Centre grants additional ₹432.19 crore for Samagra Shiksha scheme in AP
To help the School Education Department in the State implement initiatives effectively, the Centre has sanctioned an additional ₹432.19 crore for the 'Samagra Shiksha' scheme this year. According to a statement issued by the department, it said that ₹167.46 crore has been sanctioned for setting up Information and Communication Technology (ICT) labs, smart classrooms and science labs across schools. For upgradation of the DIET (District Institutes of Education and Training) colleges into Centres of Excellence, 96% i.e. ₹43.23 crore of the ₹45 crore has been sanctioned this year, with an assurance of further allocation of funds in phases for converting the remaining DIET colleges into Centres of Excellence. Under the Dharti Aaba Janjatiya Gram Utkarsh Abhiyan (DA-JGUA) scheme, a sum of ₹11 crore has been sanctioned for the construction of four hostels for tribal students in the State. This flagship programme of the Central Government aims at improving the social and economic conditions of tribal communities. The scheme will be implemented over five years from 2024–25 to 2028–29, focusing on holistic development of tribal-majority villages through better infrastructure, education, healthcare, and livelihood opportunities. Under the Pradhan Mantri Janjatiya Nyay Maha Abhiyan (PM JANMAN), funds to the tune of ₹210.5 crore has been sanctioned for the construction of 79 hostels across the state in two phases. Last year, only four hostels were sanctioned. This year, however, the Centre approved the highest-ever allocation for 79 hostels in Andhra Pradesh. Besides, 80 additional schools have been granted to Andhra Pradesh under the Pradhan Mantri Schools for Rising India (PM SHRI) scheme.

West Bengal Governor C V Ananda Bose led a conference on campus security, tribal student welfare. Campus security, tribal student welfare, and higher education reforms took centre-stage at the vice chancellors' conference chaired by West Bengal Governor and Chancellor C V Ananda Bose at Raj Bhavan, an official said on Wednesday. Several measures were proposed for fast-track implementation across universities in West Bengal, he said. One of the key decisions taken in the meeting held on Tuesday at the Raj Bhavan here was the introduction of AI-powered surveillance systems, including facial recognition technology, to monitor and record the movement of individuals on university campuses, he said. 'The move is aimed at strengthening campus security and addressing incidents of ragging," he said, adding that the implementation of these measures would be reviewed periodically to ensure accountability and results. The meeting also discussed the establishment of one school for the Scheduled Tribes in every university to assist and support tribal students academically and socially. In another welfare-oriented initiative, universities have been asked to introduce dedicated helpline numbers for migrant workers, with coordination mechanisms involving universities in other states to provide reciprocal support. 'The decisions were part of a larger push to modernise and streamline university functioning in line with national education reforms and growing social needs," the official said. Among the other key proposals agreed upon for implementation were improving accreditation and assessment systems in both universities and affiliated colleges, he said. Other proposals were launching a state-wide awareness campaign against youth drug addiction, conducting a comprehensive audit of manpower, including sanctioned, filled, and vacant posts, the bureaucrat said. It also recommended promoting digital transactions across university departments and administration, encouraging natural farming practices among women, especially in the three state agricultural universities, he stated. Besides, reviewing the rollout of the New Education Policy (NEP) 2020 and creating awareness about the three new criminal laws introduced by the Centre were also suggested at the meeting. 'Ensuring a transparent appointment process for university faculty and staffers and developing green campuses, promoting energy efficiency, and exploring the use of non-conventional energy sources were also stressed upon," he said. PIL in Supreme Court seeks SIT probe into Rahul Gandhi's 'vote theft' allegations
NEW DELHI: A Public Interest Litigation (PIL) has been filed in the Supreme Court by advocate and Congress member Rohit Pandey, seeking the constitution of a Special Investigation Team (SIT) headed by a former judge to probe the alleged large-scale manipulation of electoral rolls in Mahadevapura Assembly constituency in Bengaluru Central and other constituencies during the 2024 Lok Sabha elections. Speaking to TNIE, Pandey said his petition, which he described as 'very sensitive' and concerning 'voters, fake voters,' could come up for hearing in the apex court within a week. He moved the court citing allegations made by Leader of Opposition in the Lok Sabha and Congress leader Rahul Gandhi at a press conference on August 7. In his petition, a copy of which was accessed by TNIE, Pandey also sought directions that no further revision or finalisation of electoral rolls be undertaken until the Court's orders are complied with and an independent audit of the rolls is completed. "Frame and issue binding guidelines to the Election Commission of India to ensure transparency, accountability, and integrity in the preparation, maintenance, and publication of electoral rolls, including mechanisms for detection and prevention of duplicate or fictitious entries," Pandey stated in his petition. He further requested that the Supreme Court direct the Election Commission of India (ECI) to publish electoral rolls in accessible, machine-readable and OCR-compliant formats to enable meaningful verification, audit and public scrutiny. "What is at stake here is not the outcome of a single electoral contest, but the integrity and credibility of the electoral roll itself, the bedrock upon which the entire democratic process stands. When the electoral roll is corrupted by wrongful deletions and fraudulent insertions, the right to vote ceases to be equally accessible to all citizens, undermining the constitutional promise of universal adult suffrage," Pandey argued. The petition noted that the PIL was prompted by 'serious allegations of electoral roll manipulation' in Mahadevapura, which is part of the Bengaluru Central Lok Sabha constituency in Karnataka. The allegations made by Gandhi relate to the deletion of thousands of legitimate voters' names and the inclusion of fictitious or duplicate entries, allegedly with the involvement of political operatives and local officials. "The material disclosed in the press conference includes extracts from the electoral roll, showing identical names in multiple polling parts; and entries linked to non-existent or commercial addresses and other forms of manipulation. Independent citizen verification reportedly confirmed the bogus and duplicate entries," the plea said. Pointing to what it called severe lacunae in the functioning of the ECI, the plea contended that such large-scale tampering, if proven, would undermine the constitutional mandate of 'one person, one vote' under Articles 325 and 326, dilute the value of lawful votes, and violate the principles of equality and due process.
