The Abu Dhabi Department of Education and Knowledge (ADEK) has confirmed that private schools in the emirate may temporarily suspend operations for a minimum of one academic year and up to a maximum of three academic years, subject to prior approval from the Department.
The revised school licensing policy, now available on ADEK's official website, provides detailed guidance on the temporary closure process and associated responsibilities.
According to the policy, any school intending to temporarily close must submit a formal request addressing four key components: The reason for closure The proposed date of closure (which must coincide with the end of the academic year) Proposed arrangements to facilitate the transfer of students to other schools Submission of the request no less than six months before the academic year concludes
Once ADEK grants approval, the school is required to inform all stakeholders—including staff and parents—within seven days.
If a school remains closed for longer than three academic years, its licence will be automatically revoked. To resume operations, it must apply for a new licence. Permanent closure is also permitted, provided the school submits a formal cancellation request to the Department.
Schools granted approval for temporary closure must meet the following eight obligations: Fulfil all legal and contractual obligations towards staff, parents, students, and external parties Obtain all required legal and financial clearances Settle outstanding dues to staff in accordance with contract terms and the Ministry of Human Resources and Emiratisation's regulations Refund any unearned fees to parents Remove any transfer restrictions on students through the Electronic Student Information System (eSIS) Cancel staff work permits via the Private Schools Staff System (PASS) at least 20 working days prior to closure Submit all student records and files to ADEK within 20 working days of the closure date Provide parents with their children's academic reports and transfer certificates
In the case of voluntary permanent closure, schools must formally request the cancellation of their licence in accordance with ADEK's policy. If a school wishes to resume operations after a temporary suspension, it must reapply and fulfil all licensing requirements.
In instances of non-compliance, ADEK may enforce a forced closure and revoke the school's licence, as stipulated in its compliance policy.
As outlined in Article (8) of the Private Schools Regulatory Framework—introduced under Executive Council Resolution No. (26) of 2013—ADEK issues three categories of licences for private schools:
A Provisional Licence may be issued to new schools upon submission of a complete and compliant application, in line with the Private Schools Policy and Guidelines Manual. This licence is valid for one academic year and may be renewed once, subject to the school's adherence to its approved operational plan and any additional conditions imposed by ADEK.
Schools seeking to renew their Provisional Licence must apply at least 60 days before the licence expires. ADEK may inspect the school to assess its progress. Notably, the provisional period cannot extend beyond one academic year from the commencement of educational activities.
This updated policy came into effect in the first term of the 2024/2025 academic year. Full compliance is expected by the beginning of the 2025/2026 academic year.
Schools are required to obtain a General Licence within two years of starting operations. This licence, valid for two years, is granted to schools that have undergone inspection and received a minimum rating of 'acceptable.' Renewal applications must be submitted at least 60 days prior to expiry, and ADEK reserves the right to conduct inspections as part of the review process.
An Accredited Licence may be issued following a comprehensive inspection and evaluation by ADEK or an authorised third party. To qualify, a school must meet ADEK's minimum accreditation standards. This type of licence is valid for up to five years.
The Director General of ADEK is authorised to revoke any type of school licence—Provisional, General, or Accredited—at any time if the institution fails to comply with the requirements set out in Executive Council Resolution No. (26).

AFP | Paris The countries that run the biggest trade surpluses with the United States may be the prime targets of President Donald Trump's incoming onslaught of 'reciprocal' tariffs. Trump is set to unleash tariffs on Wednesday -- what he has dubbed 'Liberation Day' -- that will vary from country to country depending on the duties they impose on US goods and other factors such as value-added taxes. Here is a look at the countries that export much more to the United States than they import: Perennial champion China China, the world's second biggest economy, is the country with the highest trade surplus with the United States, shipping everything from electronics to toys and clothing. The US- China trade gap reached $295.4 billion last year, according to the US Commerce Department's Bureau of Economic Analysis (BEA). Known as the world's factory, China produces goods for Chinese and foreign companies, including US firms, that are then exported across the globe. Trump also accuses Beijing of manipulating the yuan to make Chinese-made products more competitive abroad. The US leader, who had launched a trade war with Beijing during his first term, has already imposed additional 20-percent tariffs on Chinese goods this year, triggering retaliatory duties from Beijing. 'Brutal' EU The United States had a trade deficit of $235.6 billion with the 27-nation European Union last year. Trump has slammed the EU as 'absolutely brutal' in its commercial relations with Washington. Ireland had the biggest trade surplus at $86.7 billion, partly due to the presence of US companies that have taken advantage of the country's low corporate tax. Germany, Europe's top economy and major car exporter, came in second at $84.8 billion, followed by Italy at $44 billion. While US official figures show France has a surplus of $16.4 billion with the United States, French customs data report a deficit of several billion dollars for the European country, since they do not take the same numbers into account. Mexico and Vietnam Mexico came in third place with a surplus of $171.8 billion in its trade with the United States, followed by Vietnam at $123.5 billion. Both countries have become popular with multinationals looking for low-cost manufacturing to export to larger markets. Mexico is attractive due to its proximity to the United States and a North American trade pact that also includes Canada. Many US companies have built factories there and Chinese companies are also using the country to access the US market. Vietnam has also benefited from the trade war between Beijing and Washington during Trump's first term in office, becoming an alternative manufacturing site in Asia as the US intensified pressure on China. The trade surpluses of Mexico and Vietnam rose during the first Trump administration. Vietnam's trade surplus with the United States doubled between 2017 and 2023. Mexico became the top exporter of goods to the United States in 2023. Other surplus kings Taiwan, a major producer of semiconductors that are vital for the US tech sector, has a trade surplus with the United States of $73.9 billion. It is followed by major car and tech exporters Japan at $68.5 billion and South Korea at $66 billion.

Ajman Municipality and Planning Department has announced that the value of construction contracts in the northern emirate for FY 2024 hit AED9.65 billion ($2.6 billion), up 62.6% when compared to the previous year's figure of AED5.9 billion ($1.6 billion). This aligns with the emirate's strategic goal of achieving sustainable development in the construction and building sector, it stated. The value of the contracts saw significant growth while comparing to 2023, when it reached AED5.936 billion. Abdul Rahman Mohammed Al Nuaimi, Director-General of the Department, emphasised Ajman's success in positioning itself as a model modern emirate that ensures a high quality of life for residents, visitors, and tourists while providing an ideal investment environment for successful and sustainable projects across various sectors. The 62.6% jump in the value of construction contracts for 2024 was mainly due to the continuous efforts, strategic planning and forward-thinking policies of Ajman government. All these efforts were aimed at enhancing service excellence in building permit issuance, expediting processes, and boosting the emirate's global competitiveness, it added.
