It was recently announced that Howard University and Google are partnering under the name Project Elevate Black Voices to release data that can be used by artificial intelligence to better understand African American English (AAE). A media release from Howard University explained that researchers traveled across the United States to capture different dialects used within the Black community, collecting 600 hours of vocal data across 32 states in different dialects, dictions and accents. The project's aim is to address the inherent bias baked into many artificial intelligence-driven tools we use to address difficulties interpreting and understanding Black users who have dialects and diction more common in the Black community. Howard University will own the dataset and licensing, making the data available to researchers and institutions at historically Black colleges and universities (HBCUs) and will allow Google to use the dataset to improve its products.
In an Instagram post made by pocintech about the project, there were many who were leery of the partnership stating it wasn't a good idea, with some wondering how this partnership would benefit the Black community. It's understandable for some to be suspicious about this type of partnership. There is a long history of tech being extractive, exploitative and harmful to the Black community. The erasure of Black creators who have started trends and viral dances yet are the least protected on social media, racial bias in facial recognition software used for policing and surveillance, and technology that is more likely to flag Black creator's content as 'offensive,' are just a few examples.
Though the backlash is warranted, we should also consider the different ways that a robust dataset containing different types of AAE can benefit Black workers and help create better technology. Many companies use tech tools like Zoom and Microsoft Teams auto-captioning, AI notetakers, and meeting recording summaries. Having more data about AAE will help to improve these speech recognition tools, which can often misinterpret AAE. In some cases, a dataset like this may make employees less likely to codeswitch because they won't have to worry as much about whether their voice and speech patterns will be understood by workplace AI tools, making these tools more inclusive and accessible. Industries like healthcare, customer service and the legal sector, which may use speech-to-text tools for things like clinical documentation, customer sentiment analysis, and to transcribe legal documents could particularly benefit from Project Elevate Black Voices.

The criticism that can be seen online is not completely unwarranted. There are very real tensions around who will have access to the dataset in the future and some are worried that the data could be extracted and exploited to the detriment of the community that it was designed to benefit. The value of this type of rich data outside of improved speech recognition tools is a preservation and archive of Black American culture during a time when Black history is being actively erased. In the wrong hands though, this type of data could be used in nefarious ways, furthering the use of Black AI influencers and digital Blackface, training AI products without the compensation or credit (and in some cases the knowledge) of those whose data was used to train these products, and expanding the use of surveillance technology that disproportionately harms and targets Black people.
According to Howard's media release about the partnership, 'The Howard African American English Dataset 1.0 will initially be made available exclusively to researchers and institutions within historically Black colleges and universities to ensure that the data is employed in ways that reflect the interests and needs of marginalized communities, specifically African American communities whose linguistic practices have often been excluded or misrepresented in computational systems.' It's understandable to question how this data could be used to further the harm that Black communities already face. While the initial intentions in collecting this data may be benevolent, it's imperative to understand how easy it is for data to be wielded for corrupt and capitalistic purposes.
It is a great move that the data will be available to HBCU institutions, but a word of caution: Black-led, Black-founded and Black-owned organizations and institutions are not immune to harm and extraction—one could argue that within these systems, harm is more insidious and is sometimes more challenging to spot and combat. Organizations and institutions that are primarily Black or led by Black people can still engage in practices that are oppressive and harmful. Audre Lorde taught us that, 'the true focus of revolutionary change is never merely the oppressive situations we seek to escape, but that piece of the oppressor which is planted deep within us.' We must be careful that when we are trying to reclaim equity and repair broken tools that we do not recreate newer versions of the same harmful systems.

