CGTN: China's Path To Modernisation Through High-Quality Development, Efficient Governance
KUALA LUMPUR, May 21 (Bernama) -- Chinese President Xi Jinping emphasised the importance of high-quality development and efficient governance during his recent inspection tour of Henan Province, as reported by China Global Television Network (CGTN).
In a statement, CGTN said the tour spotlighted the region's strides in modern manufacturing, scientific innovation, and public sector efficiency as part of China's broader modernisation goals.
A key stop on the visit was Luoyang Bearing Group Co Ltd, a traditional manufacturer that has embraced digital transformation and industrial upgrading. The firm now operates a leading domestic bearing test platform for sectors such as aerospace, wind power, and new energy vehicles, and has achieved full digitalisation using technologies such as 5G Industrial Internet of Things (IoT).
President Xi lauded the company's innovations and called for deeper efforts in core technological breakthroughs and independent innovation.
Xi's visit highlighted the province's role in spearheading new productive forces. Henan currently boasts over 12,000 high-tech enterprises, 27 provincial laboratories, and has seen a 62.3 per cent annual growth in technology contract transaction volume. These advances are driving sectors such as new materials, biomedicine and food technology.
To support the private sector, Henan recently launched an action plan focused on innovation, market development, and talent attraction. Xi urged local leaders to align sci-tech innovation with regional strengths to build a modern industrial system.
Cultural preservation was also a theme of Xi's tour. He visited White Horse Temple and the Longmen Grottoes, praising efforts to integrate culture and tourism as a means to strengthen both identity and the local economy.
On governance, Xi underscored the need for efficient, law-based, and intelligent public administration. Henan has implemented smart governance tools, such as artificial intelligence-powered service platforms, to improve service delivery and reduce bureaucratic burdens on local communities. These initiatives reflect a national trend toward e-governance and rule-of-law-driven social management.
As China prepares for its 15th Five-Year Plan (2026–2030), Xi reiterated the importance of harmonising development and security, ensuring that modernisation is supported by effective grassroots governance and social stability.

The explanation came about following a statement from the Prime Minister's Office yesterday, asking the police to look into the matter. Fahmi, who bills himself as a 'political graphic designer', had said that he was stopped by immigration officers at KL Inter-national Airport 2 (KLIA2) on Saturday when he wanted to board a flight to Singapore. But Inspector-General of Police Tan Sri Razarudin Husain indicated yesterday that there is no official travel restriction on Fahmi, though his name is on a movement monitoring list for internal records and reference purposes by the police due to ongoing investigations involving him. 'However, it must be emphasised that this list does not imply any restrictions but is part of standard monitoring procedures implemented by the authorities,' he said in a statement, as reported by Bernama. Razarudin said the confusion occurred during the exit clearance process on Saturday, resulting in the erroneous issuance of a movement restriction order, adding that the matter is being reviewed with appropriate steps to be taken to refine existing procedures. He said the police remained committed to protecting and respecting the freedom of movement of every Malaysian 'and the individual concerned is free to travel in and out of the country as usual, subject to any regulations set by the Immigration Department and other relevant laws'. Earlier yesterday, the Prime Minister's Office said in a statement that the government upholds individual freedom as long as they do not compromise national security or violate existing laws. 'As such, the police must provide further clarification regarding this matter,' said the statement. On Saturday, Fahmi wrote on Facebook that he had wanted to go to Singapore for a two-day trip to attend a concert. However, he said he was stopped at the immigration counter at KLIA2 and was told that Bukit Aman has not permitted him to go overseas. Following Razarudin's statement yesterday, Fahmi issued a response, saying that the explanation from the various authorities over the matter indicated that they were pointing fingers at one another. 'I do not see any party from the government being brave enough to take responsibility for their mistake which restricted my freedom to travel,' he said. 'It is easy to say that there is no official restriction. But the reality is I got barred. I still could not travel abroad. I have been denied my right as a citizen,' he said. 'You always tell me to use the right channel, right? OK, we meet in court,' he said.

