8 booked for anomalies in recruitment of 2 asst teachers, clerk at Sultanpur school
It was alleged that the two assistant teachers, Ranjana Singh and Veer Vikram Singh, and clerk Vijay Vikram Singh, were family members and relatives of the then members of the school management committee, who died or quit the committee before and after the appointments were done. Moreover, around ₹28 lakh bribe was paid to different people involved in the process of recruitment, the FIR stated.
The investigation was ordered by the government about four years ago, following complaints of irregularities in the recruitment process. The vigilance's investigation found that the school management committee had manipulated the recruitment process to favour unqualified candidates.
The FIR was lodged by vigilance inspector Dhruv Chand Maurya at Ayodhya sector police station of vigilance on July 1 (Tuesday). He conducted an open inquiry into the alleged irregularities in the recruitment of two assistant teachers and a clerk as per the government order issued in the matter in 2022.
The complainant alleged the involvement of Ramesh Kumar Yadav (former BSA), Omkar Singh (former BEO) Rajendra Kumar Saroj (former principal), Veer Vikram Singh and Ranjana Singh (assistant teachers), Vijay Vikram Singh (clerk) and Achhelal Singh (member of the management committee) in the irregularities. They were booked under sections 7 and 8 of Prevention of Corruption Act and Section 120-B of the IPC for criminal conspiracy.
The complainant mentioned in the FIR that the alleged irregularities were conducted at Maharana Pratap School of Katsaari village in Sultanpur's Kadipur. The investigation found that some members of the school management committee manipulated the recruitment process to favour unqualified candidates. He said the school recruited teachers for arts subjects despite having a vacancy for a science teacher.
The degrees and other documents of eligible candidates were tampered with and three eligible candidates' BSc degrees were altered to BA degrees, and they were not even called for an interview, it was alleged. Approximately ₹28 lakh was allegedly taken as bribe for giving jobs to relatives, he added.

Man arrested for attacking Delhi CM is ‘serial offender', several cases registered against him in Rajkot
The accused behind the attack on Delhi Chief Minister Rekha Gupta during the 'Jan Sunwai' program at her New Delhi residence is a 'serial offender', officials said on Wednesday. The attacker, 41-year-old Sakriya Rajeshbhai Khimjibhai, a resident of Rajkot, was arrested by the Delhi police. (ANI ) The officials further said that the accused has several cases registered against him in Gujarat's Rajkot, ANI reported. Delhi CM Rekha Gupta was attacked during a 'Jan Sunwai' program at her residence in Civil Lines early on Wednesday. The attacker, 41-year-old Sakriya Rajeshbhai Khimjibhai, a resident of Rajkot, was arrested soon after by the Delhi police. He has been charged for 'attempt to murder', with a case being registered against him under section 109(1) of the Bharatiya Nyaya Sanhita (BNS). Rajesh Khimji has earlier faced several cases and has been booked under various sections of the Indian Penal Code (IPC) which relate to causing grievous hurt by dangerous weapons or means, intentional insult with intent to provoke breach of peace, and for his presence as an abettor when an offence is committed. Apart from these, the accused has also been booked under sections dealing with illegal possession of liquor, ANI reported. Accused a repeat offender, acquitted by court four times Rajesh Khimji faced his first FIR in 2017 in Rajkot's Bhaktinagar police station, wherein he was charged under Sections 326, 504, and 114 of IPC. He was acquitted in the case by a court in Rajkot in November, 2019. The accused has been booked under the Gujarat Prohibition Act four times, and has been acquitted by courts four times, with one case against him still pending. He was booked under Section 65AA, 116B of the Gujarat Prohibition Act, which relate to sale, purchase, possession, and transportation of intoxicants, and unlawful possession of liquor. He was acquitted and released by a court in Rajkot in November 2023. Khimji was booked under the same sections again in the Bhaktinagar Police Station, and was eventually acquitted in the case by a Gujarat Court in October 2023, according to the ANI report. The accused was again booked in Bhaktinagar Police Station under section 6PI, 116B of the Gujarat Prohibition Act, with the case being pending in a court of Additional Civil Judge. The next hearing in the case is scheduled for September 29. A fifth case was registered against Rajesh Khimji under IPC Sections 324, 323, 504, 114 and GP Act Section 135(1), again at the Bhaktinagar Police Station. He was acquitted by a Rajkot court in December, 2024.

Trial ought to continue in alleged encroachment of backwaters by apartment complex: HC
The Kerala High Court has said that trial ought to continue in a case regarding officials of Kochi Corporation allegedly abusing their official power and permitting encroachment of the backwaters and CRZ violation by an apartment complex located on the banks of Chilavanoor lake. The order by Justice A. Badharudeen came on a petition filed by Girija Devi, who had served as assistant executive engineer in the zonal office, seeking cancellation of further legal action in the case being considered by the Enquiry Commissioner and Special Judge, Muvattupuzha, under the Prevention of Corruption Act. The court said that there was material in abundance to see the involvement of the petitioner in permitting illegal constructions, which led to encroachment in government land prima facie. The prosecution records show that the framing of charge and trial thereof are absolutely necessary, the court said and dismissed her plea. The officials had been charged with abusing their official power to make unlawful gain to Heera Construction Company, conspired with its Managing Director, K.R. Babu and the project's architect Gopakumar, and permitted to construct a flat by encroaching on government-owned 'Kayal Purambok' of Elamkulam Village at Chilavanoor. Partial occupancy and final occupancy documents were issued by the said accused during the period 2005 to 2010. The petitioner who was the fourth accused in the case contended that she had not issued any licence or permit for making illegal constructions by encroaching upon government land, and that such constructions were carried out without her knowledge or consent. Further permits were issued on satisfying that the construction sought was legally allowable. She further submitted that the procedure for recovery of the government land by demolishing the unauthorised construction had already been initiated, though the same had been stayed by the court, in a writ petition filed by the owners of the apartment. This is still pending consideration. Rebutting this contention, the public prosecutor submitted that as per the order of the LSG Tribunal, it is evident that 17.74 cents of river area and 2.815 cents of land, thus totalling an extent of 20.55 cents of land were encroached upon by the builder who constructed a flat in his property and in government land. There is clear evidence of CRZ violation, from the onset. The court said that going through the prosecution allegations and other material, including the CRZ notification modified in the year 1997, it could be gathered that there are material in abundance to see the involvement of the petitioner in permitting illegal constructions, which led to encroachment in government land prima facie. In such a case, quashing of the entire proceedings against the petitioner could not succeed. The prosecution records would go to show that, in this matter, framing of charge and trial thereof are absolutely necessary, it added and dismissed the petition.
