CAQM defers fuel ban for end-of-life vehicles in Delhi-NCR to Nov
Following its 24th full Commission meeting held on Monday, CAQM announced that enforcement will now begin on November 1, 2025, in Delhi and five high vehicle density districts of Gurugram, Faridabad, Ghaziabad, Gautam Budh Nagar, and Sonipat. The remainder of the NCR will see implementation from April 1, 2026.
The amendment was driven by the Government of NCT Delhi (GNCTD)'s concerns about the operational readiness of the Automated Number Plate Recognition (ANPR) system — a key tool for detecting EoL vehicles at fuel stations. According to a July 3 2025 letter from GNCTD, the system currently suffers from a range of issues, including technological glitches, poor camera placement, and sensor malfunctions.
It was also noted that the system has not been fully integrated with neighbouring NCR states' databases, making it difficult to identify vehicles with incomplete or missing High Security Registration Plates (HSRP).
GNCTD flags legal, operational concerns
GNCTD officials had argued that enforcing a fuel ban solely within Delhi would be counterproductive and legally problematic, especially when the same vehicles remain roadworthy in neighbouring jurisdictions. They cautioned that such selective implementation could drive illegal fuel purchases from adjacent districts, thereby undermining the policy's effectiveness and fostering a black market.
Citing Section 59 of the Motor Vehicles Act, 1988, GNCTD's Chief Secretary warned against defining EoL status based purely on vehicle age, without considering actual emission levels, usage, or mechanical condition.
Unified roll-out across NCR
To address these concerns, CAQM decided to adopt a staggered enforcement strategy. 'All EoL vehicles identified through the ANPR cameras or other such systems installed at the fuel pump stations shall be denied fueling,' the Commission said, adding that the roll-out will occur in two phases — November 2025 for Delhi and key NCR districts, and April 2026 for the rest of the region.
This approach is intended to provide authorities with additional time to strengthen the ANPR system, standardise enforcement protocols across jurisdictions, and ensure all stakeholders — including fuel stations — are adequately prepared.
The Transport Departments of NCR states and GNCTD have been directed to expedite the trial and training for the ANPR system, ensure timely manpower deployment, and report monthly progress to the Commission. They are also required to raise awareness among stakeholders and strictly enforce the revised timelines.
CAQM emphasised that EoL vehicles, once identified, must face appropriate legal action — including impounding — regardless of whether they are caught via ANPR systems, manual checks, or any other mechanism.

Puducherry government secures ₹4,700-crore loan for infra work in UT
The Puducherry government has secured a loan of ₹4,700 crore under the Integrated Infrastructure Development Projects-ADB Loan Assistance (EAP) for the four regions of the Union Territory (UT), Minister for Public Works K. Lakshminarayanan has said. He made the announcement while addressing the public after unfurling the national flag during the Independence Day celebrations in the Yanam region of the UT on Friday (August 15, 2025). The Minister termed securing the loan a big achievement of the government. Of the total ₹4,700 crore, the Minister said ₹210 crore has been allotted for various infrastructure projects in the Yanam region. The projects included the augmentation of the water supply scheme, strengthening of the sewerage network, improvement of urban roads, minor drains, and road connectivity to tourist centres in Yanam, he said. The Minister informed that a multi-disciplinary team from the Central Water Commission had visited Yanam to examine the proposal for the construction of a flood protection wall. The team also examined the feasibility of shore protection work, covering a distance of 1.5 km along the Gowthami Godavari river bank, in Island No 3., he said. 'The Central Water Commission will soon sanction the project proposals submitted by the Yanam PWD in this regard. Similarly, the proposal for the restoration of damaged shore protections from the upstream side of Balayogi Bridge up to the Aratikayalanka border will be sanctioned by the Commission,' the Minister said.

State-specific education policy soon: CM
Bengaluru: Chief Minister Siddaramaiah on Friday said steps are being taken by the state government to frame a comprehensive 'Karnataka-specific' education policy which will lead to holistic development of the youth. A commission constituted for this purpose has recommended a two-language policy in school education and that Kannada or the mother tongue be the medium of instruction up to Class 5. In his address during the 79th Independence Day celebrations here, the chief minister also said the government was upgrading first-grade colleges and polytechnics in the state, and establishing 13 new technical education institutions. 'Recently, the State Education Policy Commission, chaired by Prof Sukhadeo Thorat, submitted its report. For the first time, steps are being taken to frame a comprehensive, Karnataka-specific education policy which will lead to holistic development of our youth,' Siddaramaiah said. The Commission had submitted its report to Siddaramaiah on August 8. It was constituted in October 2023 following the Congress' poll promise to replace the National Education Policy (NEP) of the BJP-led Centre. This year, the government is setting up 500 Karnataka Public Schools (KPS) at a cost of Rs 2,500 crore, Siddaramaiah said.

Pointing out that providing skill training and employment opportunities to youth is a top priority for his government, the CM said that under the motto "My Career, My Choice", vocational guidance programmes are being implemented in 150 government schools for students from grades 8 to 12, benefiting 35,000 students so far. "This will be expanded to train 2.3 lakh students. We are also strengthening and expanding Government Tool Room and Training Centres (GTTCs) and Multi Skill Development Centre (MSDCs) for transforming them into institutions of pride for our state and our youth," he said. Siddaramaiah said for the social and economic empowerment of women, 'Akka Cafes' run by self-help women groups are being set up across Karnataka.
