Breaking Pakistan's export paralysis

Planning Minister Ahsan Iqbal rightly noted that Pakistan's economic stability depended on export-led growth – alongside tax reforms and foreign direct investment – yet such recognition alone won't be enough to yield tangible results.
Addressing the Federation of Pakistan Chambers of Commerce and Industry in Karachi, he urged the public and private sectors to rally behind the Uraan Pakistan programme's highly ambitious $100 billion export target, slated to be achieved over the next seven to eight years, while describing the present situation – exports stuck at roughly $32 billion – as nothing short of an 'export emergency'.
It goes without saying that for a country of Pakistan's population size and geostrategic location, continued drift in cycles of debt and dependence is no longer tenable. While the minister identified sectors ranging from agriculture and manufacturing to IT and mining, among others, as central to export growth, the real question is whether our economic managers can create the enabling environment for these and other sectors to compete globally.
In this context, it is essential to completely recalibrate Pakistan's export outlook, which still largely revolves around selling whatever surplus happens to be produced domestically. A country aspiring to break into the league of serious exporters must also start producing with the explicit objective of serving international markets.
This means not only upgrading the quality of processes and products to meet global standards, but also investing in research to understand shifting trends in foreign demand, consumer preferences and regulatory requirements. Without this, Pakistan risks continuing to push traditional, low-value exports into saturated markets rather than carving out new niches in higher-value segments.
Achieving international competitiveness will also require investments in branding, innovation, technology adoption and supply-chain reliability – all areas where regional economies like Vietnam and Thailand outstripped us long ago, turning themselves into export powerhouses while Pakistan remained trapped in a low-value, low-growth cycle.
We must also take a leaf out of China's playbook. Recent decades have seen China transform itself into the world's manufacturing hub by becoming internationally competitive over a range of aspects – cost, quality, scale, technology and reliability. Another key contributor to that success was a deliberate strategy of investing heavily in the industrial base of its coastal regions, which not only spurred industrial clustering but also brought down shipping and logistics costs, giving Chinese exports a decisive edge in global markets.
Pakistan, by contrast, has yet to pursue such targeted strategies to carve out competitive advantage. Our industries already operate under some of the highest cost structures in the region, with exorbitant energy tariffs crippling competitiveness. While reforming the energy sector is essential, another long-neglected step would be to develop an integrated industrial belt along our coastal regions.
Yet here we face formidable obstacles. In Karachi, for instance, pervasive land grabs have distorted the market for industrial plots. Land that ought to be made available for industry at fair market value, passes through secondary sales at inflated prices, generating windfall profits for middlemen while pushing up costs for industry.
Unless this predatory cycle is broken and land along the coast is systematically earmarked for industrial use, Pakistan will fail to unlock the advantages geography has granted it. Eking out every possible competitive edge – whether through logistics, energy pricing or land policy – is the only way Pakistan can begin to close the yawning gap with regional economies that left us behind a long time ago.
The global headwinds unleashed by the Trump Administration's protectionist policies has made it even more essential for Pakistan to start building an enabling environment to make its export base internationally competitive and truly world class. Without it, the $100 billion dream will remain little more than a slogan.

HONG KONG: Alongside a massive build-up in conventional military firepower, China has embarked on a rapid and sustained increase in the size and capability of its nuclear forces, according to the U.S. military and arms control experts. The commander of the U.S. Strategic Command, General Anthony Cotton, told Congress in March that the directive from Chinese leader Xi Jinping that China's military be ready to seize Taiwan by 2027 was driving a build-up of nuclear weapons that could be launched from land, air and sea. In its 2023 national defense policy, China renewed its longstanding pledge that it would not be the first to use nuclear weapons under any circumstances. The so-called 'no first use' policy also includes a promise that China will not use or threaten to use nuclear weapons against a non-nuclear armed state. In response to questions, the defence ministry in Beijing said 'a nuclear war cannot be won and must not be waged.' China, it said, adhered to a 'nuclear strategy of self-defense and pursues a no-first-use policy.' In its annual report on Chinese military power, the Pentagon said despite China's public stance, its strategy probably includes a possible first use in response to conventional attacks that threaten the viability of its nuclear forces, command and control or that approximates the effect of a nuclear strike. Beijing would also probably consider nuclear first use if a conventional military defeat in Taiwan 'gravely threatened' the Communist regime's survival, the Pentagon said in the report published late last year. China's defense ministry said it opposed 'any attempt to hype up the so-called 'Chinese nuclear threat' in an effort to smear and defame China and deliberately mislead the international community.' China is expanding and modernizing its weapons stockpile faster than any other nuclear-armed power and has accumulated about 600 warheads, according to the Bulletin of the Atomic Scientists, a Chicago-based non-profit. It said China is building about 350 new missile silos and several new bases for road mobile launchers. It estimated that China's military, the People's Liberation Army, had about 712 launchers for land-based missiles but not all were assigned for nuclear weapons. Of those launchers, 462 can be loaded with missiles 'that can reach the continental United States,' it said. Many of the PLA's launchers are for shorter range missiles intended to attack regional targets but most of those were not assigned for a nuclear strike, the Bulletin's assessment said. In its report, the Pentagon estimated that the PLA would have more than 1,000 operational nuclear warheads by 2030, as it seeks to build a bigger force ranging from low-yield precision strike missiles to intercontinental ballistic missiles with multi-megaton explosive impact.

