A police officer recently reinstated to his role after he was sacked last year was fired because he used a racial slur to refer to a black woman.
Jack Thrumble used it in a WhatsApp conversation while working as volunteer special constable for Dorset Police in February 2021.
He later joined Hampshire and Isle of Wight Constabulary and was sacked by that force after the content of his messages was revealed and found to be discriminatory.
But he appealed and he was given back his job as a police constable in April after the Police Appeals Tribunal downgraded a previous gross misconduct finding to misconduct.Documents show that in a WhatsApp conversation with two other special constables, PC Thrumble shared a picture of a black woman who had liked his profile on the Tinder dating app.
He said she was "too black for me" and added: "If I wanted some hot chocolate in my life I would go to Costa," according to the Independent Office for Police Conduct investigation.
The three-person tribunal that reinstated PC Thrumble included Cdr Katie Lilburn, the head of the Metropolitan Police's professional standards department.
It said the previous panel last year was "entitled to conclude" that PC Thrumble's language was discriminatory and reference to the woman's colour "amounted to her being treated unfairly owing to the membership of her ethnic group".
But it said it was not serious enough to warrant a finding of gross misconduct and that it was rather "a lapse of judgement by a young special constable".
It said positive references from other police officers showed that "this behaviour does not and will not be found in his dealings with colleagues or members of the public in the future".
PC Thrumble, the tribunal was told, "still remains absolutely devastated" by his behaviour and "feels sick to the core" about it.
The tribunal ordered that he be paid retrospectively by Hampshire and Isle of Wight Constabulary from when he was sacked until his reinstatement.
It added that "if a member of the public, of any gender or ethnicity, were to know the full facts of this case, which include how [PC Thrumble] has consistently dealt with public-facing duties through his career, they would not be put off speaking to or having their matter dealt with by [him]".
When he was sacked, Hampshire and Isle of Wight Constabulary's Deputy Chief Constable Sam de Reya said the "use of discriminatory language is utterly at odds with the values the public are rightly entitled to expect from police".
The force said it stood by Ms de Reya's comment, which it said was why the officer faced disciplinary action.
In a statement, it added: "The PAT [Police Appeals Tribunal] ruled misconduct and determined the sanction."

Rather than leaving another note or having yet another conversation, the frustrated resident took decisive action. "So I do what I should've done weeks ago. I call a tow truck. No warnings or notes. In a recent survey conducted by Talker Research on behalf of Newsweek, 1,000 U.S. adults were asked about their most intense or unusual conflicts with neighbors. The results highlighted a range of issues, from noise complaints and lawn battles to property damage, boundary disputes, and unwanted intrusions. Gregg Ward, executive director at The Center for Respectful Leadership, told Newsweek that retaliating against neighbors can backfire. "If your neighbor doesn't behave in ways you want them to, the last thing you should do is get into a tit-for-tat battle with them," Ward said. "This happens all too often, and it never ends well. In short, don't respond to disrespect with more disrespect—it will just make everything worse." 'Most Hollywood Revenge Story Ever' About 45 minutes after the Reddit user called the tow-truck service, as the poster sat on the porch enjoying a beer, a young woman arrived, clearly dressed for a date. She knocked on the neighbor's door, and, when he came out smiling, he quickly realized his car was missing. "She's confused. He's flipping out. Rex Heuermann, 61, an architect from Massapequa Park, is accused of killing multiple people in the Gilgo Beach serial killings. Heuermann grew up on Long Island and has lived in Massapequa Park his entire life, according to News 12 Long Island. Heuermann is married and has two children. The family home is situated across a bay from where the remains were discovered. Heuermann is charged with killing multiple people whose remains were found on Long Island. A California man faces at least 15 years in federal prison after prosecutors said he sent an unsolicited video of an adult sexually abusing a young girl for 17 seconds to a woman he met on the dating app Tinder. Ricardo Gutierrez, 28, first sent her a photo of a different girl, estimated to be around 6- to 8-years-old, with 'three face with hand over mouth iMessage emojis,' and asked whether she had 'little girls' as neighbors or nieces, according to prosecutors. 'I need a girl…Young girl…,' Gutierrez is accused of writing to the woman. She reported Gutierrez to law enforcement, leading authorities to uncover his involvement in sexually exploiting children, prosecutors said. An investigation revealed that in April 2024, about a month before meeting the woman over Tinder, Gutierrez sexually exploited four young children, including a toddler, in two videos he filmed in Tehama County, about a 130-mile drive northwest from Sacramento, according to court documents. 'Gutierrez screen recorded himself and the child victims on video through Facebook Messenger,' prosecutors said. Now, Gutierrez, of Red Bluff in Tehama County, has pleaded guilty to one count of child sexual exploitation, the U.S. Attorney's Office for the Eastern District of California said in a June 6 news release. His court-appointed federal public defender, Douglas J. Beevers, didn't immediately return McClatchy News' request for comment June 9. Gutierrez was found with more than 4,800 images of adults sexually abusing children, as well as children engaged in sex acts with other children, on his phone, according to prosecutors. Between November 2023 and July 2024, prosecutors said he shared child sexual abuse content over three messaging platforms: iMessage, Telegram and WhatsApp. In a separate case involving Telegram and child exploitation in Washington State, federal prosecutors announced on June 2 that a man, described as a 'repeat violent sex offender,' was sentenced to 15 years in prison in connection with a Telegram group he ran to arrange 'pedophilic relationships,' McClatchy News reported. Alan Lewis Meirhofer, 72, was caught sharing child sexual abuse content over Telegram and trying to 'set up' his adult friends, other registered sex offenders, with minors, according to prosecutors. Telegram, with its 'end-to-end encryption' feature, offers a certain level of privacy for text messages and video calls. The platform's CEO Pavel Durov was arrested by authorities in France in August in connection with alleged crimes facilitated over the app, including child sexual abuse material being exchanged among users, Axios reported. As for Gutierrez, he faces a mandatory minimum sentence of 15 years and up to 30 years in federal prison on one count of child sexual exploitation, according to the U.S. Attorney's Office. He also faces a lifetime of supervised release, a restitution order and a $250,000 fine. His sentencing is set for Sept. 12, prosecutors said.
