India opens govt procurement for UK firms; experts see it as strategic shift

Economic think tank GTRI said India is offering the "most extensive" concessions in government procurement to UK firms under the free trade agreement, marking a strategic shift away from using public procurement as a tool for domestic industrial development.
The pact, officially called the
Comprehensive Economic and Trade Agreement
(CETA), was signed in London in the presence of Prime Minister Narendra Modi and his British counterpart Keir Starmer.

For the first time, the Global Trade Research Initiative (GTRI) said, India will open about 40,000 high-value contracts from central ministries and departments in sectors such as transport, green energy, and infrastructure to UK bidders.
British firms will be allowed to participate through India's Central Public Procurement Portal (CPPP) and the GeM platform, and will be granted national treatment for all covered procurements.
Importantly, UK-origin goods with just 20 per cent domestic content will be treated as "Class II" local suppliers under India's Public Procurement Order (PPO), a classification previously reserved for Indian suppliers with 20-50 per cent local content.
India has, however, retained the right to exclude sensitive areas like health, agriculture, MSME procurement, and low-value contracts.
Under the agreement, India has granted unprecedented market access to UK suppliers in the government procurement chapter, which is a major shift from its traditionally protectionist approach, GTRI Founder Ajay Srivastava said.
"This is the most extensive GP concession India has offered in any FTA to date and marks a strategic shift away from using public procurement as a tool for domestic industrial development," he said.
The 20 per cent local content rule allows UK firms to use up to 80 per cent inputs from third countries, such as China or the EU, while still receiving preferential treatment, effectively diluting the benefits that programs like Make in India and Atmanirbhar Bharat were designed to protect.
"The access given to the UK could also set a precedent for future FTAs with larger economies like the EU or US, potentially eroding India's ability to use public procurement as a lever for policy goals such as import substitution, domestic capacity-building, and employment generation," he said.

Prime Minister Narendra Modi on Saturday released the 20th instalment of the Pradhan Mantri Kisan Samman Nidhi (PM-KISAN) scheme from Varanasi. The instalment is meant to benefit over 9.7 crore farmers across the country, of approximately ₹ 20,500 crore, through Direct Benefit Transfer (DBT). PM Modi launched the PM-KISAN scheme in 2019 to supplement the financial needs of land-holding farmers. Under the scheme, ₹ 6,000 per year in financial benefits are transferred in three equal instalments into farmers' Aadhaar-seated bank accounts through DBT mode. Since 2019, ₹ 3.69 lakh crore has been transferred to farmers' accounts through 19 instalments. Earlier, the PM-KISAN's 19th instalment was released on 24 February in Bihar's Bhagalpur. The event witnessed over 9.8 crore farmers across the country receiving direct financial benefits, amounting to more than ₹ 22,000 crore. a) It aims to supplement the financial needs of the SMFs in procuring various inputs to ensure proper crop health and appropriate yields, commensurate with the anticipated farm income at the end of each crop cycle. b) Protect the farmers from falling in the clutches of moneylenders for meeting expenses Step 1: Visit the official PM Kisan website – http//: Step 2: Access the beneficiary status page. Step 7: Check for payment status. c) Face authentication-based e-KYC a) Every part of the scheme – Jan Dhan accounts, Aadhaar and mobile phones – works online. b) After registration, farmers' land is verified digitally, and money is sent straight to their bank accounts. c) The scheme has also inspired new tools like Kisan eMitra, a voice-based chatbot, and AgriStack. d) The PM-KISAN mobile app was launched on 24 February 2020. Later in 2023, the app was launched with an additional 'Face Authentication Feature'. This enabled remote farmers to do e-KYC by scanning their face without OTP or fingerprint. e) The AI Chatbot was launched for the PM-KISAN scheme in 2023. The AI Chatbot provides farmers with prompt, clear, and accurate responses to their queries. f) The AI Chatbot, accessible through the PM KISAN mobile app, is integrated with Bhashini, which offers multilingual support, catering to the linguistic and regional diversity of the PM KISAN beneficiaries.

1 2 3 Patna: In a major stride for agricultural innovation, scientists at Rajendra Prasad Central Agricultural University (RPCAU) have unveiled three new maize varieties poised to transform maize cultivation across eastern India. The newly introduced varieties include, Rajendra Baby Corn-1 – a region-specific baby corn hybrid tailored for Bihar's agro-climatic conditions; Rajendra Pop Corn-1 – a high-yielding popcorn hybrid, and Shaktiman-5 – a biofortified quality protein maize. Developed by the maize breeding team at Tirhut College of Agriculture (TCA), Dholi, Rajendra Baby Corn-1 is expected to offer a profitable and sustainable crop alternative for small and marginal farmers. "Baby corn enjoys strong market demand, particularly in urban areas and food processing industries. However, a hybrid suited to Bihar's unique conditions was missing. Our aim was to bridge that gap," said maize scientist Ajay Kumar. The Rajendra Pop Corn-1 variety is specially tailored for Bihar's agro-climatic conditions. Beyond its agronomic merits, Shaktiman-5 is aligned with key national priorities such as PoshanAbhiyan, the National Biofortification Mission, and the Public Distribution System (PDS). It as an ideal food for mid-day meal schemes, anganwadi nutrition programmes, and livestock feed improvement, said RPCAU vice-chancellor P S Pandey.
