on Friday inaugurated the two-day National Security Strategies Conference, where the police brass, domain experts and young police officers working at the cutting edge-level are joining heads to discuss the major challenges to national security and explore solutions.
Shah directed the participants -- who include the top police leadership of states, Union territories (UTs), Central armed police forces (CAPFs) and Central police organisations (CPOs) -- to undertake dedicated measures to bring back fugitives involved in terrorist and smuggling activities with enhanced coordination between the Central and state law enforcement agencies, besides recalibrating the approach towards disrupting domestic nodes of the terror-criminal nexus.
The ministry of home affairs (MHA) was asked to set up a forum with stakeholders across the spectrum, to come up with solutions to counter the use of encrypted communication by terror networks. Reviewing terror financing mechanisms, agencies were directed to unearth terror modules by analysing inputs pertaining to financial irregularities. MHA was also asked to ensure that only indigenous technology was used by police organisations.
Shah will address the conference, being held in a hybrid format, on Saturday. On Friday, prior to inaugurating the meet, he laid a wreath at the Martyrs column and paid homage to the police personnel who had made the supreme sacrifice in the line of duty.
Around 800 officers from across the country participated in the deliberations on Friday, alongside senior officers like the Union home secretary, deputy NSA, heads of CAPFs and CPOs, and state/UT DGPs. Young police officers and domain experts joined the conference virtually. The idea of a National Security Strategies Conference was conceived by PM during the 2016 DGPs/IGPs conference with the objective of finding solutions to major national security challenges through discussions amongst a unique mix of senior police leadership.

However, he accused the Congress govt in the state of artificially creating a shortage and selling fertilisers at inflated prices in the black market, thus embezzling funds. During a press conference on Sunday evening, he expressed his concerns about the lack of urea and DAP fertilisers in the state, which led to significant disruptions. He vehemently condemned the actions of the Congress govt. Khuba highlighted that fertilisers are being sold at Rs 100 above the standard rates in black markets. Despite sufficient supplies, a fabricated shortage appears to exist. He criticised the Congress for persistently blaming the Modi govt while they continue to receive regular fertiliser supplies and financial support from the central govt. Drawing from his experience as the former Union minister for fertilisers, Khuba challenged Congress's claims regarding fertiliser distribution. He noted that the black market for fertilisers is prevalent in all states governed by Congress, not just in Karnataka. He provided detailed statistics: The state requires 11.1 lakh metric tonnes of urea for monsoon farming. The central govt supplied 8.7 lakh metric tonnes, with 7 lakh metric tonnes already allocated and 1.6 lakh metric tonnes still available. Regarding DAP, out of a need for 4 lakh metric tonnes, 2.95 lakh metric tonnes have been supplied, with 2.2 lakh metric tonnes distributed and 71,000 metric tonnes remaining. District BJP unit president Somnath Patil criticised the state govt's apparent indifference to central initiatives. He pointed out the delays in providing relief to farmers affected by adverse weather conditions. He connected 3,400 farmer suicides over the past two years to flawed state policies. District BJP youth unit president Santhosh Reddy, District BJP Raita Morcha president Shivaraj Almaje, District BJP media coordinator Srinivas Chaudhary, Babuwali, Fernandes Hippalgaon, and many other functionaries were present.
