Manipur BJP legislators push for government formation
Fifteen MLAs held a meeting with State BJP president, Adhikarimayum Sharda Devi, and other party leaders on Saturday (May 31, 2025) to discuss the possibility of 'meeting the expectations of the people to have a democratically elected popular government' in Manipur soon.
The meeting at the State party headquarters came less than 24 hours after 28 BJP legislators converged at the official residence of former Minister Thongam Biswajit in Imphal on Friday evening. The BJP has 37 MLAs in the 60-member Manipur Assembly, seven of whom belong to the Kuki-Zo community.
Those seven MLAs have not set foot in Imphal since May 2023, when an ethnic conflict broke out between the Meiteis, who dominate the State capital and the valley beyond, and the Kuki-Zo tribes, claiming more than 250 lives and displacing about 60,000 people.
Appeal to BJP Central leadership
One of the BJP MLAs said the discussion revolved around meeting the party's Central leadership and proceeding to form the government according to the Constitution of India and the constitution of the BJP.
'We desire a government that can focus on development and sustainable peace. Everything depends on our Central leadership,' Ms. Devi told journalists after the meeting.
Manipur has been under President's Rule since February 13, days after Nongthombam Biren Singh resigned as the Chief Minister and the BJP failed to reach a consensus on his successor.
'Undermining Manipur's identity'
The bid to form the government gained momentum after the May 20 bus incident plunged the Imphal Valley back into chaos. Protestors demanded an apology from Governor Ajay Kumar Bhalla and the resignation of the State's top three officials – the Chief Secretary, the Security Advisor, and the Director General of Police – for 'undermining the identity of Manipur, its name, pride, and respect'.
Their anger was against security forces personnel for making a team of journalists travelling to the Shirui Lily Festival in the Naga-dominated Ukhrul district cover the words 'Manipur State Transport' on the windscreen of the bus they were in.
A team of 10 NDA legislators — including two from the National People's Party led by Meghalaya Chief Minister Conrad K. Sangma and an independent — met the Governor at the Raj Bhavan on May 29 to urge him to pave the way for a popular government.

'Nothing Can Be Heard': Rijiju Cuts Off Speaking MP to Get Online Gaming Bill Passed Without Debate
The bill was passed in the Rajya Sabha by voice vote with not a single MP speaking on the legislation. The lone BJP MP who rose to open the debate was cut off by Rijiju even though she could be heard speaking clearly. New Delhi: A day after the Bill to prohibit online money games was passed within seven minutes in the Lok Sabha, the legislation was passed without any debate in the Rajya Sabha, with Union parliamentary affairs minister Kiren Rijiju citing 'disturbance' by the opposition and even cutting off a Bharatiya Janata Party (BJP) MP's speech to say that the bill be passed without any discussion. The Rajya Sabha saw dramatic scenes with the treasury benches and deputy chairman Harivansh not allowing opposition members to speak. Opposition members raised chants of ' tanashahi nahi chalegi (tyranny will not be tolerated) ' as Harivansh did not allow them to speak, even on their amendments, except to say 'yes or no' on whether they were moving them. The Bill was passed in 26 minutes without any debate or discussion. Union minister for Electronics & Information Technology Ashwini Vaishnaw was the only member allowed to speak when he introduced the bill with brief remarks that lasted about seven minutes. Harivansh then said that members will be allowed to move amendments without making any speech relating to them. Community Party of India (Marxist) MP John Brittas, who was stopped by Harivansh when he rose to speak on his amendment said, "This government is butchering democracy." Harivansh stopped him and said, "nothing is going on record, you are only to move it [amendment]." Amid opposition chants of "tanashahi nahi chalegi", Leader of Opposition Mallikarjun Kharge rose to speak but Harivansh said that it would go on record only if he spoke on the Bill. "I request you to listen to everyone. You can dismiss our points, but during the proceedings, if you don't give us a chance then this is wrong. What is happening in the House, you should listen," Kharge said. Rijiju then rose to accuse the opposition of questioning the chair before proceeding to cut off BJP MP Maya Naroliya to request the chair to pass the bill without discussion because of the opposition's 'disturbance'. "They don't speak on the subject and then they question you. To place accusations on the chair is not right. The leader of opposition must speak on the issue, otherwise how will it go on record? The opposition did not cooperate with the chair through the session and now you are accusing the chair of not allowing you to speak," said Rijiju. Harivansh then called Naroliya to speak, but just as she started speaking, Rijiju rose to say that the opposition is disturbing, nothing can be heard-even though the MP could be clearly heard above the opposition chants. "They are disturbing, creating a ruckus, nothing can be heard so the bill should be passed," said Rijiju. Harivansh then said that since members don't want to speak, he is moving towards passing the bill and invited Vaishnaw to reply to the discussion, even though one wasn't held. Vaishnaw asked that the bill be put to vote for passage. "Because of the opposition, a discussion cannot be held, but since our member wanted to speak in support of the bill, she should be allowed," said Rijiju in a cursory manner referring to Naroliya. But Harivansh put the amendments to vote while opposition members could be heard saying "mic, mic, camera' as Harivansh moved through the amendments. Amid chants of "tanashahi nahi chalegi", the Bill was passed by a voice vote and the house was adjourned for ten minutes. When the House reconvened, Harivansh gave his remarks before adjourning the house sine die.
