First team head coach Forster is to assume overall coaching responsibility for the player development pathways at the Colwyn Bay-based club, assisted by head of rugby Darren Morson.
At the heart of the mission is the provision of a player pathway to the first-team alongside the establishment of a competitive women's team.
Speaking about his additional responsibilities, Forster told CruCast: 'I'm just going to lead-up the programmes for the reserves, the under-18s trials, development squads and the women's team.
'So, obviously, there's a lot to do, but it's mainly me putting plans in place for them to succeed.
'So, the reserves need to be more stream-lined, it needs to be more in line with the first team. It needs to be more accessible for those players that are wanting to step up and, obviously, I've got to give them the platform to do that.
'So, we've got a good base right now, but there's a lot of work to do in terms of, obviously, pitches, participation numbers, fixtures.
'It just needs to be a bit more of a consistent programme. So, I'm going to get a reserves' head coach in.
'I'll ultimately get a women's head coach in eventually. That will be more looking towards, obviously, trying to get a women's team set up for next season and I think we've got about 40 applicants for an 18s' development squad, who will be trialling in the next month.
'So, probably bring a couple of additional development coaches in for that as well. So, it's more me overseeing things, putting structures and programmes in place for, obviously, then coaches to succeed and then once we're set up, that's the hard work done.
'But, obviously, just managing and overseeing things and making sure from the first team filtered right down to the 18s and the women's side, that we're all on the same programme. We're all doing the same thing as, obviously, North Wales Crusaders.'
Following on from last week's 20-6 success over Dewsbury - when Pat Ah Van, Lloyd Roby, Olly Davies and Sam Wilde shared the tries - North Wales will sit out Sunday's action.
Swinton will move to within two points of the front-runners if they triumph at Dewsbury.
Goole and Whitehaven entertain Keighley and Workington respectively, while Rochdale visit Newcastle.

The seven-time Formula 1 champion spent 12 years with the Brackley-based team, earning hundreds of millions of pounds during that spell. ‌ Antonelli's contractual situation remains far less secure than his predecessor's, who has committed to a multi-year agreement with Ferrari after switching from Mercedes during the winter break. But the 18-year-old currently only has a deal with the Silver Arrows until the end of the current season. ‌ The Italian youngster has already claimed his first F1 podium finish, though he has also committed some expensive mistakes – which is to be expected from a newcomer to the sport who has been fast-tracked in the way Antonelli has. ‌ Team principal Wolff has faith in Antonelli's abilities, demonstrated clearly by the decision to elevate him to a Mercedes racing seat following just half-a-season in Formula 2. And he conceded before the start of this season that the teenager would still be raw. Nevertheless, with the possibility of securing Max Verstappen's signature for 2026, the Austrian has chosen not to extend either of his current drivers' deals. Antonelli was questioned about his contract discussions before the Belgian Grand Prix. "That's the one-million dollar question," he began, before Sky Sports commentator David Croft interjected and jokingly asked whether that represented his Mercedes salary. Before the 18-year-old could continue his response, Hamilton, who was seated next to him during the press conference, intervened. I mean me and George are working well together, and we are trying to work together as a team to find performance again. I think we're doing a pretty good job, and there's a really good atmosphere in the team." "I'm sure the team knows what's the best for especially next year, and I'm pretty confident that I'm in a good position." Luckily for Antonelli, it seems Wolff has made up his mind. Before the race in Spa-Francorchamps, he told ORF: "So they are all up to date. The direction of travel is definitely that we want to continue with George and Kimi. "That is the absolute priority. But you can't look past someone like Max and the plans he has for the future. We did that, but I don't think there will be any big surprises."

On the back of both Sky Sports and NBC and Peacock in the US revealing the event in Northern Ireland had delivered huge TV audiences, the St Andrews-based organisation has announced that it was a huge success as well from both an attendance and a digital perspective. The club has produced a unique kit for this season to mark the 50th anniversary of winning the Highland League title for the only time and as part of the celebrations, every P3 pupil across Nairnshire is to be given a top. Pupils going into primary three in August from Millbank, Rosebank, Auldearn, Cawdor, Ardersier and Croy primary schools will become the proud owners of the jersey which recalls the club's finest hour since its formation in 1909 with the names of the victorious squad included on the front. The initiative is rooted in the message of the club's 'Past, Present and Future' shirt campaign, honouring the iconic 1975/76 title-winning squad, being proud of today's squad, and looking forward to the next generation of County players and supporters. The delivery of the project has been made possible by the generous support of club partner, Edinburgh-based solicitors and estate agents Ralph Sayer, whose owner Ivan Ralph is a life-long Wee County fan having grown up in the town before leaving for university. Having seen his boyhood heroes lift the title as a youngster, Ivan was delighted to help bring the idea to fruition. 'County have always retained a special place in my heart and I am delighted to help with this initiative as the club marks the 50th anniversary of becoming Highland League champions,' said Ivan. 'I was actually in Primary 3 myself when I went with my dad to see Nairn win the title in a play-off against Fraserburgh and remember the occasion well. I went on to be a ball boy at Station Park and that coincided with the likes of Bryan Gunn, Eric Black and John McGinley, who all went on to become big-name players, being at Station Park. 'It's a great way to help encourage the next generation of supporters of Nairn County and we're all looking forward to seeing the kids come along to the matches this season proudly wearing the special tops.' Explaining the inspiration behind the giveaway, chairman Kevin Reid said: 'We wanted to do something truly meaningful to celebrate this milestone. We wanted something that brings the community into the heart of the club's history. Research shows that around Primary Three age is when many children start to form lifelong loyalties in football. 'We don't expect Nairn County to be every child's first team, but we'd love to be their second. More than that, we want them to feel part of their local club and to become regular faces at Station Park for years to come.'
