‘Teachers to be shifted to far-off places if found chatting in classroom'

Patna: The state govt has issued a stern warning to all teachers who are found to be involved in chatting in schools or classrooms with transfer to far-off places. This was announced by additional chief secretary (education), S Siddharth, on Saturday during his weekly programme, 'Shiksha Ki Baat: Har Shanivaar', while responding to a parent's complaint.
The parent had complained to the ACS that the teachers in one of the middle schools in Patna district kept gossiping and neglected teaching, leaving children idle, during school hours.
While addressing a teacher's complaint regarding withholding salary during medical leaves, he clarified that the salary of teachers would not be "stopped except for the cases of non-paid leaves and other issues like ongoing departmental proceedings".
He also acknowledged variations in teacher's salaries across districts and assured "investigation and rectification of discrepancies soon", ensuring all arrears are paid. He admitted the issues of salary fixation and assured the creation of a body to address the issues.
He further assured to send an executive engineer on priority basis to inspect incomplete infrastructure of a school which caused hindrance in education.
"The department will sanction funds for regular classrooms, toilets, water supply systems and electrification of schools across the state within this month," he said.
The ACS also ordered an investigation into allegations against a headmaster of Motihari school for misconduct, mismanagement, and irregularities in mid-day meal funds, with assurances of strict action if guilt is proven. "The school's administration is managed collectively. It is the responsibility of teachers too to come forward and report such issues to the govt," he said.

The Haryana health department will intensify enforcement measures against illegal abortion practices and take strict action against doctors found guilty of such violations, including cancellation of their licences. Additional chief secretary (ACS), health, Sudhir Rajpal on Tuesday asked officials to focus on BAMS doctors and unqualified practitioners (quacks) involved in illegal abortions, particularly in Karnal, Palwal, Gurugram and Charkhi Dadri districts. The ACS directed officials to involve deputy commissioners and launch a crackdown on establishments involved in illegal medical termination of pregnancy in these districts. Officials were also directed to coordinate with police authorities and request the DGP to constitute a dedicated task force to combat illegal abortions. The ACS who on Tuesday chaired a weekly meeting of the State Task Force formed for improving sex ratio also ordered disciplinary action against the district monitoring and evaluation officer and deputy CMO of Faridabad for negligence in duty. The officials were also directed to create unique pregnancy IDs to track every pregnancy and ensure more accurate data of pregnant women. Registration of a doctor from Kurukshetra has also been recommended for cancellation by the Haryana Medical Council after he was allegedly found complicit in malpractices, said an official statement. An official spokesperson said that during the past week (May 27 to June 2), inspections were conducted across the state over the illegal sale of Medical Termination of Pregnancy (MTP) kits in which two MTP kits were seized and an FIR was registered. The number of wholesalers selling MTP kits has been reduced from 32 to five within a month in Haryana and the sale trend of MTP kits has seen a significant decline in 16 districts of the state, the spokesperson said. Patna: Bihar cabinet on Tuesday gave its nod for filling 4,799 posts of various categories in different departments and corporations of the state govt. A maximum of 2,361 posts of different categories have been created in the education department, followed by 1,350 posts in the urban development and housing department. The cabinet approved the education department's proposal for creation of 1,503 posts that included 568 posts of the education development officer (EDO) and 935 posts of the assistant education development officer (AEDO) under the Bihar Education Administrative Cadre Rules 2025, additional chief secretary (ACS) S Siddharth said here after the cabinet meeting. The decision to create these posts will help carry out micro monitoring of schools right from primary to higher secondary level to ensure quality education in the state, he said. The AEDO will be given the job of inspecting and monitoring schools of every 10 panchayats while the EDO will monitor schools at block-level. Notably, there are 8,053 panchayats while there are 534 blocks in the state. It also created 818 posts for the Bihar State Educational Infrastructure Development Corporation Ltd. Besides, two posts of estate officers and 38 posts of assistant estate officers were created for three years on a contract basis. The cabinet also gave urban development and housing department's proposal for creation of 1,350 posts for running offices constituted under the Planning Area Authority in every district, Siddharth said. It also created 653 posts for Bihar State Jeevika Fund Credit Cooperative Federation Ltd, Patna constituted under Bihar Cooperative Society Act 1935, the ACS said. It also gave its nod to urban development and housing department's proposal to expand the area of municipal councils of Phulwarisharif, Danapur Nizamat and Khagaul in Patna district. It would enable the residents to get facilities provided by urban local bodies. Besides, the move would increase the urban area. The decision would extend Phulwarisharif's municipal area by 16.51 square km while Danapur's 23.14 sq km and Khagaul's 9.4 sq km. In yet another important decision, children (3-6 years) getting pre-school education at Anganwadi Kendras will now get uniforms prepared by the Jeevika. The cabinet took a decision in this regard making an amendment in the existing provision as per which Rs 400 per child per year is transferred into the bank accounts of parents. Two sets of uniforms will be provided by the Jeevika at Anganwadi Kendras, the ACS said, adding that Jeevika would get an annual increase of 5% in the rate of uniform. The cabinet gave its nod to handover five acres of land located on the southern flank of river Ganga at Mauja Dujra Diyara in Patna on temporary lease for 25 years to the Inland Waterways Authority of India to repair ship and construction of dry dock, the ACS said.
