'Have been swamped since helpline went live, got multiple calls': After mass detention outside Bengal, demand for Police Clearance Certificate (PCC) soars

Time of India4 days ago
KOLKATA: Bengal Police has been flooded with online Police Clearance Certificate (PCC) applications following reports of mass detention of Bengali-speaking migrants in Odisha, Chhattisgarh, Rajasthan, Maharashtra, Haryana, Delhi and UP.
With cops in these states refusing to accept
Aadhaar
, EPIC and in some cases even birth certificates as valid citizenship proof, PCCs issued by Bengal Police have come to the rescue of workers herded into detention camps on suspicion of being Bangladeshis.
More than 1,000 Bengali migrants — close to 700 in just Odisha and Haryana — have now been freed after their PCCs reached the respective state police force over the past few days.
Only 20-odd individuals are still in detention, an officer said.

According to cops, PCC pendency figures used to average around 14,000-15,000 in six districts with the highest outbound migration — Malda, Murshidabad, South and North Dinajpur, Nadia and Birbhum. Now the figure has doubled. 'People, mostly poor migrants who want to work in other states, are all applying for PCCs,' an officer said.
Earlier, PCCs were issued by the state Intelligence Branch (IB) but now local police stations have stepped in to fast-track physical verifications.

On Friday, Bengal police announced a WhatsApp number — 9147727666 — urging residents facing police harassment in other states to drop a message with all necessary information.
'We have been swamped with calls since Friday night. While we said only text messages will be entertained, we received multiple calls. We had to put extra men on duty. Only a couple were about detention, the rest were queries on documents required to avoid detention and ways to contact the Bengal administration in emergency.
As an SOP, we have asked all police districts to complete PCC queries from people in other states within 48-72 hours. All communication should be from official mails of district SPs' office, police stations and DMs' office. Even a single slip can affect our credibility,' said a senior state official.
PCCs, which are mostly required for pre-job screenings and immigration, allows cops to verify if a person has criminal antecedent and whether the place of residence cited is genuine.
During the mass detention of 444 Bengali-speaking workers in Odisha, Bengal cops had pulled all stops to physically verify addresses and backgrounds of all of them and send detailed reports to Odisha police to secure their release. The same was done to get 250 people freed in Haryana.
Bengal Migrant Welfare Board chairperson and Rajya Sabha MP Samirul Islam said, 'We live in a country where EPIC, Aadhar, birth certificates, even land deeds hold no value. The work to release all detainees has not been completed, especially those illegally pushed into Bangladesh. How can the poor fight extra-legal measures?' The migrant welfare board is also in the process of issuing identity cards, setting up emergency helplines, to help workers outside Bengal.

Kuwait cuts traffic violations by 95% using smart cameras and mobile radars: Here's how

Kuwait has rolled out battery-powered mobile radar units on key highways, leading to dramatic drops in speeding, red-light, and distracted driving violations/Representative Image TL;DR: Kuwait has deployed mobile radar speed cameras across major roads, significantly reducing speeding and red-light violations. In the first quarter of 2025, speeding dropped 43% and red-light offences fell 55%, ahead of tougher traffic laws effective April 22. After the law took effect, traffic violations plummeted up to 95%, mobile-phone and seatbelt violations declined, and fatalities declined sharply. Beginning April 2025, Kuwait's Ministry of Interior deployed new battery-powered 'Rasid' mobile radar units, capable of speed and red-light detection across major roads. These portable devices strengthen road safety efforts by allowing enforcement flexibility in high-risk areas. These Rasid mobile cameras are easy to deploy at unpredictable locations, offering a tactical advantage over fixed systems. As a result, violation rates dropped significantly even before tougher penalties took effect on April 22, 2025. According to major-general Yousef Al‑Khaddah, speeding violations fell by 43%, while red-light offences dropped 55% in early 2025 compared to Q1 2024. The new traffic law also introduced harsher fines, jail sentences, and tougher enforcement for reckless behaviours. Enforcement Results & Policy Impacts After April 22, Kuwait's Decree-Law No. 5/2025 introduced stronger penalties for traffic violations, including: Red-light and reckless driving: fines up to KD 150 (~US$490), with possible three-year prison terms (repeat offenders). Speeding: Light exceedance: KD 70 Higher breaches: up to KD 150 Mobile phone use while driving: KD 75 (~US$245) Seatbelt violation: KD 30 (~US$98) Automated cameras showed violations plunged by 95% in April, and monthly offences registered just 28,464 in May 2025, down sharply from 168,208 in May 2024 as per WHO. Key infractions like phone use and seatbelt neglect, fell by up to 75%, and traffic fatalities dropped by 55%. by Taboola by Taboola Sponsored Links Sponsored Links Promoted Links Promoted Links You May Like Libas Purple Days Sale Libas Undo How the System Works Rasid Mobile Radar Units Battery-powered and easily deployable at variable locations, Rasid units enhance unpredictability in enforcement. Midtown Manhattan shooting: Fundraisers for Didarul Islam's family cross $250k; NYPD mourns father-of-two killed on duty

More than $250,000 has been raised through two separate fundraisers to support the family of NYPD officer Didarul Islam, who was fatally shot during a mass shooting in Midtown Manhattan earlier this week. One fundraiser, set up on for the 36-year-old father of two, had collected $195,561 by 8:30 pm on Wednesday. It aims to reach a goal of $500,000. 'Didarul Islam was more than a police officer — he was a devoted father to two young boys, a beloved son, a caring husband, and a big brother not only to his sisters but to countless cousins, both here and in Bangladesh,' the organisers wrote. 'We lost not just a brother, but a piece of our hearts.' A second campaign, created by Tom Grech of the Queens Chamber of Commerce on GoFundMe, had raised $56,641 by the same time. All proceeds will go to Islam's family, New York Post reported. Islam's wife is due to give birth to the couple's third child next month. He was on duty providing security at 345 Park Ave at around 6:30 pm on Monday when Shane Tamura, a disgruntled Las Vegas security guard harbouring a grudge against the NFL, entered the skyscraper with an AR-15-style assault rifle. by Taboola by Taboola Sponsored Links Sponsored Links Promoted Links Promoted Links You May Like Featuring Brigade Ebony™ at Brigade Showcase 2025 | Aug 8–10, Sheraton Grand, Brigade Gateway Brigade Group Learn More Undo Tamura fatally shot Islam, fellow security guard Aland Etienne, and Blackstone executive Wesley LePatner in the building's lobby before taking an elevator to the 33rd floor. There, he killed Julia Hyman, an associate at Rudin Management, who was laid to rest at a funeral on Wednesday, before turning the gun on himself. According to Police Commissioner Jessica Tisch, who was a friend of LePatner's, Tamura blamed the NFL for a brain injury he claimed to have suffered while playing high school football. However, he ended up in the wrong elevator bank and never reached the NFL offices located in the building. 'PO Didarul Islam was a hero from the moment he put on our uniform,' NYPD Police Benevolent Association President Patrick Hendry said this week. 'When pure evil showed up on his post last night, he stood between that evil and innocent people,' Hendry added. 'Police officers are mourning him as a friend and co-worker, but we ask all New Yorkers to honor him as the hero he was.'
