
Final phase of £150 million Cross Tay Link Road project delayed
Works on two bridges - as part of the Perth City Centre Improvements - have been rescheduled
Scheduled works on two Perth city centre bridges have been pushed back by a year each.
The works form part of the final phase of the £150 million Cross Tay Link Road project.
A Perth City Centre councillor has raised concern that the Perth City Centre Improvements phase is not forgotten.
A brief reference was made to the delays in an update on PKC's six-year composite capital budget for 2024-2030 put before the Finance and Resources Committee on Wednesday, April 30.
At Wednesday's meeting, Perth City Centre councillor Peter Barrett asked what the renewed timeline would be for the planned works on both the Old Perth Bridge (also known as Smeaton's Bridge) and Queen's Bridge.
PKC's strategic lead for Environment and Infrastructure Fraser Crofts explained: "We've had some further staff turnover within the team unfortunately."
"In terms of delivery of those two schemes, it's been pushed back by one year each."
Building work on the Old Perth Bridge has been postponed until 2026/27 and Queen's Bridge until 2027/28.
Mr Crofts assured councillors there were "ongoing inspections" of both bridges in terms of safety.
Cllr Peter Barrett asked that this final phase "doesn't get forgotten about".
The Liberal Democrat councillor said: "Obviously, we have all been really pleased to see the completion of the Cross Tay Link Road and the reduction in traffic that that has created in the Scone Main Street, Old Perth Bridge, Atholl St corridor which is really welcome in terms of road safety for residents and amenity for shoppers.
"But I am concerned the final phase of Transport Futures' Cross Tay Link Road (CTLR) project doesn't get forgotten about. And are the staff shortages going to have an impact on delivering the environmental and road safety improvements in the Scone Main Street, Old Perth Bridge, Atholl St corridor area?"
Councillors were told the rollout of national initiatives, as well as staffing issues, had impacted the planned works taking place.
Mr Crofts said: "In terms of the majority of the work we agreed to undertake on the back of the CTLR that has been carried out. We continue to work through the programme as we go forward.
"Members will be aware of some other national initiatives that have come our way, not least the pavement parking ban and the 20mph rollout as well.
"But we will work and prioritise, within the resources that we have, to deliver on all fronts. To the best of my knowledge, we are pretty much back to capacity now across the Traffic and Network team."

Reform UK to send first ‘Doge' team to look at council spending in Kent
Reform UK is set to send in its first Elon Musk-style Department of Government Efficiency (Doge) unit to look at 'wasteful spending' in councils. A team of software engineers, data analysts and forensic auditors will 'visit and analyse' local authorities, starting with Kent County Council on Monday, the party said. It follows the US Doge, which was launched during Donald Trump's presidency to cut federal spending. Billionaire Musk was involved but has since left his position spearheading the unit. Reform says its UK version will be led by a yet-unnamed man described as one of the country's 'leading tech entrepreneurs with a specialism in data analytics who has also been a turnaround CEO'. The party said that the unit will use artificial intelligence, advanced data analysis tools and forensic auditing techniques to 'identify wasteful spending and recommend actionable solutions'. A letter sent to Kent County Council, which Reform now controls after the May local elections, read: 'The scope of the review includes but is not limited to: Contractual arrangements with suppliers and consultants, all capital expenditure, use of framework agreements and direct awards, any off-book or contingent liabilities, use of reserves and financial resilience, any audit flags raised by internal or external auditors in the last three years. 'We request that all relevant council officers provide the Doge team with full and prompt access to: Council-held documents, reports and records (electronic and paper), relevant finance, procurement, audit and contract data, meeting minutes and correspondence concerning major procurements, any internal investigations or whistleblowing reports relevant to financial matters, any additional documents that might be of assistance.' It added: 'Should you resist this request, we are ready to pass a council motion to compel the same and will consider any obstruction of our councillors' duties to be gross misconduct. We trust this will not be required.' It is signed by council leader Linden Kemkaran, party chairman Zia Yusuf and party leader Nigel Farage. Mr Yusuf said: "For too long British people have been British taxpayers have watched their money vanish into a black hole. "Their taxes keep going up, their bin collections keep getting less frequent, potholes remain unfixed, their local services keep getting cut. Reform won a historic victory on a mandate to change this. "As promised, we have created a UK Doge to identify and cut wasteful spending of taxpayer money. Our team will use cutting-edge technology and deliver real value for voters." A Kent County Council spokesman declined to comment. The Liberal Democrats, who are the second-biggest party in Kent, say that when so much of the budget is mandatory, Reform have very little room to make savings. Liberal Democrat Cllr Richard Streatfield, Kent County Council, said: "Cuts are not part of the equation. "We have a growing population of over 65s who are using demand-led services and only 0.6% of our budget is on discretionary services. "We are using 99.4% of the county council's taxpayer's money for services that we are legally obliged to provide." Sarah Barwick, Branch Secretary of Unison said: "There's fears of job cuts. KCC's really reduced its number of staff in the number of years I've been employed. "We're right at almost the lowest point of staff that you can get without serious problems that could compromise the services." During a local election campaign launch in March, Mr Farage told supporters: "Frankly folks, what we need in this country to pay for the cuts that people deserve and need, we need a British form of Doge, as Elon Musk has got in America. Let's have a British Doge."

