told ET, adding hybrid vehicles will not be 'penalised' as they are more fuel efficient and emit lesser emissions than conventional petrol and diesel cars.
'Vehicles which are polluting don't New's to be supported. Less polluting vehicles (like hybrids) are welcome, they should not be penalised. But when it comes to the incentive, using taxpayers money to push forward (clean mobility), that should be going to vehicles which do not create pollution, so that is what electric vehicles are', Sinha said in an interview Thursday.
Sinha said the government's targets to attain net zero emission are 'very aspirational'. Programmes are underway to not only encourage customer adoption of electric vehicles but also to build the country as manufacturing hub for clean vehicles.
'As far as dependence (on China) for lithium/critical materials is concerned, we are working on how alternate chemistry can evolve. Today, 16 out of 23 IITs are working on sustainable mobility, alternate chemistries, battery management systems, on the entire stream of telematics/ electronics. Our aspiration is not only to be an

user, but an EV manufacturing hub', he informed.
Sinha said if India wants to become a manufacturing hub for electric vehicles, it has to stay you ahead on the curve of innovation. He said, 'In addition to that, you must have control over supply chain, which is critical. You can't be always dependent on others. So you have to gradually learn the tricks of the entire manufacturing. And we should be able to do it this.'

He cited the example of Norway, which decided to switch to electric in 1995. For an economy whose growth came in from gasoline, majority of their current new car sales today comes from electric, Sinha said. The Indian government too has been putting in place supportive policies to support the shift to clean vehicles in India.
Sinha said, 'As far as GST rationalization is concerned in support of electric vehicles, six to eight times we have been able to reduce it (levies), not only for the vehicle, but also multiple components. Similarly, to sort out the financing issue, the year before last, in the budget, the dense charging infrastructure was brought in the list of harmonized infrastructure.' This has resulted in capital that is being ring-fenced by banks for investments in charging networks.
The government has also launched the Rs 25,938 crore Production Linked Incentive (PLI) Scheme for auto and parts makers to address costs disabilities in manufacturing locally advanced auto parts, he said. This, along with the Rs 10,900 crore PM e-Drive, will help support customer demand across categories of electric vehicles. Going ahead, he said while certain segments of the automotive industry 'can definitely do without state support, but to think that there should be no support, that is a wrong proposition'.
'Support is needed, but we have to channelize it. Those are the things that would come once we are able to wrap up that entire scheme. We have to analyse how we did, where, how we should go forward, etc', he said.

While I can't confirm anything at the moment, yes, Goa is the frontrunner to host the World Cup,' Mahesh Candolkar, president of the Goa Chess Association, told this newspaper. The Delhi Chess Association, however, claims to have no information about this change. 'Normally, the All India Chess Federation (AICF) doesn't organise events directly but through state associations. The Delhi Chess Association hasn't been informed about any such development (relocation of the tournament),' said Bharat Singh Chauhan, former AICF secretary and current Delhi Chess Association president. When asked about standard notification timelines regarding the potential relocation of the event, Chauhan added: 'For an international event of this scale, state associations are typically informed six to seven months in advance (if it is to be relocated). We haven't received any communication.' The AICF did not respond to queries regarding the potential change of venue. An email accessed by The Indian Express reveals that the Sports Authority of India (SAI) has also sanctioned Rs. 2.5 Crore to AICF on May 8th 2025, for the purpose of 'hosting of FIDE World Cup to be held in Delhi from 30th Oct to 27th November 2025'. While the exact reasons for the venue change remain unclear, sources close to the chess governing body suggest internal conflicts may be responsible, with potential government intervention to dissolve the current administration and call for fresh elections. Earlier, the AICF General Body, following the National Sports Code, unanimously elected the new set of office bearers for the 2024-27 term in New Delhi in March 2024. The state government has launched a campaign across all 75 districts as part of which special teams of officials will visit universities, engineering colleges and other higher education institutions to identify students in their final year, as well as those who remain unemployed despite completing their studies. Once identified, eligible youth will be offered interest-free, collateral-free loans of up to Rs 5 lakh to help them start their own ventures and become job creators. The campaign is being run under Mukhyamantri Yuva Udyami Vikas Abhiyan (CM-YUVA). According to Sarveshwar Shukla, Joint Commissioner of Industries and nodal officer of the scheme, the primary goal of the Yogi Adityanath-led government is to empower every eligible, educated and progressive-thinking youth by helping them launch their businesses. The vision is to transition youth from 'seeking jobs' to 'creating jobs.' Along with financial support, technical guidance will also be provided to ensure the success of these entrepreneurial initiatives. To ensure effective implementation, specialised training is being provided to officials. A two-day capacity-building workshop was recently organised in Lucknow, focusing on improving the rollout of the scheme and enhancing the functionality of the CM Yuva Portal. These trained officials will soon begin visiting campuses to implement the scheme at the grassroots level. According to the government, more than 2.5 lakh youths have applied for loans under the initiative. Of these, more than 1.10 lakh applications have been forwarded to banks, and loans have been sanctioned to over 53,000 applicants, with 40,000 already receiving funds.
