Educationists flay MCQ tests for polytech colleges

Chennai: The Directorate of Technical Education (DoTE) recently decided to reform assessment methods in polytechnic colleges, transitioning from descriptive type answers to MCQs from this academic year.
Previously, the assessment system involved questions of two, three, five, and seven marks demanding descriptive answers.
The reformed system increases emphasis on MCQs, even for questions that require application, analysis, and critical thinking. For internal theoretical assessments, number of MCQ questions (one mark) is double that of short answer questions. As for the end semester examination, the entire assessment (one-mark and two-mark questions) is MCQ-based.
For theoretical-cum-practical exams, also known as practicum (integrated tests), equal weightage has been given to MCQs and theoretical questions (two marks and three marks), accounting for 50 marks. The remaining 50 marks come from practicals, as revealed by a perusal of the communication from DOTE accessed by TOI. While the directorate contends that the reform would help students move on from rote-based learning and help measure learning outcomes accurately, educationists says the measure is a smaller component of outcome-based education, which the NEP 2020 endorsed.
"When the state itself is opposed to NEP, bringing about reforms outlined in the policy is wrong. Outcome-based education kills the spirit of learning. This is a failed model of evaluation. Thrusting this on students without consultating them is unfortunate," said Prince Gajendra Babu, general secretary, State Platform for Common Education System.

MCQs can only assess the 'what' aspect, not the 'how', L Jawahar Nesan, former convenor, State Education Policy, said. "Especially in a polytechnic setup, the weightage on practicals has to be increased. Focusing on MCQ-based assessment is opposite to the desired learning outcomes. Ideally, 95% of the questions should be comprehensive, providing a multi-dimensional assessment model for the student to analyse the problem," he added.

Mangaluru: Schools across Dakshina Kannada are gradually embracing inclusive education models. Institutions are hiring shadow teachers and special educator teachers and engaging mental health professionals for in-class support, assessments, and therapy. This approach is helping children with special needs receive personalised, consistent academic and emotional guidance within the normal school setting. The NEP 2020 also emphasises inclusive education, aiming to ensure that all students, regardless of their background or circumstances, have access to quality education and opportunities for success. Children with special needs were earlier restricted only to special schools, but of late, normal schools are opening their doors. These children include those with learning disabilities, autism spectrum disorder, attention-deficit/hyperactivity disorder (ADHD), Down's syndrome, cerebral palsy, and other physical limitations. Apart from the provision of shadow teachers, mental health professionals, and caretakers, schools are also investing in inclusive amenities within the campus. Fr Rohan D'Almeida, principal of St Aloysius Gonzaga School, Mangaluru, shared that the NEP stresses inclusive education. "We have ramps, differently abled friendly toilets, and elevators to move around easily. Besides, there are also special educators and mental health professionals. These children are not separated from normal children but are allowed to fully mingle with them," said Fr Almeida. The normal children are well integrated with neurodivergent and other children with physical limitations. There is learning for other children outside the classroom because of their presence, shared Surekha Bhat, principal of Canara High School. "We have noticed that there is a lot of emotional bonding and empathy being extended to these children. One of our children with cerebral palsy in a wheelchair is always taken around by their classmates. This is one example," she added. Another school situated in Urwa added that they have two children with ADHD in their lower primary classes. "We will have to take a call on their continuation of education once they reach grade six and above. It is whether to continue here or if they require special schools," the school head added. A mental health professional and psychiatrist pointed out that it is a positive sign. However, there needs to be more awareness and a proactive role from schools to accommodate more children with suitable special academic plans for them. "All these children need individual academic plans, which are currently available in normal schools," pointed out a child psychiatrist.

In a major move aimed at addressing overcrowding and ensuring quality education, the Central Board of Secondary Education (CBSE) has revised its affiliation bye-laws, capping the number of sections a school can run based on its built-up area. The changes, effective immediately, are applicable to all existing and newly affiliated schools under the Board. The amendments, outlined in a circular dated July 31, 2025, have been made to Appendix-V under Chapter 3 of the CBSE Affiliation Bye-Laws-2018. The Board cited concerns over the increasing number of students per school section and the resulting strain on infrastructure, learning spaces, and students' well-being. The revised guidelines aim to curb overcrowding in schools, noting that students often spend long hours in cramped classrooms with limited access to open spaces or extracurricular facilities. 'This is leading to inhibition in the organic growth of schools and implementation of NEP 2020," the circular stated. Key Highlights of the New Guidelines: The Board said the changes are based on feedback from stakeholders and a review committee that studied implementation issues of the existing bye-laws. The committee's recommendations were ratified by CBSE's Governing Body in May 2025.
