National Consumer Policy 2.0 To Be Finalised By Year-end, Says Armizan

PENAMPANG, July 13 (Bernama) -- The drafting of the National Consumer Policy (DPN) 2.0 is in its final phase and is expected to be finalised by year-end, said Domestic Trade and Cost of Living Minister Datuk Armizan Mohd Ali.
He said DPN 2.0 would serve as the main reference for all stakeholders in implementing consumer-related initiatives and programmes nationwide from 2026 to 2030.
Armizan said the policy would also outline the roles and responsibilities of all stakeholders, including those indirectly involved with consumer affairs.
'The relationship between these various stakeholders is crucial to ensuring effective implementation of consumer protection laws and the dissemination of accurate, comprehensive information to help create empowered Malaysian consumers,' he said in his speech at the 2025 Consumerism Festival here today.
Themed 'Semarak Konsumerisme', the three-day festival, which concluded today, marked the highlight of the 2025 National Consumer Day celebration and drew participation from school and university students nationwide.
The programme was organised as a key platform to gather recommendations and views on DPN 2.0, which will serve as part of the input in finalising the formulation of the consumer policy.
Armizan said DPN 2.0 was also designed to enhance preparedness in addressing current challenges within the consumer ecosystem, including weaknesses in regulatory and enforcement aspects, as well as low consumer literacy levels that were prone to exploitation.
He said other challenges included the use of products that did not comply with safety standards or were not environmentally friendly, fraudulent transactions, and the misuse of digital technology, particularly artificial intelligence.
According to him, DPN 2.0 would also place emphasis on cost of living issues through an inclusive and responsive approach, including the implementation of the Payung Rahmah MADANI Programme, broader use of the Ihsan MADANI Portal as a reference for price and essential goods information, and the application of cost of living indicators to guide consumer spending.

PETALING JAYA: BreathDx (M) Sdn Bhd, the Malaysian unit of US-based breath diagnostic firm BreathDx Inc, is seeking to raise RM21mil through an offering of Islamic redeemable cumulative convertible preference shares (RCCPS-i) as it prepares to expand operations in Malaysia and the region. The fundraising, facilitated via equity crowdfunding platform AMB Connect, will support the company's efforts to scale up its breath-based diagnostics platform, which uses artificial intelligence and gas chromatography to detect cancer through exhaled breath. 'Being based in Malaysia allows us to look at diseases that often don't get investigated like dengue, Zika or malaria. 'It also gives us an opportunity to localise testing for the region,' said chief executive officer Datuk Rajen Manicka. Of the amount raised, 57% will be allocated toward acquiring machines, research and development (R&D), regulatory compliance, staffing and reimbursements, while the remaining has been earmarked for working capital. The RCCPS-i shares would be issued at RM1 each, with proceeds to be fully utilised within 18 months. To support long-term scalability, BreathDx has outlined a three-pronged revenue strategy: leasing diagnostic machines to point-of-care providers such as hospitals and clinics, charging on a per-test basis, and monetising clinical data for third-party use. 'We are building a model that removes upfront cost barriers for healthcare providers while creating recurring income from both diagnostics and data,' Rajen said. As part of its expansion, the company is also exploring the setting up of a manufacturing plant in Sama Jaya, Sarawak. Rajen said the facility would allow the company to localise production, reduce reliance on China-based manufacturing, and mitigate the impact of tariffs in key export markets such as the United States. The company, recently valued at US$332mil by Valuing IP Sdn Bhd, may also consider a Nasdaq listing within the next two to three years. Rajen added that the valuation could rise further with the completion of clinical studies at Harvard and the US Veterans Administration, approvals from the US Food and Drug Administration and Malaysian regulators, international market entry into Europe, India and North Asia, and local manufacturing in Sarawak. BreathDx has invested more than US$25mil in R&D of micro gas chromatography and holds 25 international patents.

Zetrix AI widens Asean footprint to reduce political and revenue risk

KUALA LUMPUR: Zetrix AI Bhd, formerly MyEG Services Bhd, is ramping up expansion across Southeast Asia to reduce reliance on government contracts, said managing director TS Wong. He said the shift is also aimed at shielding the company from political risk, a move that signals how Malaysian tech firms are adapting to volatile policy environments. "We're very aware of the importance of revenue diversification," Wong told Business Times in an exclusive email interview. "Beyond our government-related services in Malaysia, we've expanded into international markets and private-sector solutions, particularly through Zetrix." Zetrix, the company's blockchain-powered platform, has already become the group's largest revenue contributor. For the first quarter ended March 31, 2025, the group's revenue jumped 28.8 per cent year-on-year to RM299.99 million, while net profit rose 16.2 per cent to RM181.57 million. This was largely driven by contributions from Web3 application service fees on the Zetrix blockchain including ZTrade, ZCert and Digital ID registration and transactions, as well as from the sale of Zetrix tokens. Zetrix tokens are utility tokens used to power core services on the Zetrix blockchain, such as verifying trade documents and digital identity. According to its latest financial report, without a RM15.76 million impairment loss related to its investment in HeiTech Padu Bhd, Zetrix AI's operating profit would have been higher. Zetrix supports critical applications such as digital credential verification and real-time verification of trade documents, solutions increasingly adopted by private businesses and foreign government agencies. Wong said the company is now targeting cross-border trade and digital identity services in the Philippines and Singapore, with expansion plans in Indonesia. The platform is already integrated with China's General Administration of Customs (GACC) and has been adopted by the Philippines Bureau of Customs and its technology partner, Cargo Data Exchange Center Inc. Reducing concentration risk Zetrix AI's strategy focuses on embedding Zetrix into regional trade and regulatory infrastructure. This is key to reducing the company's historical reliance on Malaysian e-government contracts, which has long been a concern among investors, Wong said. Its emphasis on government-to-government (G2G) projects is a key part of this diversification. Unlike traditional contracts tied to a single administration, Wong said these multilateral projects are "inherently more stable" and less exposed to domestic political shifts. An example is the company's partnership with East Logistic Link Co, a unit under GACC, to develop a blockchain-based National Single Window for Asean countries. The project enables paperless cross-border trade documentation and identity verification for businesses and regulators alike. "These are real-world applications used by enterprises and government agencies, and they generate consistent, utility-based revenue," Wong added. Setback, not derailment Despite the impairment charge on its investment in HeiTech Padu, linked to a mark-to-market revaluation of listed shares, Zetrix AI has reaffirmed its commitment to the partnership. The impairment was "not a reflection of any issues within the collaboration itself," Wong said, citing the company's ongoing work with HeiTech Padu and Huawei Malaysia to develop artificial intelligence (AI)-enabled smart government services. He added the financial setback has not derailed the company's broader Asean ambitions. Through the Asean China AI Lab, a flagship Malaysia-China G2G initiative, Zetrix AI is now developing advanced AI and robotics applications tailored to regional needs. Strategic edge through localisation The company is banking on Chinese-built technologies for Asean markets, including robotic automation to reduce reliance on foreign labour in Malaysia's manufacturing sector. Wong said this localisation strategy, combined with its early move into blockchain-backed services, supports Zetrix AI's regional push in digital infrastructure. "We are enabling next-generation services such as Agentic AI, cross-border identity verification and trade automation with Zetrix," he added. "These innovations are already being deployed and are designed to be replicated across borders." The company's focus now is on scaling further in high-growth Asean markets, where digital transformation remains a top government priority.
