Payrolls to tax ops streamlined: PCMC goes 100% paperless

With over 32,000 tapals (posts) and 3,700 files processed digitally across 54 departments, the Pimpri-Chinchwad Municipal Corporation (PCMC) has fully transitioned to a paperless and integrated digital governance system since April 1, 2025, the civic administration said today.
The city's first-of-its-kind GIS-enabled ERP project—powered by SAP, Document Management System (DMS), Geographic Information System (GIS), and 26 non-core citizen and administrative applications — has redefined service delivery, internal efficiency, and transparency.
PCMC's move to a fully digital work environment has eliminated the use of physical files entirely, making it one of the few municipal bodies in India to achieve this scale of integration, the administration said.
The robust backend, which connects SAP modules with real-time GIS data and a centralised DMS, has streamlined everything from payroll and pensions to asset management, engineering projects, and property tax operations, officials said.
Over 6,500 staff salaries and contractor bills were seamlessly processed through SAP in March and April.
Engineering departments have created 176 estimations on the SAP Project System, now mapped on the GIS database to enable real-time tracking and monitoring. Citizen-centric services such as marriage registration, sports and auditorium bookings, and slum billing have also gone digital, the administration said.
The new Workflow and DMS systems enable scanning, routing, and retrieving official files within defined digital paths, significantly reducing delays. Internally, modules like electric bill payment, library and security management, veterinary services, and municipal secretariat management have been activated to bring greater efficiency and transparency.
The integrated Citizen Geoportal and Departmental Geoportal are transforming access to services—citizens can now view land records, civil works, property details, and water networks online, eliminating the need for office visits. These platforms also cut down on costs for both citizens and departments by reducing travel, paperwork, and manual processing, officials said.
With 380+ GIS layers, a Digital Elevation Model for terrain analysis, and 6 lakh+ geotagged properties, PCMC is setting a national benchmark in municipal e-governance. The system, built using high-resolution satellite imagery and LiDAR surveys, is the first in India to integrate all departments on a single GIS platform, officials said.
'We have built a system where files don't move physically anymore — everything is tracked, fast, and transparent. This digital shift reflects our focus on efficiency, accountability, and smart governance. The system is continuously evolving, and we are learning from user feedback to improve it further each day,' said Municipal Commissioner Shekhar Singh.

After several delays, the 220 kV Gas-Insulated based substation (GIS), built at a cost of ₹65 crore, initially slated to be commissioned within 15 days by power minister Harbhajan ETO on May 3, was finally made operational on Sunday, overshooting its deadline. According to officials of Punjab State Transmission Corporation Limited (PSTCL), all construction and technical work had been completed in the first week of May. However, the commissioning was delayed due to pending regulatory approvals from the National Load Dispatch Centre (NLDC) and the State Load Dispatch Centre (SLDC), both of which were required to energise the substation. Earlier this year, the substation was slated to be commissioned by March end. However, the timeline was pushed to May due to ongoing work at the Dhandari substation yard which is being executed in five phases. Officials said the first and second phases were scheduled for completion by April 6 and April 30, respectively. Since the GIS substation primarily sources power from Dhandari, the circuit shift process could only begin after the completion of the second phase. Additionally, a senior official of PSTCL also revealed that the project would have commissioned two years ago but was delayed due to a dispute with the original contractor, responsible for all civil works at the substation. The contractor abandoned the work midway, bringing all progress to a halt. 'Construction could only resume after a new contractor was onboarded,' the official added. Shedding light on the commissioning, officials said the GIS substation has now been integrated with the 66 kV Giaspura and Sherpur grids following the activation of two 160 MVA transformers. Additionally, the 220 kV line base, two 220 kV transformer bases, one 220 kV bus coupler base, and one 220 kV bus bar have become operational. Integration with the Dhandari Kalan grid is expected in the coming days. Notably, the facility will significantly improve electricity supply to over 10,000 industrial units in the area, ensuring uninterrupted and stable power to major industrial hubs like Focal Point, Dhandari, Giaspura, and Sherpur. These zones house a mix of small, medium and large enterprises, officials said. To further strengthen the power network, transmission lines from Giaspura to Kanganwal have already been laid, and additional lines are proposed to connect the Millerganj grid, enhancing grid stability and reliability. PSTCL officials further said that this is Ludhiana's first 220 kV GIS substation, following an earlier 66 kV GIS facility set up at City Centre near Chaura Bazar. They explained that GIS technology involves compact metal-enclosed equipment insulated with SF6 gas. 'This setup is space-efficient and well-suited for urban areas, offering protection against dust, weather and other environmental factors. Compared to conventional open-air substations, GIS substations are considered safer, more reliable and efficient, with lower chances of electrical faults,' officials added. Sukhbir Walia, deputy chief engineer, PSTCL, Ludhiana central zone, explained,' 'All construction and technical work had been completed well in time, but the commissioning was slightly delayed due to pending approvals from the National and State Load Dispatch Centres'. 'Being Ludhiana's first 220 kV GIS substation, the regulatory process took longer than expected, but the facility is now fully operational,' Walia added.

The Centre's Department of Land Resources (DoLR) on Sunday announced it would conduct the second phase of capacity-building under the NAKSHA (National geospatial Knowledge-based land Survey of urban Habitations) programme across five Centres of Excellence (CoEs) in the country. With India's urban population expected to exceed 600 million by 2031, the need for modern, verifiable, and easily accessible land records has become more urgent than ever. The NAKSHA programme addresses this challenge with a bold, technology-driven approach. The first phase of the capacity-building programme to train the 160 master trainers from NAKSHA participating states/UTs was completed last month. The second phase of the training programme will be inaugurated virtually by the Department of Land Resources Secretary Manoj Joshi on Monday, the Department, which comes under the Ministry of Rural Development, said. Under this training programme, 304 ULB-level and district officers have been nominated from 157 urban local bodies (ULBs). These officers will undergo hands-on training in leveraging modern geospatial technologies for effective urban property surveys. The training will be conducted for a week, starting Tuesday, at Lal Bahadur Shastri National Academy of Administration (LBSNAA), Mussoorie; Yashwantrao Chavan Academy of Development Administration (YASHADA), Pune; Northeast Region Centre of Excellence, Guwahati; Mahatma Gandhi State Institute of Public Administration (MGSIPA), Chandigarh; and Administrative Training Institute (ATI), Mysuru. The training aims to equip ULB officers and field staff with the technical and practical skills required to oversee high-accuracy land surveys under the NAKSHA programme. Modules cover the programme framework, GNSS and ETS-based surveying, Web-GIS application, land parcel mapping, and the legal-administrative aspects of land surveys. Being implemented by the Department of Land Resources (DoLR) in association with the Survey of India, NICSI, MPSeDC, and five Centres of Excellence, as a pilot programme, NAKSHA has been launched across 157 Urban Local Bodies (ULBs) in 27 states and three Union Territories.

The initiative was officially launched by Energy Minister K.J. George on Saturday. According to officials, it is designed primarily for internal use, the Map View application showcases live updates of ongoing underground cable laying activities across Karnataka. 'By making this information accessible, the tool allows the public to stay aware of infrastructure work in their areas and adjust their routines to avoid traffic-related inconveniences. This move is aimed at fostering public involvement and reducing disruptions,' a statement by KPTCL stated. 'This digital platform, powered by advanced GIS technology, marks a major step forward in improving transparency, operational efficiency, and citizen engagement,' said Mr. George. 'By adopting innovative tools like this, we are not only boosting technical performance but also ensuring that the public is well-informed and safeguarded,' he added.