‘Momentum is building': Green industries praise clean energy rules for new homes
With a significant amount of the UK's carbon footprint coming from gas heating of homes, the FHS will require new housing in England to produce fewer carbon emissions than those built under current regulations. The renewable energy sector, alongside green campaigners, have welcomed the 'common sense' proposals. Trevor Hutchings, chief executive of the Renewable Energy Association (REA) said: 'The growth of solar power has been one of the UK's biggest renewable energy success stories, demonstrating without a doubt that we don't have to choose between lowering our emissions and lowering household energy bills. 'Today's announcement – which the REA has long campaigned for – takes this one step further – not only enabling thousands of future homeowners to experience the benefits of affordable and clean power, but supercharging growth in the British renewable energy industry and driving forward our energy transition.' Chris O'Shea, chief executive of Centrica, said: 'The age of solar is well and truly upon us, with millions of households up and down the country already benefiting from generating their own free electricity from the sun. 'With the Future Home Standard expected in the autumn, momentum is building behind Great Britain's rooftop revolution.' Mike Childs, head of policy, science and research at Friends of the Earth, called the move 'plain common sense' but warned that ministers must act to help decarbonise homes that are already built. 'The Spending Review next week must ensure that the forthcoming Warm Homes Plan is sufficiently funded so that that everyone can enjoy these benefits, and no one is left behind because they can't afford the changes,' he said. Greenpeace UK's head of politics Ami McCarthy said: 'It's extraordinary that such a common-sense solution has taken so long to be rolled out, and this Government deserves full credit for this breakthrough. 'Now ministers need to urgently reform the UK's energy system as a whole and stop gas from setting the price of electricity so that everyone, whether living in a new build or not, gets to enjoy the lower bills that cheap, clean renewable power can bring.' Under the proposed changes, developers must meet solar panel coverage equivalent to 40% of the building's flood area – and those that cannot must install a 'reasonable amount of solar coverage'. The changes will be subject to practical limits with flexibility in place for new homes surrounded by trees or with lots of shade overhead, the Government said. Liberal Democrat MP Max Wilkinson praised the move after ministers previously rejected his 'Sunshine Bill' – a similar law which would have seen new builds come with solar panels equivalent to at least 40% of their ground floor area as standard. The Cheltenham MP told the PA news agency: 'This news will help us fight the cost-of-living crisis by lowering people's energy bills while reducing carbon emissions too. 'I've been campaigning on this since long before I was an MP and was determined to build on its success after I was elected. 'I welcome today's news from the Government and I'm pleased we can all look forward to a brighter future – but there will be more work to do to ensure solar for new builds begins without delay.' Housebuilders largely welcomed the announcement but warned against introducing burdensome paperwork which may harm the Government's efforts to reach its target to build 1.5 million new homes by 2029. Neil Jefferson, chief executive at the Home Builders Federations, said: 'Moving forward, as we look to meet the more challenging carbon reductions set by Government, we will see solar PV panels on the overwhelming majority of new homes. 'We welcome recognition from Government that there needs to be flexibility around the number of panels on roofs in some locations, to reflect orientation and house design. 'We need to ensure the process to agree the number of panels in such locations is workable and not overly bureaucratic such that it does not delay attempts to increase housing supply.' Mark Wakeford, national chairman of the National Federation of Builders, said: 'Solar panels on new homes make sense because they lower bills and progress the clean energy revolution we so desperately need. 'Credit must also be given for recent announcements on grid investment and connection reforms, as these were important challenges to recognise and solve for a rooftop revolution to happen in practice.'

David Chadwick calls for rail powers to be devolved to Wales after confirmation East-West Rail brings no funding uplift WELSH Liberal Democrat MP David Chadwick has criticised the UK Government after it confirmed that Wales will receive no additional funding from the £6.6 billion East-West Rail scheme, which runs entirely between Oxford and Cambridge in England. Mr Chadwick uncovered the detail through a written parliamentary question answered by the Parliamentary Under-Secretary of State for Transport, Simon Lightwood. The project has been classified as an 'England and Wales' scheme, despite not including any infrastructure in Wales — a classification that prevents Wales from receiving a proportional share of funding through the Barnett formula. Independent estimates suggest Wales could have received over £360 million in consequential funding from East-West Rail if it had been classified as 'England only.' Broader estimates indicate that similar misclassifications over the past decade may have cost Wales more than £4 billion in potential funding. In the House of Commons, Mr Chadwick described the decision as 'shocking,' and renewed calls for the devolution of full rail infrastructure powers to the Senedd. He argued that only through devolution can Wales prevent future misallocations and ensure investment in local lines such as the Heart of Wales Line. Speaking after the exchange, Mr Chadwick said: 'It is simply indefensible that Wales continues to be frozen out of hundreds of millions in rail funding for projects that do not lay a single centimetre of track in our country. We saw this with HS2, with Northern Powerhouse Rail, and now again with East-West Rail. Time after time, Wales is left behind.' He added: 'Wales must be able to invest properly in its own rail network. That includes delivering serious improvements to the Heart of Wales Line, which has been neglected for decades. This line is a lifeline for rural communities, supporting jobs, education and tourism, and it deserves the same level of ambition and investment as rail services elsewhere in the UK.' While critics point to a pattern of funding disparities, the UK Government maintains that major rail projects often bring broader economic benefits across the UK, including Wales — for example, through supply chains or job creation. However, Welsh politicians and transport experts have repeatedly argued that these indirect benefits do not match the level of direct investment seen in other parts of the union. The Welsh Government has long advocated for the devolution of rail infrastructure powers, which are currently reserved to Westminster. It has argued that devolution would enable more targeted investment in Wales's underfunded network — a view backed by a growing number of transport economists. Mr Chadwick and the Welsh Liberal Democrats continue to campaign for East-West Rail to be reclassified as an 'England only' scheme and for a fair funding settlement that reflects actual geographic delivery. They are also pressing for urgent investment in rural rail services, particularly the Heart of Wales Line, which connects Swansea to Shrewsbury via mid Wales.
