Ahead of assembly polls, Nitish Kumar announces domicile policy for teachers' recruitment in Bihar

In yet another populist move in the run-up to the Bihar Assembly elections , Chief Minister Nitish Kumar on Monday announced a 'domicile policy' in recruitment of government teachers.The CM, however, did not specify what percentage of recruitments was to be reserved for those born and raised in the state."The Education Department has been directed to make necessary amendments to the relevant rules to give priority to the residents (domicile) of Bihar in the recruitment of teachers," Kumar said in a post on X.The NDA government in Bihar recently announced a slew of populist schemes, including 125 units of free electricity per month, hike in honorarium for several categories of support staff in government schools, increase in incentives for ASHA workers, reserving for "residents of the state" the 35 per cent quota for women, rise in social security pension and establishment of separate commissions for youths and sanitation workers.In the X post, Kumar said, "Since the formation of the government in November 2005, we have been continuously working to improve the education system. A large number of teachers have been appointed to strengthen the education system," he said.This will be implemented from the Teachers Recruitment Exam (TRE)-4, which will be conducted this year, while TRE-5 will be held in 2026, the chief minister said.Instructions have also been given to conduct Secondary Teachers Eligibility Test (STET) before the organisation of TRE-5, he said.Recently, amid growing clamour for a 'domicile policy' in Bihar, the Bihar Cabinet ordered that a quota of 35 per cent for women in government jobs will be restricted to only 'permanent residents' of the state.In 2016, the state government introduced 35 per cent reservation for women in government jobs in the state at all levels.Notably, the state has been witnessing attempts at public mobilisation on the issue of domicile, ahead of assembly elections. Leader of Opposition Tejashwi Yadav has promised '100 per cent domicile' if the RJD comes to power.Union minister Chirag Paswan also came out in support of the demand for domicile a couple of days ago, but called into question the RJD's commitment to the issue.A large number of job aspirants staged a protest in Patna on August 1, demanding the implementation of a domicile policy in government jobs and had blocked movement of traffic. Geneva meet: Talks on Global Plastics Treaty resume today
STARTING TUESDAY, over 190 countries will get into a huddle in Geneva, Switzerland, to break an impasse and reach an agreement over the next fortnight on the first-ever Global Plastics Treaty that will create a legally binding framework to end plastic pollution, including in the marine environment. This will be the second installment of the fifth meeting of the Intergovernmental Negotiating Committee (INC-5) of the UN. Countries will push to address plastic pollution right from the production stage, which uses polluting oil and gas, to the challenges of plastic waste disposal and recycling. Negotiators will pick up from the previous meeting in Busan, South Korea, last December, where talks had collapsed over critical and unresolved issues. These issues and disagreements were over the draft treaty's provisions on putting a cap on production of polymers, elimination of harmful chemicals from plastic production and phasing out of harmful plastic products. As per the Centre for International Environmental Law, a US-based non-profit, the current draft text issued during Busan contains 370 brackets, which indicate areas of no agreement between countries. It was in 2022 in Nairobi that a resolution was adopted at the United Nations Environment Assembly to develop global rules to end plastic pollution. If successfully adopted, the treaty would be the most consequential one on environmental issues since the 2015 Paris climate agreement. The exponential growth in plastic production is one of the key drivers of plastic pollution. Globally, annual production has doubled, soaring from 234 million tonnes in 2000 to 460 million tonnes in 2019, while plastic waste has more than doubled from 156 Mt in 2000 to 353 Mt in 2019, as per a report of the Organisation for Economic Co-operation and Development. Production is likely to triple in a business-as-usual scenario by 2060, as per the UN EP. The talks on the global treaty will resume in the backdrop of a new Lancet report which said that 'plastics cause disease and death from infancy to old age and are responsible for health-related economic losses exceeding $1.5 trillion annually'. Civil society and environmental campaigners have termed the negotiations a once-in-a-lifetime opportunity to end plastic pollution and have called on countries to ensure significant cuts in plastic production. Amid deadlock, PM to address NDA parliamentary party meeting today
. NEW DELHI: Amid the ongoing logjam in Parliament, PM Narendra Modi will address the BJP-led NDA parliamentary party meeting on Tuesday, a get-together of the alliance's MPs that is being held after a considerable gap, and the first during the current session of Parliament. The NDA meeting also holds significance as filing of nomination papers for the election to the vice-president of India's post begins from Aug 7. The BJP-led bloc will have to announce its candidate - whose election to the post will be a certainty due to the alliance's majority in the electoral college - by Aug 21, the last date of nomination-filing and the monsoon session of Parliament. The electoral college for the vice-president poll includes MPs of Lok Sabha and Rajya Sabha, and its current strength is 782. Cong MLA to join AGP before '26 polls
1 2 Silchar: In a significant development ahead of the 2026 assembly elections, Congress MLA from Karimganj South and former minister Siddeque Ahmed has announced his decision to join the Asom Gana Parishad (AGP), a member of BJP-led National Democratic Alliance (NDA). Ahmed said he held discussions with senior AGP leaders, including party president Atul Bora. "I have talked to the AGP leadership and finalised my decision to join the party. The Congress has no future in Assam under the current leadership," Ahmed added. Congress had suspended its Ahmed from the primary membership of the party in Apr, 2022 after he deliberately disobeyed the three-line whip issued by the party for the Rajya Sabha poll. A four-time MLA (one each from Samata Party and as Independent and two times as Congress) from the minority-dominated constituency, Ahmed has been a prominent face of Congress in the Barak Valley. He had earlier served as a cabinet minister in the Tarun Gogoi-led govt. Since his suspension from the party, Ahmed publicly criticised the functioning of the Congress in the state, but had not formally indicated any plans of switching allegiance — until now. Taking a swipe at Assam Congress president Gaurav Gogoi, Ahmed said, "Congress under Gaurav Gogoi can't win the next Assembly elections. The party's performance in the last panchayat polls was a disaster. People have lost faith in the party." He added that several of his supporters and grassroots workers from Sribhumi district would also join the AGP in the coming days. "The AGP still commands respect among the people of Assam. My supporters and I will strengthen the NDA to ensure stability and development in the state," he the AGP leadership has not officially confirmed the date of Ahmed's induction, party insiders indicated that a formal joining ceremony may take place in Guwahati later this month. Ahmed's defection is being seen as a blow to the Congress in Barak Valley, a region where the party has traditionally held influence. With this move, the AGP also hopes to expand its footprint in the Bengali-speaking areas of southern Assam.
