Chandigarh: 145 challans issued in anti-encroachment drive in Manimajra
The enforcement wing of the Chandigarh municipal corporation (MC) issued 145 challans to violators during an anti-encroachment campaign in the motor market area of Manimajra (Sector 13) on Monday. The drive was aimed at maintaining public order besides clearing encroachments, officials said.
According to officials, the drive, which was supervised by municipal commissioner Amit Kumar, was carried out under the directions of the Punjab and Haryana high court.
Led by joint commissioner Sumeet Sihag, who was accompanied by superintendent Sunil Dutt, the drive started around 6 am and continued till 2 pm with support from a task force, comprising 12 trucks, one JCB, two hydra cranes and eight enforcement personnel. Chandigarh Police personnel were also deputed to maintain law and order during the operation.
During the drive, 105 challans were issued for placing mechanic tools, iron materials and large boxes at unauthorised places. As many as 10 challans were issued for dumped/abandoned vehicles and 30 challans were issued for other types of encroachment, including benches and iron gas kits.
The entire operation was peaceful and was documented through videography for official records and transparency, officials said.
Offenders were served warnings, with the commissioner stating that any repetition of violations will lead to strict legal action as per the provisions of the Municipal Act.

The Chandigarh unit of the Aam Aadmi Party (AAP) has alleged a ₹100-crore scam in the booking of community centres meant to be available for free for the economically weaker sections (EWS). Addressing mediapersons on Sunday, the party leaders accused a nexus of middlemen, fake councillor endorsements and municipal staff of manipulating the booking process to illegally charge poor families between ₹26,000 and ₹55,000 per booking. Vikrant A Tanwar, media in-charge of AAP, Chandigarh, alleged that the booking process—meant to be free for EWS applicants—was hijacked by impersonators using forged documents, fake councillor stamps and falsified signatures. In one case, a resident of Sector 41 was allegedly charged ₹55,000 by a middleman who claimed he could offer a 'discounted rate' through internal contacts. The booking form was found to bear the forged signature and stamp of councillor Manur from Sector 56, who later confirmed no involvement. On the contrary, luxury weddings, featuring BMW and Mercedes vehicles, were hosted at these centres using fraudulent free-booking documents meant for the underprivileged, the party alleged. 'This is not just corruption—it's an organised loot of the rights of the poor,' said Tanwar. The party estimates the scam has cost the municipal corporation over ₹100 crore in the past five years. The AAP further alleged a failure of governance, stating that despite available digital systems, the continued reliance on manual file movement enabled large-scale manipulation. Demands CBI probe The party demanded a CBI or Vigilance Bureau probe into the matter, immediate suspension and FIRs against officials involved, complete digitisation of the booking system, a roll-back of proposed hike in booking rate, a five-year audit of all community centre bookings, and compensation and justice for affected families. 'The dignity of poor families has been trampled. This is not just a financial fraud—it's a moral failure. We will not rest until accountability is ensured,' the party stated. Former mayor alleges favouritism in horticulture waste project allotment Former mayor and BJP leader Anup Gupta has written to the MC chief engineer, seeking detailed clarification on how the city's horticulture waste management project was directly awarded to a public sector undertaking (PSU), M/s Hardicon Limited. In his letter, Gupta questioned whether any expression of interest (EOI) or request for proposal (RFP) was floated and whether the provisions of the General Financial Rules, Central Vigilance Commission guidelines, and the Manual of Procurement of Works were followed. Even after repeated attempts, MC chief engineer Sanjay Arora did not respond to calls and messages. Gupta also sought details on firm's technical and financial competence, raising concerns over the urgency that led to skipping competitive bidding. According to sources, the PSU applied on April 28, the proposal was prepared on April 29 and it was approved in the MC House on April 30. The project involves setting up a 60-tonne horticulture waste plant at an estimated cost of ₹3 crore, to be recovered by the company within a year through sale of processed material. The company will operate the plant for 10 years and retain all profits—while MC will earn nothing. Gupta has called it financially irresponsible, especially when the civic body is already facing a cash crunch. Moreover, questions have been raised over firm's experience in horticulture waste management, with reports suggesting the company may outsource the operations to a third party.

Dilawar cracks down on illegal power connections
1 2 Kota: State's education and Panchayati Raj Minister Madan Dilawar organised neighbourhood meetings in Suket area of his constituency on Sunday. During a meeting held in Surliwal's alley, local residents complained about a person named Kallu providing illegal electricity connections. Residents reported that Kallu had laid pipes alongside the water pipeline to provide illegal electricity connections and was collecting Rs 500 per month from each household. Approximately 700 homes had illegal connections. Minister Dilawar immediately instructed the Superintendent Engineer of Electricity, Vishnu Dutt Lodha, to visit the site with a police team and take action. Following the instructions, the engineer and his team disconnected the illegal connections and seized the cables. Meanwhile, minister Dilawar himself arrived at the site. Residents showed him the illegal electricity connections running into homes through underground pipelines. The minister immediately summoned Suket Police Station Officer Chhotu Lal to file an FIR against the accused Kallu alias Jalaluddin and his accomplice. He ordered the recovery of dues from the accused, including interest, from the time electricity supply began in Suket. Afterward, minister Dilawar inspected Kumhar neighbourhood, where an encroachment issue on the old building of the Government Higher Secondary School Suket was found. The minister, along with Sub-Divisional Officer Neeta Vasita, Municipal Executive Officer Hemendra Sankhla, and Station Officer Chhotu Lal, visited the school to inspect the encroachment. Cattle were found tied in the staff room, and other rooms were locked. The minister instructed the Sub-Divisional Officer to clear the entire school building of encroachments, appoint a receiver, and prepare proposals for operating an Anganwadi centre. Seeing encroachment on the road with stones, Minister Dilawar got angry and immediately ordered the Municipal Executive Officer of Suket to remove the encroachment using a JCB. The Chief Executive Officer promptly arranged for a JCB to clear the encroachment.

Bulldozers raze illegal ashram of arrested self-styled seer
Belagavi: In a swift and decisive action, the Raibag taluk administration in Belagavi district demolished the illegal ashram of self-proclaimed godman Hata yogi Lokeshwar Swami following his arrest on charges of kidnapping and raping a minor girl. The demolition was carried out in the early hours of Friday morning under tight security. The controversial ashram, referred to as the 'Ram Mandir Mutt', was constructed illegally on Survey No. 225 in Mekhli village, where Swami had encroached on eight acres of gomala (grazing) land belonging to the government. Complaints regarding the illegal occupation had surfaced earlier, prompting an official inquiry. Based on the findings, the Raibag Tehsildar issued a notice last week instructing the Swami to vacate the encroached land. However, with Lokeshwar Swami being remanded to judicial custody following his arrest, the administration moved swiftly to carry out the demolition. The operation, conducted before dawn, was led by Tehsildar Suresh Munje and involved three JCB machines (bulldozers) that razed the entire mutt structure, including the associated temple complex. Officials confirmed that the entire unauthorized construction was demolished without resistance, and the land has been reclaimed by the government. Lokeshwar Swami, who had been projecting himself as a religious guru for nearly a decade, was arrested on serious charges under the Protection of Children from Sexual Offences (POCSO) Act. He is accused of kidnapping and raping a minor girl, a case that has sent shockwaves through the region.
