Downing Street ‘hopeful' after Russia and Ukraine agree to Black Sea truce
Downing Street has said it is 'hopeful of the progress' following the announcement Ukraine and Russia had agreed to pause hostilities in the Black Sea.
But the Government was unclear whether it would follow American efforts to ease some sanctions on Russia as part of the deal agreed on Tuesday.
In statements published on Tuesday, the White House announced both Kyiv and Moscow had agreed to 'ensure safe navigation' and 'eliminate the use of force' in the Black Sea.
But the US also appeared to signal its intention to ease sanctions on Russian fertiliser and agricultural goods and improve Moscow's access to maritime insurance, ports and payment systems.
Immediately following news of the agreement, a Number 10 spokesman declined to say whether the UK would follow any easing of sanctions, saying: 'Our position at the moment is that we are obviously hopeful of the progress.
'We are following developments closely.'
Western nations, including the UK, have imposed a series of sanctions on Russia since its full-scale invasion of Ukraine, including increased tariffs on Russian fertiliser and agricultural products and prohibiting companies from providing insurance for shipments of certain Russian goods'.
Sir Bill Browder, who has campaigned for sanctions against Russia, warned that the agreement was 'missing the point completely'.
He told the PA news agency: 'Russia can continue to pound civilian targets like hospitals, schools and apartment buildings and I'm sure they will.
'And by getting this concession, it saves Russia's oil refineries which are one of the key engines of funding for their war.
'Furthermore, releasing Russia from sanctions is hardly an appropriate response to a country which has killed tens of thousands of innocent Ukrainians and done a trillion dollars of damage.
'There's absolutely nothing to celebrate here.'
The Liberal Democrats also urged the UK and its 'constant allies' to 'hold firm', with foreign affairs spokesman Calum Miller saying there was 'no basis for removing sanctions while Russia continues to occupy Ukraine and menace other countries'.
He added: '(Donald) Trump has had the wool pulled over his eyes if he thinks this Black Sea deal is a fair swap for lifting Russian sanctions.'
The announcement follows separate talks between US negotiators and their Ukrainian and Russian counterparts in Riyadh, Saudi Arabia, aimed at securing at least a partial ceasefire.
As well as agreeing to end fighting in the Black Sea, both sides also agreed to 'develop measures' for implementing a proposed ban on attacks on energy facilities.
The US also agreed to help Ukraine achieve prisoner of war exchanges, the release of civilian detainees and the return of children forcibly moved to Russia.
The White House added that the US would 'continue facilitating negotiations between both sides to achieve a peaceful resolution, in line with the agreements made in Riyadh'.
Meanwhile, planning for a European-led peacekeeping force continues in the UK.
Military chiefs from the 'coalition of the willing' are expected to hold further planning meetings at the UK's permanent joint headquarters in Northwood throughout the week in preparation for a deployment in support of any future ceasefire.

Parents across the country face different requirements in applying for free school meals which is creating "inequalities" in accessing them, the Education Policy Institute (EPI) said. In some local authorities, parents are required to make their own application while facing significant barriers and if not found eligible at the time must reapply when circumstances change. Other local areas keep an eye on whether a child becomes eligible and sign them up as soon as they are entitled, without relying on parents sharing details or making an application. It comes after Keir Starmer last week announced that more than half a million children will become eligible for free school meals after a major expansion of eligibility rules. The PM unveiled plans to extend the lifeline benefit to all kids in families who get Universal Credit (UC) in England, in a move that could save parents up to £500 a year. Currently, only households on UC who earn below £7,400 a year qualify for free school meals. The expansion, which will come into force in September 2026, marked a victory for the Mirror's long-running campaign to widen provision to stop children being too hungry to learn. But concerns have been raised that many children will not actually receive the free hot lunch as they might not be registered. The EPI said despite efforts to enrol kids, issues around language barriers, digital access and stigma are preventing kids from benefiting from the system. Some local authorities, who already have auto-enrolment, discovered 'large numbers' of eligible children were not registered before they introduced the system. The Education Policy Institute's paper, funded by The Nuffield Foundation, calls on the Government to introduce a national auto-enrolment scheme to ensure all eligible families are registered for free school meals. It said: "Despite this expansion in FSM (free school meals) eligibility, without further action from the Government, children may continue to miss out on the free meals they are entitled to. The barriers to registration and differences in registration practices across LAs means children still face inequalities in access to free meals." The report added: "In terms of barriers families face in applying to FSM - including English as an additional language, stigma, confusion about eligibility - auto-enrolment would largely eradicate these issues." The report also found that some children who attend maintained nurseries before and after lunch are missing out on free meals to which they are entitled. An additional 77,700 children became eligible for free school meals in the past year, according to recent data published by the Department for Education. More than one in four (25.7%) pupils in England were eligible for free school meals in January, the equivalent of 2.17 million children - up from 24.6%, or 2.09 million, in January 2024. The Liberal Democrats have been piling pressure on the Government to auto-enrol eligible children for free school meals. Munira Wilson, the party's education spokeswoman, said: 'We were heartened last week to see the Government finally listen to so many campaigners - including Lib Dems - by expanding free school meals to all children in poverty. This report rightly identifies the next piece of the puzzle: the many, many children missing out on the meals they are entitled to. 'It's heartbreaking to think that thousands of families are missing out on transformative help that they might not even know their children are eligible for. We urge the Government to take this next common-sense step, listen to Liberal Democrats once again and introduce auto-enrolment for all kids on free school meals.' Dr Kerris Cooper, senior researcher for early years and inequalities at EPI, said: "Our research shows that while the extension of free school meal eligibility is a very positive step, more needs to be done to ensure that all children entitled to free meals can actually access them. "Introducing national auto-enrolment and including children in early education would enable this expansion in FSM eligibility to more meaningfully extend access to more children in poverty." Pepe Di'Iasio, general secretary of the Association of School and College Leaders (ASCL), said: "Moving to a national system of auto-enrolment would be the next logical step to ensure that everyone who is now eligible under the new criteria will actually receive a meal and the intended benefits." He added: "We see no reason why a national system of auto-enrolment cannot be established relatively straightforwardly.' Last week, education minister Stephen Morgan told MPs in the Commons that the Government would be working to make it easier for people to apply. He said the announcement on expanding free school meals was a "significant, straightforward process for parents to know whether they are eligible".

