Scotland's deficit grows by £5.1bn, Gers figures show
The latest Government Expenditure and Revenue Scotland (Gers) figures reported 'overall public finances in Scotland weakening, as expenditure grew faster than revenue'.
For 2024-25, Scotland has a net fiscal deficit of minus £26.5 billion – an increase of £5.1 billion from the previous year – with this the representing minus 11.7% of the country's GDP.
The UK deficit for 2024-25 was minus 5.1% of GDP, less than half the rate of Scotland.
The Scottish Government report said the 'deterioration' between this year and last was in part linked to a fall in North Sea revenue, but it added: 'The difference is primarily explained by movements in non-North Sea revenue and spending, with Scottish revenue growing more slowly and Scottish expenditure growing more quickly than the UK.'
Revenue in Scotland grew by 1.5% in 2024-25 to £91.4 billion.
Spending increased to £117.6 billion in 2024-25, up from £111.4 billion in 2023-24.
'As a share of GDP, public spending remained at historically high levels in 2024,' the report noted.
Scottish Secretary Ian Murray said the figures show Scots benefit from higher public spending than the UK average – with this £2,669 more per person north of the border.
He said this 'means more money for schools, hospitals and policing, if the Scottish Parliament chooses to invest in those areas' – although he also claimed 'people in Scotland will rightly expect to see better outcomes' for these higher spending levels.
Mr Murray said: 'These figures underline the collective economic strength of the United Kingdom and how Scotland benefits from the redistribution of wealth inside the UK.
'By sharing resources with each other across the UK, Scots benefit by £2,669 more per head in public spending than the UK average.
'It also means that devolved governments have the financial heft of the wider UK behind them when taking decisions.'
Scottish Finance Secretary Shona Robison said decisions taken by ministers at Holyrood 'are helping support sustainable public finances'.
She said: 'For the fourth year in a row, devolved revenues have grown faster than devolved expenditure.
'Scotland's public finances are better than many other parts of the UK, with the third highest revenue per person in the UK, behind only London and the South East.'
She also stressed the Gers statistics reflect the current constitutional arrangements, with Scotland part of the UK and 'not an independent Scotland with its own policy, decisions on defence spending and the economy'.
Arguing the figures highlight the 'limit' of devolved powers, Ms Robison said while the Scottish Government is responsible for more than 60% of public expenditure north of the border, it only controls 'around 30% of revenue'.
The Finance Secretary told journalists: 'As an independent Scotland we would have the powers to make different choices, different budgetary results, to build a stronger economy and enable Scotland to be a fairer, wealthier and greener country.'
She pointed to Ireland, saying GDP there had grown 12.5% over the last year, with a budget surplus of 24 billion euros (£20.7 billion) in 2024.
Ms Robison hailed that as an example of 'what a small independent country, one of our nearest neighbours, is able to do with the full powers of independence'.
She said: 'What we want, through the powers of independence, is to be able to make our own decisions.
'If you look at Ireland and what they have been able to do with the powers they have, it's like night and day compared to the economic conditions of the UK economy or the Scottish economy.
'Independence is the direction we want to take because we believe it will unleash the potential, from day one, to be able to emulate some of the economic performance of many of our neighbours, whether it is Ireland, or some of our Scandinavian neighbours.'

