Union Home Minister Amit Shah has made it clear on several occasions that in the delimitation exercise, concerns of the southern states will be taken care of and discussed with all concerned at appropriate time.A spokesperson of the Ministry of Home Affairs (MHA) said this on Thursday, a day after Tamil Nadu Chief Minister M K Stalin expressed concern over the Census-linked delimitation exercise."The Honourable Home Minister has made it clear on several occasions that in the delimitation exercise, concerns of southern states will be taken care of and discussed with all concerned at appropriate time," the spokesperson said.The Census was supposed to be conducted in 2021 and all the preparations for the exercise were completed but it was postponed due to the outbreak of the COVID-19 pandemic.The spokesperson said the aftershock of COVID-19 continued for quite some time and it caused disruptions in all sectors, including education.Around 30 lakh enumerators are required for conducting the Census. Enumerators, who are primary school teachers, are key persons for conducting the exercise.Conducting the Census in the aftermath of COVID-19 "could have disrupted primary education immensely"."Countries which conducted Census immediately after COVID-19 faced issues on quality and coverage of Census data," the spokesperson said.The government has decided to commence the process of the Census forthwith and it will complete on March 1, 2027, the reference date for the Census.The spokesperson also said that budget has never been a constraint for conducting the Census as allocation of funds is always ensured by the government.India's 16th Census with caste enumeration will be carried out in 2027 with the reference date of October 1, 2026, in snow-bound areas like Ladakh and of March 1, 2027, in the rest of the country.It has been decided to conduct the Population Census-2027 in two phases, along with the enumeration of castes, the MHA announced on Wednesday.Tamil Nadu Chief Minister Stalin wrote on X that the Indian Constitution mandates that delimitation must follow the first Census after 2026 and the BJP has now "delayed" the Census to 2027, "making their plan clear to reduce" Tamil Nadu's parliamentary representation."I had warned about this. It is now unfolding. By siding with the BJP, Palaniswami is not just silent but complicit in this betrayal. It's now clear that he has surrendered to Delhi's domination."The people of Tamil Nadu are united as one in their demand for a Fair Delimitation. We need clear answers from the Union Government," Stalin said.

Raut's statement came after MNS leaders said on Friday that the Sena (UBT) should send a proposal to their party president and pointed out that they were met with a cold response when they attempted to form an alliance with the undivided Shiv Sena in 2014 and 2017 and during the Covid period. 'Maybe the leaders have already spoken on phone calls, who knows? Once the process is completed, you will see the fruits. There is positivity among workers of both parties,' Raut had said on Friday, hinting that the talks could be well advanced. Earlier, Uddhav had told reporters at his residence, Matoshree, 'There is no confusion in my mind or that of my Shiv Sainiks. Even MNS workers are in touch with us, and there is no confusion in their minds either.' He added, '…what is in the hearts of the people of Maharashtra—that will happen.' Meanwhile, Raj Thackeray has reportedly been holding marathon meetings with party office-bearers and leaders in Mumbai amid the possible alliance with Sena (UBT).

‘Some have habit of creating doubts': Minister Bhupender Yadav rebuts Jairam Ramesh on Delhi Zoo privatization concerns
Union Environment Minister Bhupender Yadav Saturday rebutted questions and privatization concerns raised by Congress leader Jairam Ramesh regarding the Delhi Zoo and an agreement proposed between the Centre-run establishment and Reliance-run Greens Zoological, Rescue and Rehabilitation Centre (GZRRC). In a post on social media platform X, Yadav said that the National Zoological Park (NZP), which is run by the Centre, had signed a Memorandum of Understanding (MoU) with GZRRC, based in Gujarat's Jamnagar, in January 2021, and NZP has sought to revise the existing MoU. He said NZP has signed MoUs with different organisations working in wildlife management in the past as part of its modernisation drive and will continue to do so. Replying to Ramesh's post, Yadav said, 'Some people have made it a habit to create doubts in the mind of the public at every instance.' Ramesh had said on June 4 that while the government 'claims that this is not a management transfer, its past record does not inspire confidence. Is this the first step towards handing over the zoo to a private enterprise?' Yadav said that the 2021 MoU between NZP and GZRRC focused on the exchange of animals, capacity building, animal keepers, technical exchanges on the scientific management of animals, and sharing knowledge on conservation breeding and education. 'Keeping in line with the common objectives of captive wildlife management and for further broadening the collaboration as per current management requirements, NZP sought to revise the existing MoU with GZRRC. The proposed MoU aims to foster collaboration in wildlife conservation, rescue, rehabilitation, animal health, and welfare,' Yadav said. The key areas of cooperation, he added, include support for veterinary care, enclosure design, enrichment, staff training, knowledge-sharing initiatives, and potential animal exchanges. Yadav added in his post that GZRRC has developed state-of-the-art facilities and services in animal health and welfare, world-class zoo designing, rescue and rehabilitation of wild animals, and habitat enrichment. NZP, he said, being a 60-year-old institution, has gained substantial expertise in breeding and care of many endangered species and is aiming to modernise its facilities and services by adopting best practices in animal welfare in captivity, as well as enhanced visitor experience, on par with a world-class zoo. The Central Zoo Authority granted approval to GZRCC in February 2019, and an initial recognition was granted in August 2020. As per its latest available annual report, GZRRC is home to 10,360 animals of 345 species. Most animals housed at GZRRC are 'part of its initiative to rescue captive animals from impoverished conditions in zoos and facilities in the nature of zoos, to decongest them and provide welfare to animals that were housed under sub-optimal conditions,' the annual report states. Prime Minister Narendra Modi had visited and inaugurated Vantara, the rescue facility at Jamnagar, on March 4 this year.