It's time Canada took another look at how it taxes death

In 1789, one of the founding fathers of the United States, Benjamin Franklin, famously wrote in a letter that 'In this world nothing can be said to be certain, except death and taxes.' So true. But what happens when a death occurs? Does the taxman take an interest? Around the world, the answer is an emphatic 'yes.' However, the form of such taxes can vary widely. For example, some countries have an estate tax based upon the fair market value of the decedent's property at death. There is often a basic exemption for such amounts so that it is only the amount of the estate in excess of that exemption that is subject to tax. The U.S. and a handful of other countries, such as the United Kingdom, South Korea and Denmark, have a traditional estate tax. In the U.S., it's fair to say the estate tax is more of a symbolic tax. It was originally established in 1916 with the stated policy objective of preventing dynastic wealth accumulation. The exemption amount is now US$15 million (but it will be indexed to inflation starting in 2026) as implemented by the One Big Beautiful Bill. Such a large exemption exempts the vast majority of deaths from the tax. For example, in 2022, the U.S. estate tax applied to only about 3,900 taxable estates — roughly 0.11 per cent of deaths — and raised approximately US$22.5 billion out of total federal revenues of approximately US$4.9 trillion. In other words, it's a pittance. Most tax practitioners know it's pretty easy to walk around the U.S. estate tax. It's fair to say the estate tax has failed to achieve its original policy objective. In other countries, an inheritance tax is common, and the recipients of a deceased's estate pay it. Countries such as Germany, France, Belgium and others deploy this type of regime. There are a variety of other death tax regimes, like a capital acquisitions tax in Ireland that is triggered when an individual acquires wealth, either through inheritance or gifts. Chile has a similar regime. Other countries, such as Greece, Italy and parts of Latin America, have stamp or notarial duties that apply when people register their inheritances. What about Canada? It introduced an estate tax in 1947 and it operated similarly to the U.S. model. In 1966, the Royal Commission on Taxation recommended the country abolish it and instead introduce an inheritance tax. 'The estate tax fails to account for the economic position of those who receive the assets and cannot be properly integrated with a personal tax system based on income and individual ability to pay,' its report said about the estate tax. 'We believe that an integrated income tax system should treat all accretions to wealth, whether earned or unearned, as part of the taxpayer's income, and that gifts and inheritances should be included in income for this reason.' In the end, after much debate and consideration, the government chose to abolish the estate tax and not introduce an inheritance tax as recommended by the commission. It appears that, like today, any form of death tax in the late 1960s and early 1970s was very unpopular with voters. Accordingly, Canada decided to introduce a deemed disposition upon death rule as part of the introduction of capital gains tax effective Jan. 1, 1972 (previously, capital gains were not taxable). The new regime treated death as a disposition event of one's worldwide property, with any resulting gains included in their final income tax return. Such a regime combines with the acceleration of deferred income inclusions — such as registered retirement savings plans and registered retirement income funds — which are included in income upon death. This overall regime has had some tweaking over the years, but the basic architecture has remained since 1972. There are a number of exceptions to the deemed disposition and deemed income inclusion tax. For example, if the deceased's assets all vest with a surviving spouse or common-law partner, the tax is deferred until the survivor's death. Canada's regime is very unique. Has it served Canada well? It's fair to say it was and continues to be a clever compromise to avoid the administrative complexities of an estate tax and/or inheritance tax. It's also less politically charged than a traditional estate or inheritance tax, which is often thought to be unfair given that it may result in double tax (since assets are usually accumulated with after-tax amounts and taxed again at death) and liquidity issues (the liquidity issue is diminished for an inheritance tax, however). Notwithstanding, it's time Canada took another look at how it taxes death. From a tax policy design perspective, using death as a trigger for taxation makes sense given its administrative efficiency. But does our current regime help prevent dynastic wealth? Should it? Do we care? Are there reasons to not tax upon death so as to assist with generational wealth accumulation, especially for lower- and middle-income families who have modest assets? Benjamin Franklin wasn't wrong. Death and taxes are certain. But that doesn't explain why most Canadians have no idea how the two collide. That lack of financial literacy comes at a cost. As trillions in wealth prepare to shift between generations, Canada cannot keep pretending that our current approach to taxing death is sacrosanct. It may be efficient, but is it fair? Does it need updating? Prime Minister Mark Carney's commitment to an 'expert review' of our corporate tax system is the same tired half-step we've seen for decades. What the country needs is a full-scale, unapologetic review of the entire tax system, including how we tax death. Canada's personal tax rates need to come down. UnitedHealth Group reports mixed second quarter earnings; stock down in pre-market trading.

UnitedHealth Group (UNH) reported second quarter earnings Tuesday beating Wall Street's expectations on the top line by a small margin, and missing on the bottom line. But its earnings continues a trend of higher-than-expected costs in the industry this quarter. The company reported revenues of $111.6 billion, compared to Wall Street expectations of $111.53 billion, and adjusted earnings per share (EPS) of $4.08, compared to $4.59 expected by the Street. The revenues are up nearly $13 billion, year-over-year, compared to the second quarter in 2024. But margins have shrunk, from 4.3% in 2024 to 3.1% this quarter. The company also updated its guidance for the full year, after pulling it last quarter. It now expects revenues between $445.5 to $448.0 billion, and adjust earnings at least $16 per share. UnitedHealth's stock was falling in premarket trading on Tuesday, more than 3% after the earnings report released. Industry pressure More patients seeking care means more premiums being paid out and less revenue for health insurers. Typically, insurers aim to be on the lower end of between 80%-85% of the premiums they receive, known as the medical expense ratio. UnitedHealth reported 89.4% this quarter, compared to 84.8% in the first. That number is the highest in the company's history, breaking its 2024 record of 85.5% — which was attributed to higher utilization of care by seniors. Other insurers have reported 90% or more in the second quarter this year — a significant jump from prior quarters, and it's all related to Medicare or Medicaid programs. The marks a continuing trend, which has been plaguing the industry since last year and has taken several stocks for a ride every quarter. Notably, CVS (CVS) saw a hit to its stock after its Aetna Medicare costs came in higher than expected, but then its stock was boosted last quarter as fears of costs were allayed. This quarter, Centene (CNC) and Elevance (ELV) have faced higher-than-expected costs. The hit to UnitedHealth Tuesday appears to be a delayed part of that trend — and the company has acknowledged it, like other big insurers, is surprised by the hit. Especially with the company's focus on revenue management, owning and acquiring companies over the years that would rely on technology to streamline and increase profits. 'UnitedHealth Group has embarked on a rigorous path back to being a high-performing company fully serving the health needs of individuals and society broadly,' said CEO Stephen Hemsley, in a statement. 'As we strengthen operating disciplines, positioning us for growth in 2026 and beyond, the people at UnitedHealth Group will continue to support the millions of patients, physicians and customers who rely on us, guided by a culture of service and longstanding values.' Industry change In addition to the insurance market woes, UnitedHealth has faced internal struggles. Former CEO Andrew Witty was ousted in May, and former CEO and board chair Stephen Hemsley then took the helm. The executive shakeup came after a year of turmoil for the company, including the largest ever cyberattack on its Change Healthcare subsidiary. Meanwhile, the company is still reeling from the death of insurance executive Brian Thompson, who was shot and killed in New York City last year. The incident prompted an awakening in the insurance industry, which faced a backlash for its system of prior authorization requirements that result in denials of care. Several companies, and the Trump administration, have pledged to fix the problems and relax prior authorization burdens for patients. Humana executives said last week during an earnings call that the company would reduce prior authorizations by one-third of the current volume. United Health previously said that it only sees prior authorizations for 2% of total claims and that it will further reduce that amount. UnitedHealth said Tuesday the company is focused on greater transparency with Hemsley leading, and expects to continue offering greater insight into its operations as it rebuilds the company.
