
Customer complaints rising fast, bankers lacking empathy: RBI DG
Speaking at an event of RBI-promoted NIBM (National Institute of Bank Management) on July 12, Swaminathan said there is 'increasing automation but decreasing ownership", and customers have to contend with template emails and helplines loop back 'endlessly".
He made it clear that addressing these issues will be essential if bankers were to sustain people's trust in the system.
The Reserve Bank's website published the speech on Tuesday.
'The number of customer complaints — especially through digital channels — has risen significantly in recent years. From social engineering frauds to poor grievance redressal, the loss and frustration is real. Often, the problem is not the product or service, but, as I see it, the real issue is a lack of empathy," the commercial banker-turned-regulator said in his valedictory address to the students.
Nowadays, KYC (know your customer) is often reduced to a 'periodic ritual", he said, exhorting bankers to find a way to bring back that personal awareness and responsibility even in a digital context.
Enlisting instances like senior citizen's struggles with ATM PIN, a rural area borrower's challenges to repay a loan online or the worries of a small business owner over UPI payments, Swaminathan said these are not mere service requests, but opportunities to earn trust by giving time and patience, and showing professionalism.
'Technology will enable the transaction. But only you can build the relationship and only you can earn the customer's trust for your institution," he said, stressing that this is what will distinguish a banker from an app.
The DG said a banker has to act quickly, endure uncertainty, recover from setbacks, and stay focused over the long run.
'You will face moments of rapid change — crises, deadlines, audits, policy shifts — but you will also need the discipline and stamina to navigate slow, complex processes that unfold over months or years," he told the students beginning a two-year post graduation course in banking.
Empathy, curiosity, and integrity will define success for the students over a long term, he said.
'What will truly shape you as a banker is your ability to blend knowledge with judgment, law with convention, and theory with practice," he said.
Things will not go as planned, but the ability to embrace the unfamiliar and turn unexpected situations into learning experiences will set a student apart, he said, asking them to stay alert and course-correct early.
Banking today is more complex than ever, he said, adding that there are also new vulnerabilities like cyber threats, phishing, synthetic identities, deepfakes, and third-party risks. PTI AA HVA

ED moves for restitution of attached properties of bank officials accused in Rs 560 crore fraud
Over 5 lakh depositors of Karnala Nagari Sahakari Bank, who lost their money due to the bank management's alleged Rs 560 crore fraud, are likely to soon get back their money as the Enforcement Directorate (ED) has restituted immovable properties worth Rs 386 crore to the competent authority for distribution of money among the depositors. The ED on Wednesday shared information on the restitution of the immoval properties to the competent authority. The central agency had provisionally attached assets under the Prevention of Money Laundering Act (PMLA) as the erstwhile chairman (of the bank) Vivekanand Shankar Patil, a three-term MLA from Panvel constituency from the Peasants and Workers Party of India, in connivance with other officials of the bank, siphoned off bank funds for private investments. The ED's money laundering case is based on the predicate offence registered by Panvel police in February, 2020, against Patil and 75 others. The accused persons involved the bank's vice chairman, CEO and 12 directors. In June 2021, the central agency arrested Patil in the case. It was alleged by the investigators that the chairman and other officials of the bank entered into criminal conspiracy and prepared 63 bogus loan accounts using forged documents without following the guidelines of RBI and standard banking norms and siphoned off Rs 560 crore for personal gains. When the ED carried out an investigation for money laundering, they found that the proceeds generated from the crime of forgery and cheating were diverted to various entities controlled by Patil and his relatives. 'He purchased various properties and assets using the funds siphoned off from Karnala Nagari Sahakari Bank Ltd. Such proceeds of crime (POC) were utilized for purchase of immovable properties at different locations in Raigad district,' the ED said in a statement. During their investigation, the ED identified and attached these properties worth Rs 386 crore in August 2021 and October 2023. The central agency has also filed a prosecution complaint (equivalent to chargesheet) on August 12, 2021, and the trial is underway. In the meantime, the liquidator appointed by RBI approached PMLA court for permission for restitution of properties. On July 22, the court passed an order to release the property at Karnala Sports Academy, Panvel, to the liquidator and put it for auction. The court also ordered the competent authority, MPID, to realise the land at Posari, Raigad by auction for distribution amongst the depositors, said the ED.

