Cabinet nod to new jail manual and appointment rules for govt school teachers

Ranchi: The cabinet approved 16 other proposals in the meeting. In another significant decision, cabinet approved the draft of the new Jharkhand Jail Manual - 2025, repealing the currently applicable Bihar Jail Manual (adopted by the Jharkhand govt) after formation of state in 2000.
"It is for the first time that a full-fledged jail manual has been prepared in the state," cabinet secretary Vandana Dadel said after the meeting.
"We didn't have our own jail manual so far. In 2016, the Centre had circulated a model jail manual, which every state customised it as per their requirements. However, the new manual now is extensive and covers various aspects of jail management and operation. It talks about women, transgender, different abled prisoners and their management, reclassification of jail based on the security, thrust on digital transformation and management among others," Dadel added.
That apart, the cabinet also approved the Jharkhand Professional Educational Institutions (Regulation of Fee) Bill, 2025 and a service conditions and appointment rules for teachers, principals and non-teaching staff appointment rules for government secondary school (classes 9-12), a hike in meal allowance for the cadets of the National Cadet Corps (NCC) from Rs 120/day/cadet to Rs 225. Meanwhile, BJP criticised the cabinet for its decision to allow private players sell liquor in the state.
Party spokesperson Ajay Sahu said, "BJP had in the past advised govt to rope in women groups for retail sales just like it exists at gas stations, petrol pumps to empower them. But for Hemant govt, liquor is just a means of revenue collection and profit, not a tool for social reform."

Chennai: In its recommendations for State Education Policy (SEP), the high-level committee headed by Justice D Murugesan has recommended that deemed universities in the state be regulated. This recommendation has, however, stirred up a debate as academicians said deemed universities were established under Section 3 of the University Grants Commission Act, 1956, and state govts cannot regulate them. As per the All India Council for Technical Education (AICTE), there are 35 deemed universities functioning in the state. These institutions have an approximate intake of more than 60,000 students in undergraduate courses. There were complaints that a few of them are providing substandard education while some are enrolling students who could not clear engineering exams in affiliated colleges and awarding them degrees. "A regulatory body with the powers to regulate 'deemed to be universities' should be put in place," the Justice Murugesan committee said in its 550-page report to the govt. It also suggested bringing a separate act by the name 'Tamil Nadu Higher Education Institutions (Private) Registrations Act' and conditions for the grant of a no-objection certificate to deemed universities. "Deemed universities are functioning like uncontrolled entities. Except for academic autonomy, the state govt should have a say in admissions, fees, and other issues," a source in the high-level committee said. Academicians say the state govt cannot regulate deemed universities that were established by UGC Act. Representatives from the deemed universities said only UGC can prescribe guidelines to the institutions. "State govt can interfere only with law and order issues. For any academic and regulatory issues, they cannot interfere with the deemed universities," Anna University former vice-chancellor E Balagurusamy said. "NBA and NAAC accreditations by deemed universities show they follow certain regulations. State govt has no power to control them," he added. Madras University former vice-chancellor S P Thyagarajan concurred with this view. "State govt cannot control the deemed universities as far as academic and administrative functions," he said.

Lucknow: To ensure dignity and empowerment of Dalits in the state, the UP govt is set to establish two leather parks named after Sant Ravidas, which will create employment opportunities for leather artisans. Among other initiatives for Dalit uplift, 10 textile parks are planned under the Sant Kabir Das CM Mitra Park Yojana. Canteens and rest houses will also be constructed in all 'krishi mandis' in the name of Mata Shabari. "In March, CM Yogi inaugurated a satsang bhawan at Ravidas Temple in Ayodhya, constructed at a cost of Rs 1.15 crore by the state govt. The Bharat Ratna Dr B R Ambedkar Memorial and Cultural Centre in Lucknow has been built, which is a source of pride for the Dalit community. 'Zero Poverty Programme' was announced to be named after Babasaheb, marking a historic step," a govt spokesperson said. New Delhi: Inside a hall adorned with brightly coloured banners of BJP's minority wing at Shaheen Bagh on Tuesday, a chaupal was organised to encourage women to join the Indian Army. It was a stark contrast to the passionate protests that echoed through the lanes of Shaheen Bagh in 2020. Shaheen Bagh was the epicentre of the CAA-NRC protest in 2020. The chaupal drew a small gathering of mostly party workers. When the event started, five women were present, but after a few minutes, only two were left. Both women were associated with the party's minority wing. Speaking at the event, Jamil Siddiqui, national president of BJP's Minority Morcha, said the chaupal was organised after the successful completion of 11 years of tenure of Prime Minister Narendra Modi.
