Book HSRP appointment before June 16, else risk denial of key services
Nagpur: Despite repeated directives from the Maharashtra transport commissioner, a majority of vehicle owners in Nagpur are yet to install High Security Registration Plates (HSRP) on vehicles registered before April 1, 2019. Now, the state transport department has warned that vehicle owners who have not fitted the HSRP plates will be denied key services after June 16. Vehicle owners who have booked appointment for HSRP fitment before this date have been exempted. On June 2, transport commissioner Vivek Bhimanwar issued a order directing all Regional Transport Offices (RTOs) in the state to stop processing ownership transfers, address change in registration certificates, hypothecation entries and removals, duplicate RC issuance, vehicle modification entries, and NOCs for vehicles that are not fitted with HSRP. "Only those vehicle owners who have a valid appointment for HSRP installation will be exempted. Renewal of fitness certificates for transport vehicles and registration certificate renewals for private vehicles are currently not included in this restriction," the order stated. HSRP installation was made mandatory under Rule 50 of the Central Motor Vehicle Rules (CMVR), 1989. The new number plates come with unique serial numbers, holograms and are tamper-proof, ensuring better tracking and security. However, several issues are hampering compliance. Many motorists complain about the cumbersome online appointment procedure and a long waiting list at dealer fitment centres. There are also reports of some dealers charging exorbitant fees, despite clear instructions that no additional charges should be levied. Furthermore, in violation of norms, some dealers are affixing the plates using screws instead of the mandatory permanent fixtures. The transport department has also clarified that imitation HSRP plates — those that merely display holograms, the 'IND' mark, or words like 'INDIA'— will not be considered valid unless they are issued by an authorised manufacturer and updated on the VAHAN portal. Owners of such vehicles risk being fined Rs1,000 under Section 177 of the Motor Vehicles Act, 1988. Out of the 16.71 lakh vehicles registered in Nagpur district before April 1, 2019, only around 21.6% are fitted with valid HSRPs. Among the three RTOs in the district, the Nagpur Rural RTO has recorded the highest compliance so far, with 1.20 lakh out of 5.62 lakh vehicles fitted with the new plates. Officials expressed concern over the widespread disregard for the regulation and indicated that there will be strict enforcement of the order after June 16. Vehicle owners who fail to comply risk not just monetary penalties but also being barred from essential vehicle-related services.

Confusion reigns over HSRP rollout in Telangana
HYDERABAD: Transport officials are still awaiting instructions from the state government on implementing High Security Registration Plates (HSRP) for all vehicles, including those registered before April 2019. Though the government has set a deadline of September 30, officials have raised concerns about completing the process in time, given the sheer volume of vehicles involved. HSRP has been mandatory for new vehicles across the country since April 1, 2019. However, Telangana has yet to implement the rules for older vehicles. Following Supreme Court directions, the state recently issued a gazette notification mandating HSRP for all vehicles, with the implementation set to begin in October and the September-end deadline for compliance. With daily capacity of 4,830, city may take a year to be HSRP compliant
Nagpur: Going by low compliance numbers, the deadline for installing High Security Registration Plates (HSRP) is likely to be extended, again. With just 38 days remaining for the revised June 30 deadline, citizens are rushing to get their vehicle number plates changed. However, due to the limited number of fitment centres, citizens are getting replacement appointments one or two months past the deadline. Currently, the city has 99 authorised centres for replacing the current number plates with HSRP for City RTO (MH-31) and RTO East (MH-49). The combined capacity of these centres 4,830 replacements per day. With around 16 lakh vehicles still to get HSRPs, it would take close to a year to cover for all city vehicles to get the new number plates. So far, only 4% of the total vehicles have replaced their number plates since the drive started in December last year. Under the drive, all vehicles registered before April 1, 2019, must replace their number plates with HSRP. Out of the 16.71 lakh vehicles, 12.59 lakh are registered in City RTO, while 4.11 lakh are registered with RTO East. According to data from RTO officials, City RTO has received 85,976 orders, out of which 34,423 fitments have been completed, while 48,962 appointments have been