India, China agree to resume direct flights

India and China agreed on Tuesday to resume direct flights and step up trade and investment flows as the neighbours rebuild ties damaged by a 2020 border clash. The Asian giants are cautiously strengthening ties against the backdrop of US President Donald Trump's unpredictable foreign policy, staging a series of high-level bilateral visits. The latest statements came at the end of Chinese Foreign Minister Wang Yi's two-day visit to New Delhi for the 24th round of talks with Indian National Security (NSA) Advisor Ajit Doval to resolve their decades old border dispute. The border talks covered issues related to pulling back troops both countries have amassed on their Himalayan border, delimitation of borders and boundary affairs, the Indian foreign ministry said, without elaborating. The talks appeared to have made no major breakthrough on those issues and Beijing said both countries agreed to meet again in China in 2026. But it also said the two countries would resume direct flights and boost trade and investment, along with smooth facilitation of visas. Direct flights have been suspended since the COVID-19 pandemic in 2020. No date was given for their resumption. "Stable, predictable, constructive ties between India and China will contribute significantly to regional as well as global peace and prosperity," Prime Minister Narendra Modi posted on X after meeting Wang. Modi is scheduled to travel to China at the end of this month to take part in the summit of the Shanghai Cooperation Organisation — his first visit to the country in more than seven years. Tibet dam A readout from the Chinese foreign ministry said Wang told Doval that "the stable and healthy development of China-India relations is in the fundamental interests of the two countries' people". The two sides "should enhance mutual trust through dialogues and expand cooperation," Wang said, and should aim for consensus in areas such as border control and demarcation negotiations. India said Foreign Minister Subrahmanyam Jaishankar had underlined in his talks with Wang India's concerns with regard to the mega dam China is building on the Yarlung Zangbo river in Tibet. Yarlung Zangbo becomes the Brahmaputra as it flows into India and Bangladesh, a lifeline for millions. The dam would have implications for lower riparian states and the need for "utmost transparency" was strongly underlined, New Delhi said. Chinese officials say hydropower projects in Tibet will not have a major impact on the environment or on downstream water supplies, but India and Bangladesh have nevertheless raised concerns. Earlier on Tuesday, an Indian source said Wang had assured Jaishankar that Beijing was addressing three key Indian concerns — the need for fertilisers, rare earths and tunnel boring machines. The Indian foreign and mines ministries and China's commerce ministry did not immediately respond to requests for comment.

Kabul hosts Pakistan, China FMs for dialogue

Foreign ministers from Afghanistan, China and Pakistan will meet in Kabul on Wednesday as part of a trilateral mechanism aimed at discussing issues related to strengthening political, economic and regional cooperation among the three countries. Chinese Foreign Minister Wang Yi, who is currently on a visit to New Delhi, will travel to Kabul for the first formal trilateral meeting in two years. Foreign Minister Ishaq Dar will represent Pakistan at the meeting to be hosted by Afghan Foreign Minister Amir Khan Muttaqi. This will be the first visit by the Chinese foreign minister to Afghanistan since the Taliban regained power four years ago while the third by Dar to the Afghan capital since April. At an informal trilateral meeting, held in Beijing in May, Pakistan and Afghanistan agreed to upgrade their diplomatic relationship at the ambassadors' level. The deal was brokered by China, which wanted to seek rapprochement between Pakistan and Afghanistan. Among other issues, the security situation, particularly the presence of terrorist outfits inside Afghanistan, would be one of the major topics of discussions. Pakistan has remained concerned that the banned Tehreek-e-Taliban Pakistan (TTP) and other groups are still operating from Afghan soil. China, too, is worried but wants to remain engaged with Kabul to address those issues. According to Afghanistan's Deputy Foreign Ministry Spokesman Hafiz Zia Ahmad Takal, the conference will include detailed discussions on various aspects such as strengthening political ties, creating new opportunities for economic cooperation, and taking joint measures on regional security. It is expected that the conference will propose practical steps that will not only make trilateral cooperation more effective but also contribute towards overall development and stability of the region. Sources say that during his visit to Kabul, Chinese Foreign Minister Wang Yi will also hold separate meetings with several senior leaders of the Taliban government. Foreign Minister Ishaq Dar will hold talks with Afghan officials on various aspects of bilateral cooperation and present Pakistan's policy for strengthening trilateral engagement. For Afghanistan, this conference is being seen as a major diplomatic success, as it provides the country an opportunity to remain engaged with key regional players. Meanwhile, the Foreign Office on Tuesday confirmed that on the invitation of Deputy Prime Minister and Foreign Minister Ishaq Dar, Foreign Minister Wang Yi is visiting Islamabad for co-chairing the 6th Pakistan-China Foreign Ministers' Strategic Dialogue on August 21. "The visit is part of the regular high-level exchanges between Pakistan and China to further deepen their "All-Weather Strategic Cooperative Partnership", reaffirm support on the issues of respective core interests, enhance economic and trade cooperation, and reaffirm their joint commitment to regional peace, development and stability, read the statement. His visit comes ahead of Prime Minister Shehbaz Sharif's trip to China later this month. The prime minister will attend the Shanghai Cooperation Organization (SCO) summit and hold bilateral meetings with Chinese leadership including President Xi Jingping. This will be Shehbaz's first visit to China since the Pakistan-India four-day war. During the visit of the Chinese foreign minister, both sides will finalise the agenda of the prime minister's upcoming trip to China.
