
CID takes over probe into Biklu's murder
The case, which has triggered allegations of political involvement and police lapses, was transferred to the CID on the orders of director general of police (DGP) MA Saleem, officials said.
Shiva, alleged to be a criminal, was killed on July 15 near his home on Meanee Avenue Road in east Bengaluru's Bharathinagar. He was hacked to death by eight assailants armed with sharp weapons, who arrived in a Scorpio SUV and a two-wheeler. Days after the killing, five people surrendered to the police, and 11 others have since been arrested, taking the total number of accused to 16.
'The CID's Homicide and Burglary Wing will now investigate the case. Deputy superintendent of police Umesh is leading the CID team, and formal transfer of case files from the local police took place on Sunday,' said an officer in the know. The officer added that the decision to hand over the case to CID was influenced by the alleged involvement of influential individuals and growing concerns over police impartiality.
The main accused, Jagadish alias Jagga, an alleged repeat offender, remains absconding. CCTV footage from a hotel in Ramamurthy Nagar captured him with co-accused hours before the murder. He was later seen leaving his residence in Hennur around 8.15 pm, just 15 minutes after the fatal attack.
According to investigators, Jagga might have fled the country, prompting a lookout notice. Despite multiple criminal cases against him in Indiranagar, JB Nagar, JP Nagar, and KR Puram, Jagga had recently been removed from the rowdy-sheeter list.
Among those arrested are Kiran, Pradeep, Vimal Raj, Madan, Samuel, Arun, Naveen, Murugesh, Narasimha, Sudarshan, Avinash, Shivu, Prasad, Manoj, Patrick, and another person named Kiran.
According to an officer, rowdy sheets have been opened against nine of them by Bharathi Nagar police. Hanumanthu, personal assistant to MLA Byrathi Basavaraj, has been served a notice and named as the fifth accused. Police say he was in contact with several of the accused on the night of the murder.
Shivakumar's mother, who filed the initial complaint, alleged that her son was murdered over a property dispute and directly named MLA Basavaraj as the person who instigated the attack. She claimed her son had obtained a general power of attorney (GPA) in 2023, after which he began receiving threats. The MLA has denied all charges and stated that he is cooperating fully with the investigation.
Basavaraj has been questioned twice. Allegations have also surfaced suggesting some of the accused maintained contact with police officials before and after the murder. There are claims of preferential treatment, brutality, and lapses in the initial stages of the investigation, which the police have denied.
Before the CID took over, KG Halli assistant commissioner of police Prakash Rathod was named as the investigation officer. However, the state police headquarters later decided to shift the probe to CID.

FIR against 40 ‘mule' accounts registered
Ranchi: In a bid to curb cybercrimes, the Criminal Investigation Department (CID) on Tuesday lodged a case under various sections of the BNSS and the IT Act against 40 mule accounts, which are being used for illegal transaction of money across Jharkhand. The accounts are in various banks including UCO Bank, IndusInd Bank, HDFC and Punjab National particularly from abroad are hiring the mule accounts of local people for transferring defrauded money. Information about these accounts were received from the Samanvaya portal of Indian Cybercrime Coordination Centre, a unit of the Union ministry of home affairs. DGP Anurag Gupta said, "The case has been registered regarding mule accounts having illegal transaction worth Rs 10,000 lakh and above. Investigation would be started to ascertain the persons holding the accounts for taking further action. With the registration of the case, police would be better placed to secure details of the account holders from the banks." Police stated that it would act against the persons who gave their accounts on basis of commission from the defrauded amounts.

Telangana CID arrests cooperative society chairman, his son for duping 2,000 investors of Rs 140 crore
Hyderabad: The Crime Investigation Department (CID) on Tuesday arrested the chairman of a multi-state cooperative society limited and his son for allegedly duping more than 2,000 investors and employees of about Rs 140 crore. The arrested accused have been identified as Thippeneni Ramadasappa Naidu, 61, chairman of Mudra Agriculture Skill Development multi-state cooperative society ltd and his son, 43-year-old Thippeneni Sai Kiran. CID officials arrested Naidu from Amaravati in AP, while his son and society member, Sai Kiran, was arrested from Hyderabad. Both were produced before a court and remanded to judicial custody on Tuesday. According to CID, Naidu floated the cooperative society in 2017 and marketed it as a govt-backed entity on the lines of the Centre's Pradhan Mantri Mudra Yojana. He also gave advertisements for the recruitment of 2,000 govt marketing supervisor jobs and high-interest investment bonds that would convert into shares of a proposed co-operative bank. The money collected through a fraudulent scheme was parked in industrial plots purchased through APIIC in Anantapur district of AP. From 2020 onwards, victims started lodging police complaints against the accused and till 2022, 10 cheating cases were booked against the accused at Nallakunta, Kacheguda, Gambhiraopet, Ramayampet, Dubbaka, Vemulawada, Achampet, and Atmakur. All the cases are currently under investigation by the CID, Telangana. CID is analysing the fund trail to identify additional conspirators and assets.

Chairman of Mudra Co-operative Society arrested for ₹140-crore fraud
The Telangana CID has arrested Thippeneni Ramadasappa Naidu, Chairman of the Mudra Agriculture Skill Development Multi-State Co-operative Society Limited, for cheating over 2,000 farmers and unemployed youth to the tune of ₹140 crore under the guise of a government-linked scheme. Ramadasappa Naidu, 61, was picked up from Amaravati, Andhra Pradesh on Tuesday. He is accused of orchestrating an elaborate fraud by mimicking the Pradhan Mantri Mudra Yojana, a Central Government initiative, to mislead people. His son and society member, Thippeneni Sai Kiran, 43, was also arrested in Hyderabad. Both were produced before a magistrate for judicial remand. According to CID officials, the accused projected the society as a government-approved entity and lured people with promises of job placements and high returns on deposits. He claimed the society would be converted into a full-fledged bank within two years and that its members would be made permanent government employees. Based on these false assurances, thousands of daily wage earners, farmers and small shopkeepers were persuaded to deposit their savings. The investigation revealed that Ramadasappa Naidu had posted advertisements in regional newspapers offering 2,000 'government marketing supervisor' positions. Applicants were made to submit their original certificates and pay amounts under the pretext of 'share capital' and 'investment bonds'. Employees were given aggressive deposit-collection targets, and when they failed to meet them, the shortfall was deducted from their salaries. The fraud was not limited to financial manipulation. Resigned employees were denied the return of their documents and investments, and those who protested were allegedly threatened with defamatory coverage in a local newspaper. In some cases, the accused took signatures on blank papers and withheld salaries. A large portion of the funds collected was reportedly diverted to M/s APIIC Limited for acquiring industrial plots in Andhra Pradesh. Investigation revealed that the society opened 330 branches and recruited around 1,600 employees. Based on complaints by victims, a total of 10 cases have been registered across Telangana, which are being handled by the CID. The agency has issued a public advisory urging citizens not to fall for unauthorised financial schemes that promise unusually high returns and to verify whether such entities are registered with the Reserve Bank of India. Further investigations are under way to trace the flow of funds and identify accused.