Key US-China trade talks set for Monday in London
LONDON: Top US and Chinese officials will sit down in London on Monday for talks aimed at defusing the high-stakes trade dispute between the two superpowers that has widened in recent weeks beyond tit-for-tat tariffs to export controls over goods and components critical to global supply chains. At a still-undisclosed venue in London, the two sides will try to get back on track with a preliminary agreement struck last month in Geneva that had briefly lowered the temperature between Washington and Beijing and fostered relief among investors battered for months by US President Donald Trump's cascade of tariff orders since his return to the White House in January. "The next round of trade talks between the US and China will be held in the UK on Monday," a UK government spokesperson said on Sunday. "We are a nation that champions free trade and have always been clear that a trade war is in nobody's interests, so we welcome these talks." Gathering there will be a US delegation led by Treasury Secretary Scott Bessent, Commerce Secretary Howard Lutnick and US Trade Representative Jamieson Greer, and a Chinese contingent helmed by Vice Premier He Lifeng. The second-round of meetings comes four days after Trump and Chinese leader Xi Jinping spoke by phone, their first direct interaction since Trump's Jan 20 inauguration. During the more than one-hour-long call, Xi told Trump to back down from trade measures that roiled the global economy and warned him against threatening steps on Taiwan, according to a Chinese government summary. But Trump said on social media the talks focused primarily on trade led to "a very positive conclusion," setting the stage for Monday's meeting in London. The next day, Trump said Xi had agreed to resume shipments to the US of rare earths minerals and magnets. While the UK government will provide a venue for Monday's discussions, it will not be party to them but will have separate talks later in the week with the Chinese delegation.

According to the report, China has long maintained that peace and stability in these waters depend on collaborative efforts between China and member states of the Association of Southeast Asian Nations (ASEAN). Through deepened trust and cooperation across political, economic, and cultural spheres, this partnership has created lasting mutual benefits. Consequently, China has emerged as a reliable force for maintaining regional peace and stability while promoting cooperation and development in the South China Sea. The report stated that China has always adhered to the principles of building the South China Sea into a sea of peace, friendship, and cooperation: equal-footed consultation, rule-based co-management, mutually beneficial cooperation, and a constructive role. The report called on China and ASEAN countries to ensure that the solutions of the South China Sea issues remain in their own hands, to adhere to sound principles and direction in addressing the issues, and to continue upholding the notion of a maritime community with a shared future. The report also called for joint efforts by China and ASEAN countries to build the South China Sea into a sea of peace, friendship, and cooperation that benefits the people of all regional countries. The think tank report has received positive evaluations from experts. They believe the report comprehensively explained China's practical achievements, insights, and pathways in advocating for the South China Sea to become a sea of peace, friendship, and cooperation, marking a significant academic contribution to the study of South China Sea issues. Zhang Jie, a research fellow at the Chinese Academy of Social Sciences, noted that the report not only offered historical depth but also summarized the latest developments in the South China Sea situation. It further clarified China's principled stance and comprehensively demonstrated China's positive contributions to the peace and stability of the South China Sea based on facts. Yang Xiao, a research fellow at the China Institutes of Contemporary International Relations, stated that the report, with a vision for a better future in the South China Sea, creatively explained and summarized China's consistent adherence to the principles on South China Sea issues. Those principles serve as the foundation for China-ASEAN dialogue, cooperation, and constructive development, carrying significant theoretical and practical importance for the future, consensus-building, and bridging differences. Ma Chao, associate research fellow at the Maritime Silk Road Research Institute of Hainan Normal University, believed that China, upholding the concept of a maritime community with a shared future, has deepened cooperation with parties in the South China Sea. The report once again demonstrated China's sincere commitment to maintaining peace and stability in the region, helping the international community better understand, appreciate, and respect China's stance on the South China Sea.
