BCCI Under RTI: Long-Stalled Sports Bill To Be Tabled Today, Likely To Clear Parliament

Last Updated: Despite not receiving government funding, the BCCI, like other national sports bodies, will have to comply with regulations set out by the sports ministry once the bill is enacted Union sports minister Mansukh Mandaviya is set to introduce the highly anticipated National Sports Governance Bill, 2025, in the Lok Sabha on Wednesday. The legislation, focused on athlete welfare and systemic reform, represents a significant step towards transparency and accountability in Indian sports governance. A key provision of the bill is to bring all national sports bodies, including the Board of Control for Cricket in India (BCCI), under the Right to Information (RTI) Act, 2005. This long-debated and previously resisted move is expected to finally become law, ending years of delay and political pushback. A previous attempt during the UPA era by then sports minister Ajay Maken failed due to opposition within his own party. Despite not receiving government funding, the BCCI, like other national sports federations, will be required to comply with the regulations set out by the sports ministry once the bill is enacted. This is particularly significant as the Indian cricket team prepares to compete at the 2028 Los Angeles Olympics, which will place the BCCI within the framework of a national sports federation. 'It wasn't easy to bring the BCCI on board, but extensive dialogue was held between lawmakers and the BCCI top brass to ensure their cooperation," a source involved in the legislative process told CNN-News18. 'The government's intent is clear: to instill accountability and transparency across all sports federations in the country." Once enacted, the bill will mandate all recognised sports bodies to comply with the RTI Act, opening up access to decision-making processes, financial records, and governance structures to the public. The National Sports Governance Bill, 2025, aims to overhaul the Indian sports ecosystem through a series of structural reforms, including legal clarity, gender equality, athlete empowerment, and enhanced public oversight. More than just a legal framework, the bill signals the dawn of a new era where athletes are not just competitors but active stakeholders in India's sporting future. India's sports sector has long been plagued by controversies such as mismanagement, opaque elections in sports federations, and poor athlete representation. With over 350 court cases pending across federations, the judiciary has consistently urged the government to legislate a comprehensive governance structure. Efforts to introduce such a bill date back to 2011, but progress was repeatedly blocked by legal challenges, shifting political priorities, and unresolved court interventions. The Delhi High Court's endorsement of the 2011 Sports Code and pending litigations around the 2017 draft further stalled momentum. Officials believe that beyond governance reform, the bill will also contribute to employment generation, better protection for athletes—especially women and minors—and a more ethical, competitive, and globally aligned sporting culture in India. Transparency, Autonomy, Resolution: How The National Sports Bill Aims To Redefine Indian Sporting Scene

Last Updated: The National Sports Governance Bill 2025 aims to boost transparency, autonomy, and dispute resolution in Indian sports, aiming for top-10 Olympic status by 2036. After years of planning, consultation, and global benchmarking, the National Sports Governance Bill 2025 is ready for introduction—poised to redefine the future of sports administration in India. The bill, which Sports Minister Mansukh Mandaviya will table in Parliament on Wednesday during the ongoing monsoon session, aims to instill transparency, fairness, and robust governance across the country's sports ecosystem. A core focus of the bill is to ensure the independent and efficient functioning of national sports bodies, free from political interference. It brings these organizations under a unified regulatory framework while preserving their operational autonomy. One of the bill's major provisions is the establishment of a Sports Tribunal—a dedicated body to resolve disputes between athletes, office-bearers, and sports federations. Though the judiciary retains ultimate review powers, the tribunal is intended to provide a faster, more specialized mechanism for conflict resolution. Importantly, the bill also defers to the Olympic Charter in case of any policy conflict, reinforcing India's commitment to global standards of sport governance. The legislation supports India's broader ambition to become a top-10 Olympic nation by 2036. To this end, it mandates athlete representation in every National Sports Federation (NSF), enforces international best practices for high-performance governance, and prioritizes merit-based selection processes—minimizing internal rifts that often hinder Olympic preparations. Regular audits of NSFs will promote financial accountability and ensure optimal use of public funds allocated for elite sports development. The bill also lays down legal clarity around governance roles, enhancing India's credibility with bodies like the International Olympic Committee (IOC) and boosting prospects for hosting future international events. Athletes at the Center of Governance Placing athletes at the heart of decision-making, the bill requires each NSF to form Athlete Committees and include Sportspersons of Outstanding Merit (SOMs) in their leadership structures. This gives athletes a direct role in shaping sport-specific policies and ethical standards. The bill guarantees safe, harassment-free environments and establishes transparent, accessible grievance redressal mechanisms. It also aims to reduce career disruptions caused by drawn-out legal battles—creating a governance model rooted in accountability, athlete welfare, and inclusive administration across all levels of Indian sport. Ravi Bishnoi Snubs MS Dhoni, Names Indian Cricketer He Idolises From Fitness Standpoint

Over the last decade or so, Indian cricket has set some phenomenal standards of fitness. More often than not, those fitness standards have also helped players push their ceiling and achieve historic results on the cricket field. Every newcomer in the team looks up to a certain player, be it form the bowling or batting standpoint or even fielding. For India leg-spinner Ravi Bishnoi, 36-year-old Virat Kohli remains the man he looks up to from the perspective of fitness, even though a 44-year-old MS Dhoni is still an active cricketer. "I look up to Virat Bhai [Virat Kohli], he is very fit. You can see his aggression on the field and off the field. When he bats or fields, you can see that energy, which fitness brings to your game, you get an extra push from it," Bishnoi said in a chat with ANI "I idolise him in fitness. I can't go to his level, but I try to get close to him," the star India spinner added. Virat remains one of the fittest cricketers India have had but is no longer an active player in T20Is and Tests. In fact, it was days before the India squad for the England Test series was announced that Kohli decided to quit the red-ball format. Questions have arose over his decision, with many former cricketers and experts saying that Virat still had a lot more to offer. As the Shubman Gill -led Indian team looks to beat England in their own den, commentators and analysts have often recalled how Virat used to function in such surroundings. "Finding a way of creating an event throughout a session to change the course of the game. For me, India has to start believing. This is where the likes of Virat Kohli were unbelievable," former England pacer Steve Harmison said while asserting what sort of the different Virat would've made in the Lord' Test that India lost. "In a fourth innings chase, Kohli goes and wins the game comfortably. He would have won that game comfortably at Lord's," Harmison added.