BEST Using Leased Electric Cars Without Fitness Certificates, Insurance; Alleges Labour Union
Last Updated: All 142 Tata Xpres-T EVs hired by the civic-run BEST for its officials and staff before March 2023 were plying without fitness certificates and valid insurance as of Monday. The Brihanmumbai Electric Supply and Transport (BEST) undertaking which provides electricity as well as public bus service in Mumbai has been using leased electric cars without valid fitness certificates and insurance, sources have claimed. All 142 Tata Xpres-T EVs hired by the civic-run BEST for its officials and staff before March 2023 were plying without fitness certificates and valid insurance as of Monday, they alleged. Senior officials of the BEST did not respond to the claims, while a regional transport officer told PTI that the RTO will issue a show-cause notice to the concerned company, though it had reportedly brought the first lot of 30 cars for fitness certificate renewal. BEST said in a written reply that obtaining these certificates was the responsibility of the private firm which has leased out the vehicles. The fitness certificate or insurance of some of the leased cars expired eight months ago and the same was the case of insurance of several cars, sources in the undertaking claimed. The cars are being used for ferrying employees and officers of BEST's traffic and electricity wing. Shashank Rao, leader of a union of BEST employees, said on Tuesday that the undertaking was playing with the lives of its employees. 'If tomorrow any untoward incident happens due to these cars, concerned BEST officials should be held responsible," Rao told PTI. A BEST employee who did not wish to be named said he and hundreds of his colleagues use these EVs for official work such as attending to power line faults, but now they are scared to use them. 'Everyone knows the financial condition of BEST. Hence we are scared to use EV cars, because in case of any accident the occupants won't even get compensation," the employee said. As per BEST's written reply to PTI's query, the 142 electric sedans have been hired from Nagpur-based Sargo Overseas Private Limited. As per the contract, it is the responsibility of the company to renew the fitness certificates and insurance of these cars, BEST said. The cars have been hired for 15 years, and for each car BEST is annually paying Rs 5,08,800 or Rs 42,400 per month to Sargo Overseas at present. For the period of first 10 years, BEST is supposed to pay Rs 42,400 to the company per car per month, and Rs 28,407 for the remaining five years. As per RTO records, these electric cars were registered between November 2022 to July 2023. Shrinivas Rao, BEST's additional general manager (transport) who is responsible for these cars, did not respond to calls and messages seeking his comment. Additional transport commissioner Bharat Kalaskar, who is also in-charge of Tardeo RTO, said they will issue a show-cause notice to the company if the vehicles were running without fitness certificates, but he had learnt from his office that the company produced a lot of 30 cars for renewal of fitness certificates earlier in the day. As per rule 62 of the Central Motor Vehicles Rules, 1989, fitness certificates are mandatory for all commercial vehicles including EVs. Under section 146 of the Motor Vehicles Act, 1988, motor vehicles plying on roads must have insurance policy covering third party risks. Driving a car without a valid fitness certificate can result in fines ranging from Rs 2,000 to Rs 5,000 for a first-time offense. Subsequent offenses can lead to fines up to Rs 10,000 and even imprisonment . For driving an uninsured vehicle, the fine is Rs 2,000 for the first offence, and Rs 4,000 for every subsequent offence. There is also a provision of imprisonment for the violation of the rule. Nepal set to graduate from LDC to in 2026 as per schedule, says PM Oli
Kathmandu, Jul 30 (PTI) Prime Minister KP Sharma Oli on Wednesday said Nepal's preparations for its graduation from the category of the least developed country (LDC) to a developing country can be attributed mainly due to recently achieved notable growth in per capita income. Nepal is scheduled to graduate from the LDC status in November 2026. Nepal's LDC graduation would certainly boost the country's image globally, Oli said, but also cautioned that the impact of climate change and natural disasters could hinder Nepal's progress, and thus hamper upgradation. 'Our current per capita income is around USD 1,400, which meets the threshold. Based on this and other indicators, the international community has included Nepal in the list of countries set for graduation," Oli told the Upper House. In his replies to the concerns raised during the discussions on a study report 'Nepal's LDC Graduation 2024' by the government, the Prime Minister said Nepal's graduation will contribute to strengthening Nepal's country rating index, creating an atmosphere to attract foreign investment. Nepal was listed as an LDC by the United Nations General Assembly in November 1971 and is now preparing to graduate to a middle-income developing country category after 55 years. Nepal currently chairs the LDC group consisting of 45 countries. 'Indicators of economic improvements have now been noticed. The current 16th Periodic Plan was prepared with the projection of the post-graduation situation," the Prime Minister said. Oli, however, admitted that 'upgrading Nepal as a developing country may result in reduction of some facilities in various sectors it has been receiving as a least developed country." He also cautioned that the impact of climate change and natural disasters could hinder Nepal's progress and graduation from the LDC status and underlined the need to increase production and productivity. Nepal has been working towards upgradation since 2010 through various plans, budget and annual plans and programmes. The UN reports in 2015, 2018 and 2021 showed Nepal's progress in Human Assets Index and Economic and Environment Risk Index. For a smooth passage to developing country status, the government has been implementing six key strategies through a high-level steering committee, Oli added.