Burning through a million troops has won Putin just 20 per cent of Ukraine's total territory - mainly in southern and eastern areas - which is a humiliating conversion rate. Despite the devastating losses which have already ripped a scar in Russian society, experts fear that Putin is likely unaffected by the numbers, because mass sacrifice is ingrained in his battle plan. Read more on Vladimir Putin VLAD'S MARCH WEST We know Russia is plotting to invade Nato, says Germany's MI6 spy boss Dr Stephen Hall, politics lecturer at the University of Bath, said that as far as the warmongering dictator is concerned, things are heading in the right direction, so he will keep on condemning young Russians to their deaths. He told The Sun: "Putin believes he's winning the war. The Russian army is moving forward like it or not. "He believes that he can outlast the West, that the West is weak." Russia's strategy, Dr Hall said, has been one of "meat assault". This relies on the logic that if you flood the front line with overwhelming numbers, "eventually some will get through". Dr Hall said Putin has learned this strategy from his ruthless Soviet predecessors in World War Two. Their idea was "ten men to every rifle", which meant: "You pick up the rifle of a fall soldier. You keep going, you get shot. You're next. Your buddy picks up your rifle. We know Russia is plotting to invade Nato – Ukraine is just the beginning for Putin, says head of Germany's MI6 "The Soviet army would eventually push through. So that remains the case in Russia." And that approach suits Putin just fine, because he "doesn't care about his men", Dr Hall said. He said the Russian people "know how to suffer", which allows the regime to continue with its meat-grinder tactics. The Kremlin also meets less resistance from the Russian people than a million losses should merit, because it simply lies to them, Dr Hall said. He said: "They're simply not going to be told, especially in the poorer areas where Russia is recruiting - like Buryatia and Bashkortostan and elsewhere." Dr Hall also explained why he has little faith in the peace negotiations bringing an end to the war any time soon. Even if Ukraine makes land concessions, Putin won't feel his goals are fulfilled. Dr Hall said: 'Putin has been very clear. They're not fighting Ukraine. Ukraine is the battleground. They're fighting the West.' "Ukraine has been forced to fight a war with two hands tied behind its back — a war that NATO would never fight." Dr Hall said Putin's hope is that "Ukraine will have to just accept whatever negotiations Russia is going to give [...] because the West is going to tide over this war, and the Russian military is going to keep on going forward." Even with the death toll climbing higher by the day — over 1,140 Russian soldiers killed or wounded just yesterday, according to Ukraine's military — Putin appears to be doubling down. The General Staff of the Armed Forces of Ukraine said Russia's total personnel losses since the invasion began now stand at approximately 1,000,340. The Kremlin tyrant declared them the 'dominant force' in modern warfare and demanding faster development of 'advanced weapons systems' with 'the highest tactical and technical specifications.' In a meeting on the state armaments programme, Putin also directed resources toward strengthening Russia's navy, further signalling his long-term military ambitions. British volunteer fighter Macer Gifford, who previously fought alongside Ukrainian units, said the million mark is a tragic reminder of just how far off course Russia has veered under Putin. 'It's another grim milestone in a war that's dragged on for too long,' he said. 'It's also a reminder that Vladimir Putin is a tragedy for Russia, as well as Ukraine. A million casualties is a horrifying figure to comprehend. 'There are millions of Russians who have now lost a loved one in Ukraine. 'Millions more have to deal with the physical and emotional injuries of the wounded. He added: 'Putin once compared himself to Peter the Great, but his legacy is now much closer to Stalin. 'The two men share many of the same delusions and a profound disregard for human life. 'Stalin once said, 'A single death is a tragedy; a million deaths is a statistic.' Since Putin has made no effort to end this war, it's clear he feels the same way.'
