Plan to develop Lucknow as India's 1st AI City gets ₹10,732-crore push
The initiative is part of a major push to develop Uttar Pradesh as the new IT destination.
The proposed investment is meant for 10,000 Graphics Processing Units, multi-modal language models and an AI innovation center. The state government will soon come up with the draft AI policy in line with Vision 2047.
According to the state government, this investment is 67% higher than any other technology infrastructure in the country.
Apart from this, a high-tech AI-based traffic management system is being proposed for Lucknow.
Prime Minister Narendra Modi's constituency, Varanasi, is already in the process of implementing an AI-enabled smart traffic system.
Under the state government's flagship initiative, AI Pragya, over 10 lakh youths, teachers, gram pradhans, government employees, and farmers are being trained in AI, machine learning, data analytics and cybersecurity in partnership with tech giants like Microsoft, Intel, Google, and Guvi.
The state government aims to train 1.5 lakh people every month, with industry-ready certifications part of the programme.
AI-powered systems such as CCTV surveillance, facial recognition, number plate tracking, and SOS alert systems have been implemented in 17 municipal corporations and Gautam Buddh Nagar.
These are directly integrated with the 112 helpline and police control rooms. Additionally, the 'Jarvis' AI monitoring system is active in 70 prisons, ensuring 24x7 surveillance of inmates.
Under the UP Agris Project, 10 lakh farmers are being connected to AI-based technologies such as smart irrigation, drone mapping, pest detection, and digital market access. The initiative also involves 10,000 women's self-help groups as active partners.
In the revenue department, satellite imaging and AI algorithms are being used for land consolidation and record management.
This has enabled accurate digital mapping, transparent land distribution, and reduction of disputes.
To protect mineral resources, 57 unmanned AI enabled check gates have been set up across 25 districts. Illegal mining is being monitored using RFID tags, geofencing, and AI camera-equipped weighbridges.
In the healthcare sector, the country's first AI-based breast cancer screening centre has been established in Fatehpur, according to the state government.

These individuals, who never actually existed, were being used by previous governments to funnel money to middlemen. However, these 10 crore fake names have now been removed from the list of beneficiaries by the incumbent government. According to an estimate, this cleanup has resulted in savings of over Rs 4.30 lakh crore, which would have otherwise gone into the wrong hands. Imagine theft of Rs 4.30 lakh crore. Now, this amount is being used for the development of this country," the prime minister said. PM Modi was speaking at an event at Kartavya Path after inaugurating Kartavya Bhavan (Common Central Secretariat Building) 3, the first of the 10 state-of-the-art Central government office complexes planned as part of the Central Vista redevelopment plan. These blocks will house offices of all ministries and associated departments, presently functioning from Shastri Bhawan, Krishi Bhawan, Udyog Bhawan, Nirman Bhawan, North and South Blocks and other buildings located at different locations.

Nakkapalli Bulk Drug Park project opposed at public hearing
Mild tension prevailed at the public hearing conducted by Andhra Pradesh Pollution Control Board (APPCB) on the Bulk Drug Park (BDP) project proposed at Nakkapalli on Wednesday, with the police detaining CPI(M) leaders and activists on charges of obstructing the programme. CPI(M) Central Committee leader K. Lokanatham, who was detained, said that this public hearing for the bulk drug project was held after Prime Minister Narendra Modi laid the foundation stone for the project in January this year. 'Not only the local residents but also a section of leaders and activists of the ruling coalition partners are opposing the project. However, the government is using the police force to conduct the public hearing without giving all stakeholders a chance to speak their mind,' Mr. Lokanatham said. The CPI(M) leader said that he was detained by the police during the public hearing and taken to S. Rayavaram police station, around 15 km from the venue. 'The police released me in the evening. A total of six candidates from our party were also detained,' he said. CPI(M) Anakapalli district secretary G. Koteswara Rao told the media that many locals and environmentalists raised red flags about the environmental and public health risks posed by the bulk drug park project. 'With this project, Nakkapalli will become like Jeedimetla of Hyderabad. We all saw how some areas such as Patancheru, Bollaram, Sangareddy, Jeedimetla in Hyderabad are suffering due to pollution and poisonous gases emitted by the industrial units there,' he said. People from fishing villages attended the public hearing held near the MRO office in Nakkapalli. They protested against the project. 'We are already witnessing recurrent accidents in pharma companies in Parawada mandal. Nakkapalli is proposed to be a bigger pharmaceutical hub than Parawada. The government shifted the project from Kakinada after facing strong opposition there,' said a villager. As per the guidelines for the scheme for promotion of BDPs introduced by the Department of Pharmaceuticals, Union Ministry of Chemicals and Fertilizers in March 2020, the BDP project was proposed at Nakkapalli in Andhra Pradesh Bulk Drug Park in 1270.80 acres by M/s Andhra Pradesh Bulk Drug Infrastructure Corporation Limited. The total estimated project cost is ₹1257.75 crore.

