No reports of manual scavenging received from states, UTs: Govt
New Delhi, Jul 22 (PTI) No reports of manual scavenging have been received from any state or Union Territory (UT), Minister of State for Social Justice and Empowerment Ramdas Athawale said on Tuesday.
Responding to a question in the Lok Sabha, Athawale said that the Prohibition of Employment as Manual Scavengers and their Rehabilitation Act, 2013, had banned manual scavenging with effect from December 6, 2013.
Despite long-standing concerns raised by activists and independent watchdogs over continued instances of manual scavenging-related deaths, Athawale said, 'No report of the practice of manual scavenging has been received from States/UTs." However, in response to another question, Athawale said the ministry had commissioned a social audit in September 2023 to study sanitation worker deaths.
The audit examined 54 death cases that occurred in 2022 and 2023 across 17 districts in eight states, including four districts of Maharashtra — Mumbai, Pune, Parbhani and Satara.
The audit revealed that these deaths occurred due to hazardous cleaning of sewers and septic tanks and the non-observance of safety procedures laid out under the 2013 Act and corresponding rules. The state and UT governments have been asked to investigate such deaths and take action under Section 7 of the Act against those responsible for engaging workers in prohibited activities.
To address this, the government launched the National Action for Mechanised Sanitation Ecosystem (NAMASTE) scheme in 2023–24 in convergence with the Ministry of Housing and Urban Affairs.
The initiative aims at ensuring the safety and dignity of sewer and septic tank workers across all Urban Local Bodies (ULBs) and empowering them socially and economically.
The scheme includes the provision of PPE kits, Ayushman Bharat-PMJAY health cards, occupational safety training, safety devices for Emergency Response Sanitation Units (ERSUs), capital subsidies for sanitation machinery and workshops to prevent hazardous cleaning practices.
In a separate written response, Minister of State for Social Justice B L Verma said the government is working to expand access to de-addiction services by setting up District De-addiction Centres (DDACs) in 291 districts identified as having no government-supported centres under the National Action Plan for Drug Demand Reduction (NAPDDR). Bhagwant Mann (PTI) Punjab chief minister Bhagwant Mann on Sunday said his government will open 200 new Aam Aadmi Clinics in the state, taking the total number of such healthcare centres to 1,081. Earlier, Mann launched a WhatsApp chatbot for the clinics. "It is a historic day in the healthcare sector of Punjab as a total of 881 Aam Aadmi Clinics across the state have been connected to a WhatsApp chatbot," said Mann. These clinics cater to nearly 70,000 patients daily, and in today's digital age, the chatbot will be most beneficial for patients, said Mann. Mann said the initiative is expected to bring revolutionary changes in healthcare services as approximately 90 per cent of Punjabis own a smartphone, and they can now be directly reached through WhatsApp. "Patients will receive complete health-related information via WhatsApp, and doctors' prescription slips will be accessible through the chatbot," said Mann. Diagnostic test reports will also be shared, and patients will receive reminders about their next consultation dates from the doctor, he said. Regular WhatsApp updates will be provided on care for elderly people with diabetes or blood pressure, pregnant women, and newborns, Mann said, adding that it will eliminate the need for patients to physically store prescriptions or medications, as they can access the information anytime on the messaging platform. Most importantly, Mann said patients can instantly share their reports with family members or consult another doctor through WhatsApp. The chief minister said the health department will also maintain a digital database of patients, their ailments, and treatments. "Punjab will soon be launching 200 more Aam Aadmi Clinics to ensure quality healthcare services for all," he said, adding that the state government is committed to providing free medical treatment to every citizen. Punjab is also the first state in the country to implement the 'Mukhya Mantri Sehat Yojana', which provides medical treatment of up to Rs 10 lakh per family, he further said. Targeting the previous governments, Mann said in the poll manifestos, there was no mention of the health sector, due to which people were left to fend for themselves. He said the situation had deteriorated to the point where patients suffering from serious illnesses in villages did not even want to seek treatment because the high cost made them hesitant to push their families into debt. It is the duty of governments to provide quality health services free of cost, and they are fulfilling this responsibility with dedication, said Mann. Stating that the Punjab government is making significant efforts to turn the state into a medical hub, he informed that approval has been given for the establishment of four new medical colleges in Kapurthala, Hoshiarpur, Sangrur, and Nawanshahr. He claimed that due to several "pro-people' decisions, the people's trust in government institutions is increasing. Many children have shifted from private schools to the 'Schools of Eminence', he said, adding that this year, 208 students from government schools have cleared the prestigious JEE Advanced exam, and over 800 students have successfully passed the NEET exam. Calling the Road Safety Force (RSF) a life-saving force, Mann said hundreds of lives have been saved since its inception. He said when he was a member of Parliament, data indicated that more than 5,000 lives were lost annually in road accidents in Punjab. The formation of the RSF has led to a 48 per cent reduction in such deaths, setting an example for other states as well, he said, adding that the force consists of specially recruited and trained personnel, including women, and is equipped with 144 modern vehicles.

Govt says National Medical Commission rules allow complaints against docs, but commission rejects them
NEW DELHI: Responding to a Parliament question on whether the National Medical Commission (NMC) was biased towards doctors, the health ministry has stated that the ethics regulation of 2002 provided for complaints against doctors. However, NMC's ethics section has been rejecting all patient appeals claiming that the NMC Act prevails over the 2002 ethics regulation. The NMC act states that doctors can file appeals against state medical council decisions. Referring to this, the ethics section has been dismissing all appeals filed by patients claiming that only doctors can file an appeal, even though it is against the law. The NMC Act itself clearly states that 'the rules and regulations made under the Indian Medical Council Act, 1956, shall continue to be in force and operate till new standards or requirements are specified under this Act or the rules and regulations made thereunder'. Since the Indian Medical Council (Professional Conduct, Etiquette and Ethics) Regulations, 2002 has not been replaced, it still stands. Clause 8.8 of the 2002 ethics regulation states: 'Any person aggrieved by the decision of the State Medical Council on any complaint against a delinquent physician, shall have the right to file an appeal to the MCI within a period of 60 days from the date of receipt of the order passed by the said Medical Council'. Yet, over 162 appeals of patients have been rejected by the NMC. In the reply to Parliament, minister of state for health Anupriya Patel stated that 'to ensure that the NMC functions in a transparent and fair manner', the central government appoints the chairperson and presidents of four autonomous boards as per the NMC Act 2019. However, there is no transparency as even the minutes of the meetings of the NMC and its autonomous boards are not available in the public domain as used to be the case with the erstwhile Medical Council of India. Moreover, all autonomous boards including the posts of presidents are currently almost entirely vacant with the government having failed to make appointments for over 10 months. The few minutes of commission's meetings accessed using RTI show that most non-doctor ex-officio members hardly ever attend meetings and hence most decisions are taken by commission members, almost most of whom are doctors. Of the 33-member commission, about 20 are doctors. 'I have complained to the health ministry and the law ministry by registered post about NMC rejecting patient appeals and hence I have proof. So, the health ministry cannot claim to have not received any complaints,' said Gokul Aneja, husband of a victim of alleged medical negligence, who appealed against the decision of the Punjab state medical council, only to have his appeal rejected twice.
