
Jalan Deshon 'sick' housing project to be declared abandoned, more to follow
State Deputy Local Government, Housing and Public Administration Minister Datuk Michael Tiang said his ministry is in the process of formally declaring the project as abandoned under the Housing Development (Control and Licensing) Ordinance 2013.
'We anticipate that the declaration will be made by next month, pending formal confirmation from the Minister himself, Datuk Amar Dr Sim Kui Hian,' he said
The move, according to Tiang, is expected to bring some relief to purchasers, enabling them to negotiate with their respective banks for potential loan interest waivers.
'This is our first step in alleviating the financial burden of the buyers.
"Following this, we will engage with the landowner to explore options for reviving and completing the project,' he told reporters during a site inspection on Friday (July 18).
The project involving 80 townhouse units started in 2012 and was scheduled for completion in 2015.
However, more than a decade later, construction remains incomplete, with only a 70% completion rate.
Tiang explained that prolonged delays to the project have led affected buyers to initiate legal proceedings.
"This is one of the most seriously stalled developments in Sibu, as there has been no substantial progress for a prolonged period.
"The developer was also declared bankrupt by the Sibu High Court in 2022," he added.
Tiang also mentioned that several other housing developments across Sarawak are similarly categorised as "sick" projects and are being closely monitored by the ministry.
'We will continue to carry out on-site inspections to identify abandoned projects, especially those where developers are no longer financially capable of proceeding,' he said.
Tiang, who is also the Pelawan assemblyman, reiterated the state government's commitment to safeguarding the rights and welfare of homebuyers, particularly in cases involving long-delayed housing developments.

‘Detractors of MyKiosk initiative should apologise'
PETALING JAYA: Irresponsible parties who spread baseless allegations against the MyKiosk initiative should apologise, Housing and Local Government Minister Nga Kor Ming told the Dewan Rakyat yesterday. He said the accusations had unfairly smeared the efforts of ministry staff as the Malaysian Anti-Corruption Commission (MACC) said there was no abuse of power or criminal wrongdoing in the programme's implementation. Nga cited MACC Chief Commissioner Tan Sri Azam Baki's statement on July 3 which cleared the ministry of misconduct. 'Those who throw stones should not hide their hands. I demand an apology to all the ministry's staff who have worked tirelessly. 'Anyone who has spread slander or false claims about MyKiosk, please come forward and apologise.' Responding to criticism labelling MyKiosk as a 'white elephant', Nga said the initiative had shown real progress, even if full occupancy had yet to be achieved. As of July 2025, MyKiosk 1.0 (2023) recorded a 91.75% occupancy rate with 2,926 units filled while MyKiosk 2.0 (2024) reached 86.78% occupancy with 3,518 units taken up nationwide. The figures demonstrate the programme's success in providing safe, affordable spaces for small businesses, particularly in urban areas, Nga said in reply to a question from Batu Pahat MP Onn Abu Bakar. The initiative is funded via the ministry's BP1 allocation for small-scale infrastructure projects implemented by local authorities. RM50 million was spent in 2023 for 3,189 kiosks and RM100 million in 2024 for an additional 4,054 units. Nga admitted there had been some administrative hiccups but said the ministry is working to resolve them, including through site visits in both government and opposition-led states. 'We are not TikTok warriors spreading baseless claims. We are honourable members of this House,' he told Hulu Selangor MP Mohd Hasnizan Harun, who raised concerns about vacant kiosks. Nga said to strengthen oversight a 'traffic light' system had been introduced to rate the 156 local councils managing MyKiosk sites, with councils in the green zone rewarded with more funds while councils in the red zone face budget cuts, though support would be given to help them improve. He added that many kiosk tenants now earn sustainable incomes, proving MyKiosk is more than just infrastructure as it is also a tool for economic empowerment. Nga also tabled the Street, Drainage and Building (Amendment) Bill 2025 to boost enforcement and encourage civic responsibility. The Bill proposes amending Sections 47 and 48 and introduces Section 125A, allowing local councils to impose community service for minor littering offences. Key highlights include fines of up to RM2,000 for first-time offenders, RM3,000 for repeat offenders and up to 12 hours of community service, subject to the court's discretion. 'This is not just about punishing people. It is also about building a culture of care and responsibility.' Offenders under 18 will be handled under the Child Act 2001. The Bill applies to Peninsular Malaysia and Labuan, with enforcement timing to be set by state governments. Nga said the proposal complements recent updates to the Solid Waste and Public Cleansing Management Act, reinforcing the need for stronger action to tackle Malaysia's littering problem.

