Wanted criminal killed in encounter with STF near UPS Prayagraj
Prayagraj (UP), Aug 7 (PTI) A man wanted in multiple cases of murder was killed in an encounter with the Special Task Force (STF) near Shivrajpur crossing here on Thursday.
Additional Director General (law and order), Amitabh Yash, said the STF received credible inputs that Ashish Ranjan alias Chhotu Singh was on his way to Prayagraj along with an associate to carry out a crime.
Acting on the tip-off, the Prayagraj STF laid a trap near the Shivrajpur crossing to intercept the accused.
However, upon being challenged, Ranjan opened indiscriminate fire at the STF using an AK-47 rifle and a 9 mm pistol, the ADG said.
Ranjan sustained bullet injuries in retaliatory firing and was rushed to a nearby hospital, where he died during treatment, the officer said.
The STF recovered the AK-47 rifle, 9 mm pistol, a large quantity of live and used cartridges, and a motorcycle from the spot.
Further legal proceedings are underway, the ADG said. PTI ABN ARI

HC orders Punjab to promote inspector who fought terrorist in Dinanagar as DSP
Chandigarh: The Punjab and Haryana high court has directed the Punjab govt to promote an inspector with the special operations cell of Punjab Police, , who suffered bullet injuries during the 2015 terrorist attack at Dinanagar police station in Gurdaspur district, to the rank of DSP. There was a conscious decision to grant promotion which was never withdrawn or modified…This court is of the considered opinion that the petitioner was also entitled to promotion from the rank of Inspector to DSP," observed the HC while directing the state to promote Balbir Singh. In its detailed order released on Friday, the HC also observed that by giving an out-of-turn promotion as DSP to another cop, Bikramjit Singh Brar, the state has considered that an inspector may be promoted out of turn. "The appointment and promotion to the post of DSP is governed by 1959 Rules. Rule 14 empowers govt to relax any provision for the reasons to be recorded in writing," the HC has held. The HC passed these orders while allowing the plea filed by Balbir Singh, who joined Punjab Police in 1992 as an ASI and was promoted to inspector in 2011. During the Dinanagar operation, he played a key role in saving the Gurdaspur senior superintendent of police (SSP) and suffered two gunshot injuries fired from AK-47 rifles by the terrorists. He was admitted to a private hospital in Amritsar where he underwent surgery. On Aug 3, the state govt condemned the Dinanagar terrorist attack and announced a job for the next of kin of martyr cops. Later, the state govt promoted all the cops but denied him promotion to the rank of DSP on the grounds that since he was awarded the President's Police Medal for Gallantry, he could not be promoted. On this, Balbir Singh contended that during the pendency of the petition, the state appointed another inspector, Bikramjit Singh Brar, as DSP, who was also awarded the President's Police Gallantry Award. He encountered notorious gangster Vicky Goundar on Jan 25, 2018. He was promoted by the decision of the cabinet. If the similarly situated inspector can be promoted, there is no reason to deny the benefit of promotion to the petitioner, his counsel submitted. After hearing all the parties, the HC observed that the appointment of Bikramjit Singh Brar was not as per the procedure contemplated by the 1959 Rules, whereas it was because of the decision of the council of ministers. While asking the state to promote Balbir Singh to DSP, the HC, however, made it clear that he shall not be entitled to any financial benefits for the period he was not holding the rank of DSP.

The ED informed a special court that Vadra's company, Skylight Hospitality Pvt Ltd, was pivotal to the alleged money laundering operation. According to the ED's chargesheet filed on July 17, Vadra's company acquired a 3.5-acre plot in Gurugram's Shikohpur village as a bribe, contradicting his earlier assertion that he purchased the land for Rs 7.5 crore. The investigation revealed that the cheque intended for the payment was never cashed, and the sale deed was based on false information. The ED alleges that Omkareshwar Properties Pvt Ltd transferred the land to Vadra's company without any payment in exchange for his supposed influence with then-Haryana chief minister Bhupinder Singh Hooda to obtain a housing license. The chargesheet elaborates how the land, obtained as a bribe, was later sold to real estate giant DLF for Rs 58 crore. The ED claims that Rs 53 crore of this amount was channelled through Skylight Hospitality, with an additional Rs 5 crore routed through another company, Blue Breeze Trading. The agency states these funds were then used by Vadra to purchase other immovable properties and make investments.