given. This means that out of the 16.71 lakh total eligible vehicles in the city, only 61,849, or approximately 4%, have completed fitment, while 16.09 lakh vehicles are still pending. Since the drive started, citizens have faced multiple issues, including slow website, overcharging, incorrect fixtures, and a long waiting list for appointments. A senior RTO official stated that the online work is being carried out by the company awarded the contract. "RTO officials are not directly involved in the process. We are just receiving regular data and acting if any complaints are received. The website issue has mostly been resolved, and we are also taking action against centres involved in malpractices," said the official, adding that the issue related to the long waiting list is genuine. Due to the limited number of fitment centres, citizens are forced to wait for months to get their appointments. The RTO official claimed that the decision regarding the number of fitment centres lies with the company. "The company officials claim that since the number of applications is low, the current number of fitment centres is adequate. If needed, they would increase the number of centres," said the RTO official. However, for now, citizens continue to face issues as they are forced to wait for months to get their number plates changed, even after paying money. UP issues notices to 51 car dealers, 28 ARTOs for lapses and delays in vehicle registration
1 2 Noida: Transport department has served notices to 51 car dealers and 28 assistant regional transport officers (ARTOs) for delay and lapses in registration of vehicles across UP. A review of VAHAN portal data for the first quarter of the year showed several dealers had delivered vehicles to customers but not completed registration formalities, uploaded incomplete or illegible documents on the portal, transport commissioner BN Singh said. Many even failed to correct "errors" after files were sent back by the department, he said. In several cases, he said, it was found that ARTOs failed to review the pendency of registration files, approved faulty documentation, or ignored procedural lapses. "Dealers have been directed to submit a clear and satisfactory response within 14 days, failing which legal action for suspension or cancellation of their Trade Certificates will be initiated as per law," he said. Under Rule 44 of the Central Motor Vehicles Rules, 1989, the defaulters may face suspension or cancellation of the trade certificate. There are nearly 10 lakh registered vehicles in Noida. Around 7,000 are registered in the city monthly. There are no defaulters from the city on the list so far, ARTO Noida Siyaram Verma said. "Dealers sell vehicles and upload buyers' documents on the VAHAN portal along with the registration fee. Once the dealer submits the application, the transport department reviews the documents and, if everything is in order, approves the registration. After approval, the dealer generates and installs High Security Registration Plates (HSRPs) on the vehicle. However, in some cases, the paperwork is either incomplete or has clerical errors, such as a mistake in a buyer's name or address. We send these files back for correction, but often the dealers fail to update them properly, which delays the issuance of registration certificates," he said. While registration certificates are typically delivered within two weeks, such lapses can lead to delays, with some owners receiving them after a month or even later.

Colour-Coded Stickers For Fuel Type A Must In Delhi, Heavy Fine For Flouting Law
The Delhi transport department is set to crack down on vehicles that do not display colour-coded stickers indicating their fuel type, officials said on Sunday. According to a public notice, non-compliance will attract penalties under the Motor Vehicle Act. The stickers are part of the High Security Registration Plates (HSRP) mandate, introduced in 2012-13 and made compulsory for all vehicles by 2019. "The Motor Vehicles (High Security Registration Plates) order, 2018 for displaying colour-coded stickers/third registration mark on the windshield of the vehicle. Non-compliance with the above order will also attract the provisions of Section 192(1) of the Motor Vehicle Act 1988," said the public notice issued by the department on Sunday. Section 192(1) of the Motor Vehicles Act states the punishment for those who drive or cause or allow a motor vehicle to be driven in contravention of Section 39 (which relates to registration). "The vehicle owners are advised to ensure strict compliance with the aforesaid order," the notice said further. In 2020, the transport department decided to launch a special drive against violations of the High-Security Number Plates (HSRP), under which there was a provision of a fine of Rs 5000 on any vehicle found plying without HSRP and stickers pasted on number plates.