He revealed that the government was spending Rs 1,500 crore solely on rent. "Many ministries of the Indian government are being run from 50 different locations in Delhi. Most of these ministries are being run from rented buildings, with an annual expenditure of Rs 1.5 thousand crores. This amount is being spent by the central government just to pay rent," he said. PM Modi pointed out that the country's administrative machinery had been operating for decades after Independence from buildings constructed during the British era. He further highlighted the poor working conditions in the existing buildings, stating that they lacked proper lighting, space, and ventilation. "Can you imagine an important ministry like Home Affairs operating out of a building for nearly 100 years with insufficient resources?" the PM asked. He further said that the newly-inaugurated Kartavya Bhavan is not a mere structure or a piece of infrastructure, but that the seed of Viksit Bharat will be sown from this building. "In the coming decades, the direction of the country will be determined from this building," said PM Modi. Quoting from the Bhagavad Gita, PM Modi said that we must focus more on our kartavya (duty) than on the end result while carrying out our tasks. The ambitious project is aimed at bringing ministries and departments under one roof for efficiency. Kartavya Bhavan-03, the first to be inaugurated, will house the Home Affairs, External Affairs, Rural Development, MSME, DoPT, Petroleum & Natural Gas ministries, and the Principal Scientific Adviser's office. Many key ministries currently function from ageing buildings like Shastri Bhawan, Krishi Bhawan, Udyog Bhawan, and Nirman Bhawan, constructed between the 1950s and 1970s, which are now "structurally outdated and inefficient," according to the government. The prime minister, accompanied by Union Housing and Urban Affairs Minister Manohar Lal Khattar and Ministry Secretary HUA Secretary Katikithala Srinivas, took a tour of the newly constructed building. Srinivas briefed PM Modi about the features of Kartavya Bhavan. The HUA Ministry has plans to construct ten buildings as part of the Common Central Secretariat (CCS) under the government's Central Vista redevelopment project. Two CCS buildings, 1 and 2, are scheduled to be completed by next month, while construction work on CCS 10 will be finished by April next year. The project of CCS buildings 6 and 7 will be completed by October 2026. On Tuesday, Khattar said that offices functioning from the four bhawans will shift to four new locations on Kasturba Gandhi Marg, Minto Road, and Netaji Palace temporarily for two years, while the construction is carried out. A few buildings are currently proposed to be retained. These include the National Museum, National Archives, Jawaharlal Nehru Bhawan (External Affairs Ministry), and Dr Ambedkar Auditorium, which are new buildings. Vanijya Bhawan will also be retained. Under the Central Vista redevelopment plan, the government has already constructed a new Parliament building and the Vice President Enclave, and redeveloped the Kartavya Path that spans from Vijay Chowk to India Gate. Besides the Common Central Secretariat, the government will also construct an Executive Enclave that will house a new Prime Minister's Office (PMO), Cabinet Secretariat, India House, and National Security Council Secretariat. Under the second phase of the Executive Enclave, a new prime minister's residence will be constructed. The plinth area of the Kartavya Bhavan-03 is 1.5 lakh square metres with a basement area of 40,000 square metres. Its parking lot can accommodate 600 cars. The HUA ministry said the Kartavya Bhavan-03 has a creche, a yoga room, a medical room, a cafe, a kitchen, and a multipurpose hall. It has 24 main conference rooms, each with a capacity to seat 45 people, 26 small conference rooms, each with a capacity to seat 25 people, 67 meeting rooms, and 27 lifts.
