COCOMI team holds talks on bus row with MHA officials

Guwahati: The Coordinating Committee on Manipur Integrity (COCOMI) and senior officials from the Union ministry of home affairs (MHA) held a meeting in New Delhi on Tuesday.
During the meeting, the seven-member COCOMI delegation conveyed strong sentiments regarding the deletion of the state's name, 'Manipur', from a bus carrying journalists to Ukhrul district in Manipur.
The Manipur home department recently ordered the formation of a committee to examine the facts and circumstances involving security personnel and the Manipur State Road Transport Bus carrying media persons to cover the Shirui Lily Festival on May 20 near the Gwaltabi checkpoint in Imphal East district.
After the meeting with MHA officials, COCOMI, in a press statement, said, "The delegation conveyed the strong sentiments and demands of the people regarding the Gwaltabi issue.
The MHA officials assured that the matter was noted for necessary governmental action."
The MHA was represented by AK Mishra, advisor to the MHA on Northeast affairs, and Rajesh Kamble, joint director, MHA. The COCOMI delegation was led by its convener, Khuraijam Athouba.
The COCOMI delegation also highlighted several critical issues requiring immediate attention and urgent intervention from the govt to alleviate the suffering of the civilian population.
These include ensuring the free movement of people, safeguarding farmers' right to cultivation along with appropriate compensation for their losses, protection of sacred religious sites, justice for missing persons, and the resettlement and redressal of grievances of internally displaced persons (IDPs).
The two-hour-long meeting focused on key concerns surrounding the ongoing crisis in Manipur. "Both sides agreed to maintain communication and continue dialogue in the future, with a shared goal of restoring peace and stability in Manipur at the earliest," stated the COCOMI release.

'We conducted a civil defence drill in line with the MHA guidelines under Operation Shield. The exercise aimed to assess the preparedness of the manpower, infrastructure and equipment. As part of the drill, we also carried out a 10-minute blackout," District Magistrate Dr Bilal Mohi-Ud-Din Bhat said. The drills were supervised by the Ministry of Home Affairs and involved blackout procedures, evacuation simulations, and assessments of coordinated emergency responses. In Chandigarh, the drills featured a range of scenarios, such as a blackout simulation, responding to a mock evacuation call to assess response time, and a separate exercise focusing on the mobilisation of home guards in emergency situations. Security drills were also held in other places, including Ahmedabad, in Jaipur's Khatipura area. Operation Shield: The Ministry of Home Affairs (MHA) had declared the second civil defence mock drill, codenamed 'Operation Shield', for Saturday. This exercise was to take place along India's western border states, including Jammu and Kashmir, Punjab, Rajasthan, Gujarat, and Haryana. Following the MHA's orders, the civil defence mock drills were carried out in several areas, including Ahmedabad, Akhnoor, Srinagar, and Poonch. Speaking to ANI, Deputy Commissioner Sachin Kumar informed that a mock drill has been scheduled in Jammu. The drill will take place between 8:15 pm and 8:30 pm. "A mock drill has been scheduled in Jammu, which will include both a blackout and evacuation exercise. The drill will take place between 8:15 PM and 8:30 PM. All stakeholders are actively involved in this initiative, including civil administration, civil defence, police personnel, SDMs, and relief and rescue teams. Public instructions and guidelines have already been issued through an official notice," Kumar said. HE also requested the citizens to fully cooperate and participate in this mock drill by following the standard operating procedures (SOPs) shared with them. "The key message for the public is, do not panic... This is a preparedness drill, not a real emergency. For the blackout, residents are expected to switch off all lights during the drill period as instructed. The purpose of this drill is to ensure that in the event of a real emergency, citizens know how to respond effectively and protect themselves," he added. Manipur BJP legislators push for government formation

The Bharatiya Janata Party MLAs in Manipur have renewed their push to end President's Rule in the State and form a popular government that can focus on peace and development. Fifteen MLAs held a meeting with State BJP president, Adhikarimayum Sharda Devi, and other party leaders on Saturday (May 31, 2025) to discuss the possibility of 'meeting the expectations of the people to have a democratically elected popular government' in Manipur soon. The meeting at the State party headquarters came less than 24 hours after 28 BJP legislators converged at the official residence of former Minister Thongam Biswajit in Imphal on Friday evening. The BJP has 37 MLAs in the 60-member Manipur Assembly, seven of whom belong to the Kuki-Zo community. Those seven MLAs have not set foot in Imphal since May 2023, when an ethnic conflict broke out between the Meiteis, who dominate the State capital and the valley beyond, and the Kuki-Zo tribes, claiming more than 250 lives and displacing about 60,000 people. Appeal to BJP Central leadership One of the BJP MLAs said the discussion revolved around meeting the party's Central leadership and proceeding to form the government according to the Constitution of India and the constitution of the BJP. 'We desire a government that can focus on development and sustainable peace. Everything depends on our Central leadership,' Ms. Devi told journalists after the meeting. Manipur has been under President's Rule since February 13, days after Nongthombam Biren Singh resigned as the Chief Minister and the BJP failed to reach a consensus on his successor. 'Undermining Manipur's identity' The bid to form the government gained momentum after the May 20 bus incident plunged the Imphal Valley back into chaos. Protestors demanded an apology from Governor Ajay Kumar Bhalla and the resignation of the State's top three officials – the Chief Secretary, the Security Advisor, and the Director General of Police – for 'undermining the identity of Manipur, its name, pride, and respect'. Their anger was against security forces personnel for making a team of journalists travelling to the Shirui Lily Festival in the Naga-dominated Ukhrul district cover the words 'Manipur State Transport' on the windscreen of the bus they were in. A team of 10 NDA legislators — including two from the National People's Party led by Meghalaya Chief Minister Conrad K. Sangma and an independent — met the Governor at the Raj Bhavan on May 29 to urge him to pave the way for a popular government.
