Texas recently passed a law that has already sparked national debate. With national security in mind, the state is prohibiting citizens and businesses from four countries from purchasing landand the consequences could be significant.Texas will reportedly now prohibit China, Russia, Iran, and North Korea from purchasing land beginning September 1, 2025. The purchase of land and property by specific foreign nationals and entities is being outlawed by a major U.S. state.The move is being framed as a national security measure, but critics believe it will lead to racial discrimination. The law imposes stiff penalties and applies to almost all types of property, including homes and farmland.Recently, Texas Governor Greg Abbott signed Senate Bill 17 into law, making it illegal for people and groups from North Korea, China, Russia, and Iran to purchase real estate in the Lone Star State. These nations are listed as threats in the U.S. Intelligence Community's 2025 Annual Threat Assessment, as per a report by MoneyWise.The term "real property" as defined by the bill, is broad and includes standing timber, commercial and industrial properties, residential properties, agricultural land, mines, minerals, and groundwater and water rights.Violations are considered state jail felonies under the law, and the civil penalties are $250,000 or 50% of the market value of the property, whichever is higher. Additionally, on September 1, 2025, the bill will go into effect."Gov. Abbott signed our bill to shield Texas from the influence of hostile foreign countries," said State Representative Cole Hefner, who co-authored the bill. "This is about defending Texas—our way of life, our security, and our sovereignty."Since people may be denied business opportunities even if they do not fit into this category, critics of the bill warn that it could result in discrimination. They may cut their losses and declare they will not sell to Asians of any kind after state representative Gene Wu warns that people may be turned away from Asian faces.Beginning September 1, 2025, citizens, companies, and governments from China, Russia, Iran, and North Korea will be prohibited from purchasing real estate in Texas.This includes residential and commercial real estate, farmland, mineral rights, and even water access.

Diamond polishing, shrimp, home textiles, and carpets are among the sectors most vulnerable to the adverse effects of the 50 per cent tariffs that the United States (US) plans to impose on Indian imports, Crisil said in a report. The US administration currently levies a 25 per cent tariff on Indian imports. An additional 25 per cent tariff — to take effect two weeks from now as a penalty for India's purchase of Russian crude oil — will take the cumulative additional tariff to 50 per cent. For other sectors such as ready-made garments (RMG), agrochemicals, specialty chemicals, and capital goods, the impact of the 25 per cent reciprocal tariff is likely to be more manageable, given moderate US exposure of 5–20 per cent of overall revenue, and a limited tariff disadvantage that may allow companies to partly pass on the impact to customers. 'Additionally, the move to impose an additional 25 per cent tariff with effect from August 27, 2025, as a penalty for importing crude oil from Russia, will make Indian exports to the US unviable for the aforesaid (diamond polishing, shrimp, home textiles, and carpets) as well as other sectors including RMG, chemicals, agrochemicals, capital goods, and solar panel manufacturing, which have sizable trade exposure to the US,' Crisil said. The 25 per cent reciprocal tariff that came into force on August 7 is higher than that faced by most of India's Asian competitors. Sectors such as diamond polishing, shrimp, and home textiles may see sales volumes decline due to heavy reliance on US trade, while costs will rise due to partial absorption of tariffs, affecting earnings. The extent of the impact will vary depending on sectoral exposure, the ability to pass on incremental costs to customers, and relative tariff disadvantage versus competing nations. 'A potential second-order impact, including a slowdown in US demand and disparate tariffs across nations that could alter global trade dynamics, also warrants close monitoring,' the report said, adding that any potential trade agreement between India and the US in the coming days will bear watching. However, strong corporate balance sheets, potential bilateral trade agreements with other countries, and possible Indian government support for impacted sectors could mitigate the credit impact to some extent, it added. The US is India's largest trade partner and export destination. In FY24, India exported goods worth $86.5 billion to the US, accounting for a fifth of India's merchandise exports. Sectoral Impact Diamond polishing: Exports to the US accounted for about 25% of total revenue in FY25. The tariff will put more pressure on the sector's modest operating margins due to reduced fixed-cost coverage and the need to bear higher tariff costs. US retailers have shown limited willingness to absorb the additional burden. Shrimp: The US accounts for about 48% of revenue for Indian shrimp exporters. India is now one of the highest-taxed major shrimp exporters to the US due to reciprocal tariffs, countervailing duties, and anti-dumping duties. Operating margins will be further eroded due to additional costs and limited pass-through ability, given stiff competition from Ecuador, which benefits from lower tariffs. Home textiles and carpets: Exports account for 70–75% and 65–70% of total sales, respectively, for these sectors. Of this, the US accounts for about 60% of exports for home textiles and about 50% for carpets. While India currently enjoys some tariff advantage against China, the reciprocal tariff will lead to a material decline in revenue and profits, given the limited ability to pass on higher costs for these discretionary products. RMG: Exports to the US form 10–15% of total revenue and will become completely unviable as the tariff structure will be significantly higher than that of competing manufacturers in China and Vietnam. Agrochemicals: Exports to the US account for 11–12% of sector revenue and will face challenges, with China as a key competitor. The ability to divert products to alternative markets such as Latin American countries will be limited by strong Chinese competition in those regions.