It has helped the company achieve some breathing room around potential tariffs on semiconductors, iPhone components, and iPhones themselves getting imported to America. Apple's stock got its mojo back on this upsized spending news, but should you actually buy shares today? Here's what the numbers say. A $600 billion investment Earlier this year, Apple announced that it would spend $500 billion over the next four years in the United States. Last week, it upped its estimate to $600 billion, or $150 billion annually. This is different than a company's announced capital expenditure plans, such as when Amazon promises $100 billion in investments related to data centers and its delivery network. Apple is spending money with its suppliers, including advanced glass screens and various semiconductor manufacturers. It is more of an announcement around committed orders for products, which will spur demand for factory work in the United States. Apple is a sprawling company, and the announced spending will occur in all 50 states, impact 450,000 jobs, and involve 79 different factories. It is astounding how complex Apple's supply chain for the iPhone and other computing hardware is today. However, Apple is still not at the point of a "Made in America iPhone" as assembly and other services are performed in China and India, with Apple negotiating with the U.S. government around what is feasible to bring to the United States. Investors applauded the spending plans as a way to shy away from tariff risks on iPhone and semiconductor imports, which could have added huge costs to Apple's supply chain, damaging its profits. Now, it seems to be in good standing with the U.S. government and regulation authorities again. Does the announcement matter? In regard to tariffs, this spending announcement won't necessarily hurt the company, it just prevents Apple from having future cost increases across its supply chain. However, since the U.S. has higher salaries and labor standards, this investment may lead to higher input costs for product components, which could lead to margin compression. Apple's operating margin has steadily risen since the COVID-19 pandemic, hitting a record high of 32% over the last 12 months. Sourcing components in the United States may reverse this expansion. What matters more at the end of the day is demand for Apple's products. Last quarter, the company released solid figures for the three months ending in June. Total revenue grew just under 10% year over year, driven by services revenue and iPhone revenue growth. Even though the iPhone is almost 20 years old, it remains the bread and butter of Apple's business today. This puts the company in a tough spot. Even though the iPhone remains wildly popular, unit volumes have stagnated for years, meaning Apple is only able to grow revenue by increasing prices. This is not an ideal position to be in. Price increases may be necessary just to maintain profit margins in the future if input costs grow due to the Made-in-America investments. All in all, this announcement does matter. It just might be a negative for Apple's business, contrary to the stock's initial reaction. The truth about Apple stock There are a lot of arguments to be made -- both bearish and bullish -- for Apple stock. Bulls might say this is a fantastic brand with major lock-in effects along with a growing services division with strong profit margins. Bears may say that Apple's unit volumes for the iPhone have fallen with no new successful products coming down the pipeline. For example, the Apple Vision Pro has turned into a total product bust, likely losing the company billions if not tens of billions of dollars. A deciding factor in this debate could be the stock's valuation. Apple's price-to-earnings ratio (P/E) is 35. This is quite expensive for a business with low revenue growth. Compare that to Alphabet, which has grown its revenue significantly faster than Apple over the last few years but trades at a more reasonable P/E ratio of 22. Apple may be a great business, but that doesn't mean you should ignore the price you pay when analyzing its stock. Avoid buying shares of Apple after this post-announcement pop. Foreign holdings of US Treasuries climb to record $9.13 trillion in June
By Gertrude Chavez-Dreyfuss NEW YORK (Reuters) -Foreign holdings of U.S. Treasuries rose to record levels in June, topping $9 trillion for a fourth straight month, data from the Treasury Department showed on Friday. Holdings of U.S. Treasuries climbed to $9.13 trillion in June, up from $9.05 trillion in May. Compared with a year earlier, Treasuries owned by foreigners were up nearly $1 trillion, or 10% higher. However, on a transaction basis, the U.S. experienced outflows of $5 billion after buying roughly $147 billion in Treasuries in May, the largest since August 2022. In April, there was an outflow of $40.8 billion as President Donald Trump's back-and-forth tariff policies roiled markets. Japan remained the largest non-U.S. holder of Treasuries, with a record $1.147 trillion in June, up $12.6 billion from the previous month's $1.134 trillion. UK investors, the second-largest owner of U.S. government debt, raised their pool of Treasuries to another record of$858.1 billion, up 0.6% from $809.4 billion in May. The UK overtook China as the second-largest non-U.S. holder of Treasuries in March. The UK is widely viewed as a custody country, generally a proxy for hedge fund investments. Other countries used by hedge funds for custody services include the Cayman Islands and the Bahamas. Treasury holdings of China, the third-largest owner of U.S. government debt, were little changed at$756.4 billion, compared with $756.3 billion in May, which was the lowest since February 2009 when the country's stock of Treasuries dropped to$744.2 billion. China's holdings were way below their largest level of more than $1.3 trillion held between 2012 and 2016. China, the world's second-largest economy, has been gradually dumping Treasuries to bolster its currency, the yuan. Analysts said a slowing Chinese economy, post-COVID challenges, and trade barriers have diminished China's inflows from exports. Data also showed that other foreign investors in Asia like Hong Kong and India reduced their cache of Treasuries to $242.6 billion and $227.4 billion, respectively. Foreign investors, meanwhile, also poured back into U.S. equities, injecting inflows of $163.1 billion in June that followed $115.8 billion in purchases in May. Data also showed that the net capital inflow into the United States totaled just $77.8 billion, down 75% from the revised$318.1 billion in May, which was the largest since September 2024.
