State adds fourth CAP round for engineering admissions to curb costly pvt options

Mumbai: In a major reform aimed at making engineering education more accessible and transparent, the Maharashtra government on Thursday announced the addition of a fourth round to the Centralised Admission Process (CAP) for engineering degree courses, starting from the upcoming academic year. The move is expected to reduce the pressure on students to opt for costly private or management quota seats due to limited CAP rounds in the past. With this additional round, students will now have a greater opportunity to secure seats through the government's centralised system, which also makes them eligible for scholarship benefits. Announcing the changes, Higher and Technical Education Minister Chandrakant Patil said on Thursday, 'Just like in the polytechnic admission process, we aim to bring 70–80% of engineering admissions under CAP. This ensures greater equity and access to government-backed benefits for students.' Vinod Mohitkar, director of the Directorate of Technical Education (DTE), explained the revised guidelines for CAP seat acceptance. 'If a student receives a seat in their first-preference college in Round 1, they must confirm it immediately. In Round 2, admission is mandatory if allotted a seat within the top three preferences. Similarly, in Round 3, a seat from any of the top six choices must be accepted. These rules are designed to prevent high-ranking students from blocking multiple seats and to ensure a more efficient and streamlined allocation process,' he said. In addition to the CAP reform, the state government is set to permit colleges to charge significantly higher fees for non-CAP admissions. Management quota seats may cost up to three times the standard tuition, while NRI quota seats can command up to five times the regular fee. 'We are also working on stricter enforcement of NRI quota regulations under the Income Tax Act and the Guardians and Wards Act to ensure only genuine candidates benefit,' Patil added. The government will now require colleges to conduct institutional quota and leftover seat admissions entirely online. Colleges must publish the list of eligible candidates, merit rankings, and detailed admission schedules on their websites. This measure is expected to enhance transparency and enable students to make more informed decisions. Moreover, Patil said that the Common Entrance Test (CET) Cell has been directed to allow students to opt for management quota seats during the form-filling process itself. These applications will then be forwarded to the respective college administrations, who must make decisions based strictly on merit. 'In several cases, college managements have been denying admissions without justification. This step will ensure fair access for all interested and eligible students,' he said. An official government notification detailing these changes is expected soon.

Indore: The Directorate of Technical Education (DTE), Madhya Pradesh on Thursday released the admission counselling schedule for BBA, BCA, MBA (via CMAT) and MCA courses for the academic year 2025–26. Online registrations for all courses will begin on June 16. For BBA and BCA, candidates can register until July 1, with options to edit applications on July 2–3. Students must report to their allotted institutes and complete admission formalities by July 16. This year marks a historic shift, as BBA and BCA courses will now be regulated by AICTE instead of the Department of Higher Education. Consequently, admissions will be conducted by DTE through centralised online counselling. Over 70 colleges affiliated with Devi Ahilya Vishwavidyalaya offer BBA and BCA programs, with more than 40,000 seats available. For MBA admissions, students with valid CMAT 2025 scores can register between June 16 and 29. Edits can be made on June 30 and July 1, choice filling is scheduled for June 18 to July 3. The merit list will be declared on July 4, and admissions will be confirmed between July 9 and 14. For MCA, the registration and counselling schedule mirrors that of MBA. The second round of counselling for all courses will begin in mid-July after the completion of the first round. Fresh registrations and seat allotments will be conducted based on remaining vacancies.

Engineering admission process revision: Four CAP rounds instead of three, stricter admission confirmation rules: Patil

State higher and technical education minister Chandrakant Patil announced Thursday, that the government would now conduct four centralised admission process (CAP) rounds for admission instead of three for the 2025-26 academic year. The changes mirror the revised admission process announced for Engineering Diploma admissions a few days ago. While adding that the changes mirror the revised admission, Patil said, 'The move aims to complete the majority of admissions through the centralised process thereby ensuring greater transparency.' While a separate Government Resolution (GR) will be issued in this regard with details of the revised process according to the information shared by the minister, apart from one additional CAP round, another key change will be extending mandatory admission confirmation rule to the first three rounds and there would also be stricter rules of confirmation of admission on allotted seats in the first three rounds. As per this extension, the condition to mandatorily confirm admission on allotted seat will not be limited to first-preferred college. While it was always mandatory for candidates to confirm admission if allotted a seat in first preferred college, as per the revised rule this condition is now extended up to three and six colleges for second and third round, respectively. Which means, in the first CAP round, the candidate has to confirm admission on the allotted seat if it is his/her first preferred college. But in CAP round 2, it will be mandatory for candidates to confirm admission if the allotted seat is in the first three colleges from his/her preference list. Whereas in CAP round 3 the same condition is extended up to six colleges which means a candidate has to mandatorily confirm admission if allotted seat in first six colleges from his/her preference list. An official from the Directorate of Technical Education (DTE), said, 'Traditionally, candidates were allowed to choose 'float' option which allowed the applicant to keep the allotted seat on hold as he/she seeks a betterment chance in the next round. With this process candidates would wait until the last round to confirm admission with hopes that they will get allotment of a seat in a better preferred college. With extension of mandatory confirmation rule, maximum applicants will be admitted by three rounds.' Patil added, 'Additional CAP rounds will ensure that candidates have more chance of securing admission through CAP before heading to institution level admissions which start after CAP. Furthermore, expansion of the mandatory seat confirmation rule will ensure that candidates do not keep waiting until the last round without admissions.' Engineering admissions in Maharashtra will start after the result of MHT-CET is declared which is expected to be out on June 16.
