Cabinet clears DA hike, eases transfer norms for govt staff

Bhopal: The state cabinet, chaired by CM Mohan Yadav, on Monday announced a relaxation in transfer rules, and approved a hike in dearness allowance (DA) for govt employees.
Briefing reporters after the meeting, urban administration minister Kailash Vijayvargiya said DA for employees drawing salaries under the Seventh Pay Commission scale will rise by 3% from July 1, 2024, and by a further 2% from Jan 1, taking the total to 55%. This brings Madhya Pradesh in line with the DA rates of central government employees.
The move will add an estimated burden of Rs 3,500 crore to the state exchequer, including arrears. The finance dept has also been authorised to revise DA for employees under the Sixth, Fifth, and Fourth Pay Commissions, including those on deputation from boards and corporations.
In another key decision, the cabinet approved the Transfer Policy for 2025, allowing movement of officials at state and district levels during a window from May 1 to May 30.

A state govt release said, "The policy outlines that, within each post or cadre, both administrative and voluntary transfers—whether during the ban period or the relaxation window—can be carried out up to a specified percentage annually. Transfers may be made for up to 20% of positions in cadres with up to 200 posts, 15% for cadres with 201 to 1000 posts, 10% for those with 1001 to 2000 posts, and 5% for cadres with more than 2001 posts. All transfers will be processed through the e-office system. Additionally, departments are permitted to formulate their own internal transfer policies in alignment with these guidelines."
Besides, the cabinet approved the establishment of a 2000 MW solar park along with a 1000 MW composite energy storage project in the state. This initiative aims to supply electricity on a complimentary basis to both Madhya Pradesh and Uttar Pradesh, as the peak demand periods of the two states occur at different times of the year.
"Under this arrangement, the project will provide power to each state for six months annually, ensuring efficient utilization of resources and enhanced energy security for both regions," the release stated.
Vijayvargiya said in Madhya Pradesh, the agricultural sector accounts for approximately 41% of the state's total electricity consumption. Due to the climatic conditions, electricity demand for agriculture peaks between October and March, primarily for Rabi crop cultivation.
"Our demand for energy drops during the monsoons while in Uttar Pradesh energy consumption is higher during the Kharif season," he said. "Conversely, during the Rabi season — when Madhya Pradesh's demand peaks — Uttar Pradesh's requirement declines. This complementary pattern offers an opportunity for efficient energy distribution between the two states," the minister said.
In a separate move, a committee headed by additional chief secretary Ashok Barnwal was constituted to oversee implementation of the
Unified Pension Scheme
for govt employees appointed after Jan 1, 2005.

Reliance Defence and Diehl Defence tie up for local production of 155 mm guided munitions in Ratnagiri, with Rs 5,000 crore investment planned over five years Mumbai Anil Ambani's Reliance Defence (R-Defence) has tied up with Germany-based Diehl Defence to produce next-generation terminally guided munitions (TGM) for the Indian armed forces. The partnership with Diehl will drive local production of the Vulcano 155 mm precision-guided munition system, R-Defence stated. As part of the agreement, R-Defence will establish a large, high-tech, greenfield, integrated ammunition and explosive manufacturing facility in Watad Industrial Area in Ratnagiri, Maharashtra. 'This strategic alliance not only accelerates the advancement of India's defence manufacturing capabilities, but also positions Reliance Defence as a pivotal player in the global defence supply chain,' Ambani, founder and chairman of the Reliance Group, said. In May, the company had tied up with another Germany-based defence firm, Rheinmetall AG, to supply the explosives and propellants for medium- and large-calibre ammunition. The facilities for the above-mentioned partnerships in Ratnagiri will be established with an investment of ₹5,000 crore over the next five years, a company source stated. R-Defence is aiming to start manufacturing in the next 18 months, as it has the land and principal approvals for the plant in place. The company aims to fund 30 per cent of the investment via equity and the other 70 per cent via debt. The equity is likely to come from the company's internal cash accruals, the source said. R-Defence aims to be amongst the country's top three private defence exporters in the next 12 to 24 months. It is likely to sign long-term agreements with firms like Diehl and Rheinmetall for 5 to 10 years in the coming months. The partnerships are a part of the company's ammunition-focused strategy, where the products made in India will have 60 per cent indigenous content. It is eyeing the market opportunity to potentially generate ₹10,000 crore in revenue through the development and supply of advanced ammunition systems. This tie-up with Diehl is also Reliance Group's fourth global partnership, expanding upon its established collaborations with Dassault Aviation, Thales Group of France, and Rheinmetall. Additionally, Diehl Defence's product portfolio includes air defence systems, missiles for all branches of the armed forces, and ammunition for the army, air force, and navy, as well as protection systems, generating annual sales of over 2 billion euros.

Google CEO Sundar Pichai has claimed that artificial intelligence (AI) is increasing the productivity of the company's software engineers. He also noted that the Alphabet-owned tech giant is actively measuring the impact of AI on its engineers. During a recent episode of the "Lex Fridman Podcast,' Pichai explained that Google is closely observing how AI is boosting the output of its software developers. As per Pichai, it is "the most important metric,' and the company 'carefully measures it.' He even mentioned that Google actively measures 'how much has our engineering velocity increased as a company due to AI?" Pichai noted that the company currently estimates a 10% boost in engineering velocity attributed to AI. How Google tracks AI's role in increasing productivity of its engineers According to a report by Business Insider, a Google spokesperson explained that the company tracks AI's role in improving productivity of software developers by measuring the increase in engineering capacity created, in hours per week, through the use of AI-powered tools. However, he noted that agentic capabilities, where AI can take actions and make decisions more autonomously, will unlock the "next big wave." Google has also developed its internal tools to assist engineers with coding. Last year, it launched an internal coding copilot named "Goose," trained on 25 years of Google's technical history, Business Insider previously reported. While AI is playing a growing role, Pichai said during the podcast that Google still plans to hire more engineers next year. 'The opportunity space of what we can do is expanding too,' he said, adding that he hopes AI will reduce some of the grunt work and free up time for more enjoyable aspects of engineering. Meanwhile, the company is also monitoring the volume of code being generated by AI within Google, a figure which is reportedly on the rise. At Alphabet's most recent earnings call, Pichai mentioned that more than 30% of the company's new code is now generated by AI, up from about 25% in October 2024. Apart from Google, Microsoft UK CEO Darren Hardman said its GitHub Copilot coding assistant now writes 40% of the company's code at London Tech Week this week. He noted that this change is 'enabling us to launch more products in the last 12 months than we did in the previous three years.'
