said Wednesday. Romualdez made the commitment during the turnover of the P6.793 trillion National Expenditure Program to the lower chamber, which was witnessed by House leaders and Department of Budget and Management officials. Budget Secretary Amenah Pangandaman turned over the NEP to the House leadership. Romualdez pointed out that the reforms seek to ensure full transparency and to involve the public through people's organizations, noting that the budget is the people's money. 'A budget is not just a spending plan—it is a mirror of our priorities and a measure of our accountability to the people. And because this is the people's money, the process of crafting it must be transparent, inclusive, and worthy of public trust,' Romualdez said. The NEP is more than numbers on paper, according to Romualdez, saying that it is the government's plan ''to make the vision of a Bagong Pilipinas real—roads that connect communities, markets where food is affordable, schools that open doors to opportunity, hospitals that save lives, and safe, secure communities for every Filipino.'' Among the reforms is the removal of the 'small committee' that collated institutional amendments. 'Bukas ang talakayan. Lahat ng amendments, alam ng mamamayan,'' the Speaker said. (The discussions are open. The public should know all amendments.) Also, the House will open the Bicameral Conference Committee on the budget to the public and the media. The chamber will also invite civil society, people's organizations, and the private sector to join budget hearings. ''Ang pambansang budget ay hindi pag-aari ng mga politiko; ito ay pera ng bawat Pilipinong nagbabayad ng buwis,'' Romualdez said. (Politicians do not own the national budget. This is the money of every Filipino who pays taxes.) Romualdez further said the chamber would strengthen oversight—requiring timely reports from agencies and enabling real-time tracking of major projects. He vowed that lawmakers would also prioritize investments that truly change lives including: agriculture for food security, infrastructure for connectivity and jobs, education for opportunity, health for all, and defense and disaster preparedness for national safety. The House of Representatives on Wednesday dismissed the claim of Senate President Francis "Chiz" Escudero that lawmakers from the lower chamber were allegedly behind a supposed demolition job against him. 'Siguro sa sitwasyong ito, 'it's not me, it's you' na 'yung isyu niyan. Hindi na po kami ang may problema po dito,' House spokesperson Atty. Princess Abante told GMA Integrated News' Unang Balita in an interview. (Maybe in this situation, the issue is 'it's not me, it's you' already. We're not the ones with the problem here.) 'Wala pong nanggagaling sa House. Ang tutok po ng House of Representatives ay ang trabaho at tungkulin nito. Ang trabaho ng House ay hindi po magsimula ng anumang away kahit kanino man,' she added. (Nothing is coming from the House. The House of Representatives is focused on its work and duties. The House's job is not to start any fights with anyone.) Escudero on Tuesday made the allegation after his campaign contributor in the 2022 elections was revealed as among the only 15 contractors that obtained 20% of the total P545 billion budget of flood control projects. President Ferdinand ''Bongbong'' Marcos Jr. called the awarding of the 20% of flood control projects to only 15 contractors as 'disturbing.' "For the record, wala akong kinalaman sa pag-identify, paggawa ng program of work, pag-bid, pag-award, pagbayad, pag-inspeksyon ng anumang proyekto sa pamahalaan sa Sorsogon man o sa labas ng lalawigan ng Sorsogon," the Senate president earlier said. (For the record, I have nothing to do with identifying, drafting a program of work, bidding, awarding, paying, or inspecting any government project whether in Sorsogon or outside the province of Sorsogon.) Escudero said that behind a "demolition job" against him were those in favor of the impeachment of Vice President Sara Duterte, particularly from the House. Abante said Escudero should name the solons from the lower body whom he was referring to. 'Siguro magandang mapangalanan po kung sino 'yung tinutukoy niya kasi napakaraming members ng House,' Abante said. (Maybe it would be good if he could name who he was referring to because there are so many members of the House.) 'Mahirap naman pong mag-blanket, damay sa issues na ibinabato laban po kay Senate President na hindi naman din po House ang kinalaman,' she added. (It is tricky to blanket, implicate lawmakers in the issues being thrown against the Senate President, which are not related to the House.) The Senate — with 19 votes — voted on August 6 to transfer to the archives the articles of impeachment against Duterte. Four voted against it while one abstained. 'Wala naman pong naging diskusyon sa anuman pong iniisip ni Senate President. So hindi ko po alam bakit kailangan maturo ang mga members ng House na nag-initiate ng impeachment,' Abante said. (There was no discussion about what the Senate President was thinking. So I don't know why the House members who initiated the impeachment need to be accused of that.) 'Wala naman pong personal na layunin ang mga members ng House dito. Ang gusto lang naman po ng House para sa impeachment ay 'yung pananagutan,' she added.
