Jane Street case: Market manipulation will not be tolerated, says Sebi Chairman Tuhin K Pandey

In light of the alleged manipulative trading practices by Jane Street, a US-based global proprietary trading firm, in the domestic capital market, Sebi Chairman Tuhin Kanta Pandey on Saturday warned that any form of market manipulation will not be tolerated. On Thursday, the Securities and Exchange Board of India (Sebi) ordered the impounding of Rs 4,843.57 crore in alleged unlawful gains made by Jane Street through manipulative trading. The markets regulator also prohibited the firm from engaging in any securities transactions until the recovery of the alleged illegal gains is completed and stated that 'JS Group is not a good faith actor that can be, or deserves to be, trusted'. 'Market manipulation will not be tolerated,' Pandey told reporters when asked if Sebi was looking into the model of foreign portfolio investors (FPIs) that are setting up office locally after the Jane Street case. He was talking on the sidelines of the 77th Foundation Day celebration of the Bombay Chartered Accountants' Society (BCAS). To a question on if there was a need to increase monitoring of exchanges, custodian and brokers, Pandey said the surveillance was there. 'We have effectively increased surveillance, both at the exchange level as well at the Sebi level. This (Jane Street) is basically a surveillance issue and we are keeping track of (it) more closely. While delivering the speech on the topic, 'Corporate governance, in letter and spirit – role and responsibility of professionals', Pandey said in today's business landscape, corporate governance was not a matter of choice — it is an imperative. 'It forms the bridge between a company's performance and the trust it earns from its stakeholders. Sound governance practices are central to sustaining investor confidence, ensuring board independence, and enabling effective oversight in listed companies,' the Sebi chairman said. He said the markets regulator has taken a slew of measures to strengthen corporate governance in listed companies. 'A significant milestone was the introduction of Clause 49 of the Equity Listing Agreement in the year 2000, which brought formal governance standards into the Indian capital market landscape,' he said. Sebi has adopted a hybrid approach towards the corporate governance framework, combining both rule-based and principle-based elements. Speaking on transparency, he said a well-functioning capital market thrives on transparency, trust, and equal access to information. Pandey said chartered accountants serve as the financial custodians of corporate India. They are stewards of trust — trust that investors, regulators, lenders, and the public place in the financial statements of companies. 'Transparency in disclosing related-party transactions, managing conflicts of interest, and presenting material developments in a timely manner are all non-negotiable responsibilities you (chartered accountants) are entrusted with — and rightly so,' Pandey said. He said that chartered accountants often serve as a bridge between company management, auditors and regulators – ensuring that the principles of fairness, independence, and accountability are upheld in both spirit and practice.

Mohali: Greenfield project opens Sept 1, to help ease Airport Road snarls

Come September 1 and the snarls on Airport Road may ease a bit, as the Greenfield Project, which will serve as an alternative route for Delhi traffic heading towards Himachal Pradesh and Jammu & Kashmir, will be thrown open to the public. In 2021, the project had been put on hold for nearly eight months as landowners were protesting against the rates being offered for their land. (HT Photo) A National Highway Authority of India (NHAI) official said that 93% of the work is complete and the rest will be done by the last week of August. 'Though our deadline was June, we will be able to open the road to the public by September 1,' the official said. The 31-kilometre road, being constructed under the Centre's Bharatmala Pariyojana, runs from IT Chowk (PR-7) near Chandigarh International Airport to Kurali-Chandigarh road. The NHAI had come up with this ₹1,400 crore project after scrapping the 40-km Kharar-Banur-Tepla road project in July 2019, owing to its high cost. A Maharashtra-based company was allotted the work in October 2022. In 2021, the project had been put on hold for nearly eight months as landowners were protesting against the rates being offered for their land. The NHAI had then approved a four-fold increase in the compensation amount for landowners. While it was earlier paying between ₹24 lakh and ₹4.18 crore per acre, depending on the location, landowners have now been paid between ₹1 crore and ₹1.09 crore per acre.

Delhi govt looks at engaging third party agency to give fire NOCs

The Delhi government is considering engaging certified third-party agencies to handle fire safety certifications and no objection certificates (NOCs), potentially relieving the fire department of this responsibility, officials aware of the matter said on Friday. The move is part of a broader effort to improve the ease of doing business in the city. Delhi ire Services last month denied frie NOC to LNJP Hospital. (HT Photo) 'In some states, fire departments no longer issue fire NOCs. Instead, the task has been delegated to private fire safety agencies that are certified by the state after an assessment of their capabilities and expertise,' said an official in the home department, which oversees the fire services. 'This is being explored to allow fire departments to focus on their core job—firefighting—without the added burden of handling certification requests. While the idea is under examination, no proposal has been drafted yet,' the official added. As per the tentative plan, third-party agencies may be tasked with auditing large establishments such as factories, with the fire department issuing certificates based on their reports. For smaller establishments like office spaces, the agencies could be authorised to issue certifications directly. 'Nothing has been finalised yet. All options are being considered,' the official said. The development comes shortly after the Delhi government scrapped the requirement of Delhi Police licensing clearance for seven categories of businesses, including hotels, restaurants, discothèques, swimming pools, amusement parks, video game parlours, and auditoriums, in a bid to reduce bureaucratic hurdles. Fire NOCs are currently mandatory for high-rise residential buildings, commercial establishments, factories, hospitals, restaurants, and offices. The official cited above said in a recent meeting chaired by lieutenant governor VK Saxena and attended by chief minister Rekha Gupta, departments were directed to explore steps to improve ease of doing business in Delhi. 'As part of those directions, we are exploring the feasibility of shifting the responsibility for issuing fire certificates. But the department wants to proceed cautiously and study models adopted by other states to ensure that fire safety standards are not compromised,' the official said.
