‘Pay-as-you-use' mulled at new affordable housing schemes

(Bernama pic) Kuala Lumpur: The Housing and Local Government Ministry is exploring a 'pay-as-you-use' model for maintenance fees in future affordable housing developments, as part of housing sector reforms. Minister Nga Kor Ming said the initiative is part of efforts to elevate the real estate industry and promote more equitable access to housing for all Malaysians. Speaking to reporters at the Kuala Lumpur Architecture Week (KLAW) 2025 Monday, Nga said the Ministry plans to introduce a system which allows residents to pay maintenance fees based on actual usage of shared facilities. 'Under this proposed model, residents will receive access cards that track their monthly usage of shared facilities. We are starting with the Rumah Bakat Madani initiative led by Skyworld Pearlmont in Penang, which features a pay-per-use clubhouse with an infinity pool, pickleball and badminton courts, a children's playground, and gyms,' he said. Nga added that the concept will serve as a reference for future public housing projects. 'This will serve as a reference model for future public housing projects, which may also include vertical schools to provide better access to education for vulnerable communities,' he said. In addition, the ministry plans to engage private sector players to develop Industrialised Building System (IBS) facilities, aiming to expand the use of modular construction methods such as Prefabricated Prefinished Volumetric Construction (PPVC). Nga said this initiative aligns with Malaysia Madani aspirations and the nation's role as President of the UN-Habitat General Assembly, supporting sustainable urban development by reducing construction waste and minimising pollution. Commenting on KLAW 2025, Nga highlighted the importance of architecture in rejuvenating heritage buildings. 'Architectural elements play a vital role in breathing new life into heritage buildings, preserving their cultural significance while integrating modern design,' he said. KLAW 2025 is held as a prelude to the Asean Real Estate Conference (AREC) and Archidex. The series of large-scale events, being held this week at the Malaysia International Trade and Exhibition Centre (Mitec) and Kuala Lumpur Convention Centre (KLCC), is expected to attract over 50,000 foreign visitors, generating an estimated RM2 billion in transactions.

KUALA LUMPUR: Malaysia's Producer Price Index (PPI), which measures price changes at the producer level, went down further by 4.2 per cent in June 2025, after a 3.6 per cent decline in the previous month, said the Department of Statistics (DoSM) today. Its chief statistician Datuk Seri Dr Mohd Uzir Mahidin said all sectors registered year-on-year declines in June 2025, with mining and manufacturing sectors emerging as the primary contributors to the overall negative trend of the index. The mining sector declined by 8.0 per cent compared to -15 per cent in May 2025, affected by the declines in extraction of natural gas (-12.0 per cent) and extraction of crude petroleum (-6.7 per cent) indices. The projection takes into account various tariff scenarios, ranging from continued elevation of tariffs to more favourable trade negotiation outcomes. In a statement today, the central bank said the forecast remains subject to uncertainties surrounding the global economy, both on the downside and the upside. 'Favourable trade negotiation outcomes, pro-growth policies in major economies, continued demand for electrical and electronic goods, and robust tourism activity could raise Malaysia's export and growth prospects,' it said. Meanwhile, BNM Governor Datuk Seri Abdul Rasheed Ghaffour said the Malaysian economy remains resilient despite global uncertainties, supported by the outcome of structural reforms undertaken over the years. 'The sustained strength in economic activity and moderate inflation provides a supportive environment to pursue structural reforms for a more resilient and competitive Malaysia in the future,' he said. According to the central bank, headline inflation is projected to remain moderate, averaging between 1.5 and 2.3 per cent in 2025, reflecting the more moderate cost and demand outlook since March 2025. 'Inflationary pressure from global commodity prices is expected to remain limited, contributing to moderate domestic cost conditions. In this environment, the impact of domestic policy measures is expected to remain contained,' it said. BNM noted that the global economic landscape has undergone considerable changes since the announcement of Malaysia's 2025 GDP growth forecast in Bank Negara Malaysia's Economic and Monetary Review in March 2025. It said the global growth outlook is affected by shifting trade policies and uncertainties surrounding tariff developments, as well as geopolitical tensions. 'As a small open economy, Malaysia's growth prospects will be shaped by these developments. It is to Malaysia's advantage that our economy is facing these external headwinds from a position of strength. 'The latest indicators, including advanced estimates for the second quarter growth, continue to point towards sustained strength in economic activity. Domestic demand has been resilient and will continue to support growth going forward,' it said. Favourable labour market conditions — particularly in domestic-oriented sectors — and policy measures will continue to underpin private consumption.