Live Events (You can now subscribe to our (You can now subscribe to our Economic Times WhatsApp channel Underlining the complex geopolitical dynamics in the Indo-Pacific, a parliamentary panel has recommended that a "more flexible security dimension" within the Quad framework may be explored by including initiatives like conducting joint maritime exercises in the Indian Ocean, aimed at improving coordination and better preparedness for emerging security Parliamentary Standing Committee on External Affairs has also "strongly recommended" creation of a comprehensive inter-ministerial task force, involving ministries of defence, external affairs and commerce and other key ministries, which will facilitate rapid and efficient execution of the country's strategic priorities in the Indian panel's over 130-page report on 'Evaluation of India's Indian Ocean Strategy' was presented in Parliament on the US, Australia and Japan came together over 20 years ago to extend assistance in response to the 2004 Indian Ocean earthquake and tsunami. The coalition is now known as December 2024, the foreign ministers of the member nations of the grouping had said in a joint statement, "As four partners, we share a vision of a free and open Indo-Pacific that is peaceful, stable and prosperous, underpinned by effective regional institutions."The parliamentary committee, headed by Congress MP Shashi Tharoor , in its report said it understands India's "cautious approach towards a security-centric Quad" due to its policy of multi-alignment."However, given the complex geopolitical dynamics in the Indo-Pacific, the Committee recommend that a more flexible security dimension within the Quad framework may be explored by including initiatives such as conducting joint maritime exercises in the Indian Ocean, aimed at improving coordination, enhancing maritime domain awareness (MDA), and better preparedness for emerging security challenges," it said."Proactive steps taken to deepen the Quad's security cooperation, without compromising its multi-alignment approach, focused on non-confrontational exercises and capacity-building initiatives, could significantly enhance regional stability and strengthen India's role as a responsible maritime power in the IOR," the report to the panel, India should also "deepen its strategic alliances" with regional powers and global partners, particularly through forums such as the Quad, to ensure collective security and strengthen committee further recommended that India should frame a "comprehensive and dynamic strategic engagement plan" for all 35 littoral states of the Indian Ocean Region (IOR), grounded in shared common panel said it acknowledges the paramount strategic, economic, and environmental significance of the IOR for India. With a coastline of over 7,500 km, coupled with its vast Exclusive Economic Zone (EEZ) of 2.4 million sq km, India is uniquely positioned at the heart of one of the most vital regions in the world."Given this geo-strategic importance, the Committee are of the considered view that India's leadership role in the Indian Ocean Region (IOR) is both a natural and necessary extension of its geopolitical and economic interests and thereby, it should take a leading role in ensuring the security, stability, and prosperity of the region," it its report, the panel said the IOR is "vital to China for its great power ambitions"."Its search for energy, mineral resources and its compulsion to look for newer market for finished goods has led China to increase its engagement with IOR littorals. Therefore, consistent presence of People's Liberation Army (Navy) i.e. PLA (N) in the IOR, is a strategic imperative for China," it a written submission, the defence ministry has told the panel that two Carrier Battle Groups of PLA (N) are operational and a third and much more potent aircraft carrier Fujian, is at an "advanced stage of pre-commissioning trials".Dedicated efforts are being made in deep sea exploration for mining rare earth minerals towards niche technologies, and in 2024, 20 Chinese research vessels operated in the IOR for a duration of 862 days, which has been the highest number of days since 2020, the report response to the committee's query about India's assessment of the strategic implications of China's Belt and Road Initiative (BRI) and the String of Pearls strategy in the IOR, the defence ministry said China has maintained presence since 2008 in IOR, "under pretext of anti-piracy operations"."China is increasingly trying to gain foothold in the region to pursue its vested interests and gain strategic leverage over the resources. Overall, these actions would be detrimental to India's economic growth which is linked to the seas," it panel further recommended that India should adopt a multifaceted and comprehensive approach to securing and stabilising the Indian panel also noted that India's strategy for the IOR is anchored in two complementary frameworks -- SAGAR (Security and Growth for All) and MAHASAGAR (Mutual and Holistic Advancement for Security and Growth Across Regions."To ensure greater alignment, precision of objectives, and a more coherent strategy, the Committee recommend that the Ministry of External Affairs should undertake a comprehensive review of both these frameworks and inform the Committee about the outcome of its assessment within three months," it said.