Recycling facilities mandatory at shopping malls from Jan 1, 2026

KUALA LUMPUR - The National Council for Local Government has decided that all shopping malls must provide recycling facilities effective Jan 1, 2026, said Housing and Local Government Minister Nga Kor Ming. He said this requirement will be part of the business licensing conditions imposed by local authorities on premises owners, in line with the Ministry of Housing and Local Government's effort to phase out single-use plastic bags. According to him, the move is also part of the ministry's proactive efforts in managing plastic waste in the country. "Any shopping mall that does not provide (recycling facilities) will not be granted a business licence by the local authority,' he said when winding up the debate on the Street, Drainage and Building (Amendment) Bill 2025 in the Dewan Rakyat today. The Bill was later passed by a voice vote after being debated by 10 Members of Parliament from both the government and opposition blocs. Nga said the Bill followed the passage of the Solid Waste and Public Cleansing Management (Amendment) Bill 2025 and the Local Government (Amendment) Bill 2025 yesterday, which, among other things, aim to empower the courts to issue community service orders for littering offences in public places. Through the enforcement of such orders, he said, the ministry is confident that littering, which clogs and pollutes drains and waterways, can be addressed progressively, thereby helping to reduce flash floods, especially in urban areas. Nga also stated that the community service order would apply to everyone, regardless of status, and even foreign tourists found guilty of littering in public could be subjected to the same. "Imagine whether it's a Datuk Seri or a Tan Sri - if they are ordered to sweep the streets (under a community service order), it would raise awareness about maintaining public cleanliness,' he said. In addition, he said pet owners are also subject to the same regulations if they are found to have deliberately left pet waste in public areas, as it is considered litter. "I stress that under the Madani government's administration, everyone is treated fairly, and I emphasise that the objective of the community service order is not to punish but to raise public awareness and foster a sense of responsibility in keeping public spaces clean,' he added. - BERNAMA

Malls must have recycling facility to get business licence starting Jan 2026, says Nga
KUALA LUMPUR: Shopping malls nationwide will have to provide recycling facilities on their premises to obtain business licences beginning next year, says Nga Kor Ming. The Housing and Local Government Minister made the announcement, saying it was part of the ongoing initiative to ensure a cleaner Malaysia following success in restricting the use of single use plastic bags last year. "But there is room for improvement and as such the National Circular Economy Council (NCEC) has decided that beginning Jan 1 next year, all shopping malls be equipped with recycling facilities. "They must provide such facilities which will become a condition for their business licence. "Shopping malls that do not have such facilities will not be given business licences from the local councils," he said when wrapping up debates on the Street, Drainage and Building (Amendment) Bill 2025 in Dewan Rakyat on Tuesday (July 22). The NCEC was set up by the ministry to manage solid waste and accelerate the transition to a more sustainable model for the country. This includes adopting a waste reduction, reuse, recycling, and resource recovery approach to manage solid waste. Earlier, Nga informed the august House that the restriction of single use plastic bags campaign last year managed to prevent millions of such plastic bags from being discarded after their use. "Over 8,000 retailers supported the effort to restrict the use of single use plastic bags," he said. Meanwhile, Nga also announced that the Cabinet has agreed to designate the Hari Cuci Malaysia in conjunction with the World Clean Up Day on Sept 18 as a national programme. He said that this year's celebration will be held in Port Dickson and is expected to see 100,000 people participating in the community clean-up programme. He said the inaugural Hari Cuci Malaysia programme was held last year and it created three new records in the country. Nga said that 58,000 people participated in the event last year where 4,645 tons of waste was cleaned up in the longest gotong-royong effort between 8am and 8pm.
