Exterra Carbon Solutions Raises $20M Series A to Transform Mining Waste into Low-Carbon Critical Minerals & CO2 Sequestration Français

MONTRÉAL, May 6, 2025 /CNW/ - Exterra Carbon Solutions (Exterra), a Canadian cleantech innovator transforming legacy mining waste into high-value, sustainable materials, today announced the closing of a CAD $20 million Series A financing round. The round was co-led by Clean Energy Ventures and BDC Capital, with the participation of the Government of Quebec, Investissement Quebec, MOL Switch, and Kinetics, a Karpowership initiative. This financing will enable Exterra to accelerate the integration of the mining industry into the circular economy and bring its total raised investment to CAD $32 million.
Exterra's commercialization strategy centres on its upcoming Hub I project, scheduled to begin construction in 2027, in Quebec. Hub I will become the world's largest asbestos mitigation plant, with an annual capacity to process over 300,000 tonnes of asbestos mine tailings (AMT) annually. The facility will fully destroy any remaining asbestos fibres and enable the rehabilitation of mining sites. The company has derisked its technologies through pre-commercial pilot operations in Val-des-Sources, Quebec, and aims to be the first company globally to commercialize carbon-neutral mineral production from mine tailings.
After the inauguration of Hub I, which is set to become one of the largest mine residue valorization initiatives in North America, Exterra aims to integrate key pieces of its technologies into larger-scale mining and mineral processing applications internationally. This includes areas such as acid recycling, mineralization of emissions, and beyond.
The Dual Core of Exterra's Waste-to-Value Processes
Exterra's technology platform consists of two distinct yet complementary processes: the Low-carbon Oxide from Waste (LOW TM) process produces low-carbon metal oxides (like magnesium oxide) alongside valuable by-products; and the Reactive Oxide to Carbonate (ROC TM) process leverages these low-carbon oxides to permanently mineralize CO₂ in a single step, without the need for carbon capture, creating substantial market opportunities. These breakthrough technologies are the first to produce carbon-neutral magnesium oxide by converting AMT into valuable minerals.
Leveraging Quebec's low-carbon hydroelectric grid, Exterra's process also generates high-demand co-products including nickel concentrate used for batteries in electric vehicles and amorphous silica used for low-carbon building materials. With a regional supply capacity of up to 800 million tonnes of AMT, the Province has the potential to become the leading producer of advanced battery materials for electric vehicles derived from mine tailings, thereby developing one of the shortest nickel supply chains for transportation electrification.
A recent pre-purchase agreement with Frontier Climate for carbon removal applications further validates the market potential of Exterra's low-carbon magnesium oxide, demonstrating a compelling story of environmental benefit and financial value.
Exterra's strategic partnerships further underscore its market-leading approach. Its collaboration with BASF, Énergir, WSP, and Winsome Resources aims to accelerate technology adoption and bolster business opportunities in carbon mineralization. Bellingham city council members last month approved sending a letter to nine Metro Vancouver cities reaffirming a 'peaceful partnership that has lasted for nearly two centuries.' 'We wish to express our commitment to our connection with the people of Canada and our deep-rooted social, cultural, and economic ties,' the letter reads. 'It is our hope that our futures will be interwoven with trust and mutual respect, as our histories have been.' The letter was signed by Kim Lund, the Bellingham mayor, and Hollie Huthman, the city council president. Copies were delivered on May 21. In an emailed statement to Postmedia Tuesday, Lund said: 'Many Canadians understandably feel, angry, sad, and betrayed right now. We cannot speak for the other Washington, but we can speak for our city when we say it is our hope that we can heal this rift and return to a relationship rooted in goodwill and mutual respect.' Huthman added in the same email: 'Despite U.S. federal actions and rhetoric that we disagree with, Bellingham's values have not changed. We are committed to maintaining constructive and collegial relationships.' Bellingham, a city of nearly 100,000 people, is about 30 kilometres south of the Canada-U.S. border. It's traditionally been a popular shopping and tourism destination for British Columbians. Canada is Washington state's top international market for tourists and the decline in cross border travel could have a significant economic impact. Guy Occhiogrosso, president of the Bellingham regional chamber of commerce, said in an email that tourism, restaurants and large retail businesses were all being affected but the decline in B.C. visitors, but he suggested smaller border communities, like Blaine and Sumas, were harder hit. During the meeting in which Bellingham city council approved the draft letter to Metro Vancouver cities, Coun. Daniel Hammill said many local businesses have seen a noticeable drop in Canadian visitors. '(They're) just not seeing Canadian plates in the parkings lots as much any more,' he said. 'It affects sales tax, it affects revenue. And it's not just about the sales tax revenue, it's about the spirit of being welcoming as a community.' The Washington state legislature recently approved a resolution that also reaffirmed the longstanding relationship between Washington and Canada. In April, Seattle-area businesses launched 'Open Arms for Canada,' a program to encourage Canadian tourism. Cooler temperatures have slowed Alberta's wildfires to the point where hundreds of oilpatch workers are beginning to return to oilsands plants, drilling rigs and remote camps that were evacuated last weekend as a large blaze temporarily forced a halt to 345,000 barrels of daily crude production. Article content However, the 62,040-hectare Caribou Lake fire burning at the southern border of the giant Athabasca oilsands deposit — which threatens about eight per cent of Alberta's daily oil output — continues to burn out of control, according to the province. Article content Article content Article content Precautionary evacuations have become the norm in an industry that has grown used to dealing with wildfires since Canadian production seems to be threatened 'on an almost clocklike annual basis,' Martin King, managing director of RBN Energy LLC, said in a recent note. Article content Article content Fire-proofing measures, such as clearing a wide swathe of the dense boreal forest surrounding drilling rigs and transmission lines and transferring fuels to sealed tanks to protect combustibles from falling ash, protect infrastructure while workers retreat to safety. A total of 538,458,035 common shares were voted at the meeting, representing 77.12% of the votes attached to all outstanding common shares. Shareholders voted in favour of each of the items of business at the Annual Meeting as follows: Election of Directors Resolutions electing each of the director nominees listed in OceanaGold's Management Information Circular dated April 23, 2025 as directors of the Company were passed by ordinary resolution. Detailed results of the vote for each director are set out in the table below: Share Consolidation A special resolution approving the consolidation of all issued and outstanding common shares of the Company on a consolidation ratio of up to three (3) pre-consolidation common shares for one (1) post-consolidation common share (the "Consolidation") was passed. The Company is exploring the benefits of a dual listing of its common shares on a major U.S. exchange, including the New York Stock Exchange, for a potential listing in the first half of 2026. The Company believes a U.S. listing could lead to increased interest by a wider audience of potential investors and result in increased marketability and trading liquidity. The principal reason for the Consolidation is to raise the per share trading price of the common shares in order to better comply with minimum trading price requirements of such exchanges.
