OPEC Fund in talks with Lebanon to launch key economic support initiative

RIYADH: The OPEC Fund for International Development is currently in talks with Lebanese authorities for a significant intervention, the institution's president announced.
In an interview with Arab News on the opening day of the AlUla Conference for Emerging Market Economies, Abdulhamid Al-Khalifa shared that the fund is working with Lebanon to determine the optimal timing and approach to ensure the greatest impact on the country's development.
This initiative is in line with the OPEC Fund's ongoing commitment to global development, having already invested around $27 billion in projects across more than 125 countries. It also aligns with the fund's mission to foster development, strengthen communities, and empower individuals.
'As you know, OPEC Fund is, as I said, a development institution and those institutions are created to take additional risks when it comes to development and they are what they call it counter-cyclical, when a country faces major issues, these institutions, intervene with high risk, but their objective is maximizing development impact, not maximizing returns on their assets,' Al-Khalifa said.
The president further emphasized that such institutions are not political in nature; instead, their focus is solely on driving development.
Al-Khalifa explained that the OPEC Fund has both a public sector arm and a private sector arm.
He added that the fund was already involved in investment projects in Lebanon through both arms and windows.
However, he noted that the approach depended on the circumstances and the right timing for intervention.
He mentioned that the fund was working with the authorities in Lebanon and looked forward to carrying out the intervention in the near future.
During the interview, the president also highlighted that while the region as a whole has significant potential, it also faces major risks, including geopolitical ones.
Al-Khalifa mentioned that some countries in the region were emerging from such risks, and expressed hope that this would help the region move forward. He added that the future held great potential and significant economic prospects for the region, particularly for the countries emerging from conflicts.
He added: 'But also, you have countries that are stable and they are also doing well when it comes to economic development like GCC countries and also some Middle Eastern and North African countries.'
Al-Khalifa expressed his optimism about the future of the region but said: 'It depends on many circumstances and depends on many risks that has to be mitigated.'
The president also highlighted that the OPEC Fund was established 50 years ago, with Saudi Arabia being one of the most important establishing members.
Al-Khalifa stated that the fund was focusing its efforts on development in both middle-income and low-income countries. He noted that Saudi Arabia, as the fund's major shareholder, was supporting these countries through the OPEC Fund platform, which was one of the platforms Saudi Arabia uses to promote global development.
'As you know, Saudi Arabia is one of the major donors around the world when we compare it to GDP and they are processing their assistance through their bilateral institutions, but also they are using multilateral platforms like the World Bank, OPEC Fund, Islamic Development Bank and other regional banks,' he added.

Saudi Gazette report DOHA — The Gulf Cooperation Council (GCC) held an emergency ministerial meeting in Doha on Tuesday to address the Iranian missile strike targeting a military base in Qatar, condemning the attack as a serious violation of international law and the Qatari sovereignty. Chaired by Kuwait's Foreign Minister Abdullah Ali Al-Yahya, the 49th extraordinary session of the GCC Ministerial Council brought together foreign ministers from all six member states, including Saudi Arabia's Prince Faisal bin Farhan, UAE's Sheikh Abdullah bin Zayed, Bahrain's Dr. Abdullatif Al Zayani, Oman's Sayyid Badr Al Busaidi, Qatar's Prime Minister and Foreign Minister Sheikh Mohammed bin Abdulrahman Al Thani, and GCC Secretary General Jassim Albudaiwi. In a joint statement, the Council expressed its full solidarity with Qatar, denouncing the Iranian attack as 'a flagrant and unacceptable violation of Qatari sovereignty, airspace, international law, and the UN Charter.' The ministers reaffirmed that any threat to a member state is a threat to the entire bloc, and praised the Qatari Armed Forces for their successful interception of the missiles. The Council also condemned Israel's ongoing military operations in Gaza, calling for an immediate ceasefire and unimpeded access for humanitarian organizations. More than 300 global institutional investors met with all seven bourses from the GCC and over 100 GCC corporates at HSBC's GCC Exchanges Conference in London last week. The event comes as global economic uncertainty reshapes capital flows, with global investors exploring new opportunities in the Gulf for long-term, reform-driven growth, and maturing capital markets. Now in its fourth year, the conference focused on the region's resilience. Saudi Arabia was a main feature of the first two days of the conference, where guest speakers included Minister of Investment of Saudi Arabia Khalid bin Abdulaziz Al-Falih, and Deputy Market Institutions at Saudi Arabia's Capital Market Authority Raed Alrashed Alhumaid. Having registered a 3.4 percent year-on-year increase in GDP in Q1, Saudi Arabia's non-oil growth is tracking ahead of already strong initial estimates. Discussions focused on plans for the Kingdom's services and non-oil manufacturing sectors, as well as efforts to continue liberalizing financial market infrastructure. Faris AlGhannam, chief executive and board member, HSBC Saudi Arabia, said: 'The resilient activity in Saudi Arabia's private and public markets, as well as the breadth of sectors coming to market, is a reflection of investors' confidence in the Kingdom's long-term potential despite testing markets.' Mohammed Al-Rumaih, chief executive, Saudi Exchange, said: 'The global investor appetite for the Saudi capital market continues to deepen, driven by the Kingdom's ongoing economic transformation. At the Saudi Exchange, we remain committed to enabling access, enhancing market infrastructure, and fostering transparency to support diversified capital formation across sectors. The strong engagement witnessed this year at the GCC Exchanges Conference further reflects the growing international confidence in the Saudi market and its central role in the Kingdom's national transformation roadmap.' Although domestic market liquidity and oil-dependency have been traditional constraints for equity investors, HSBC analysts predict that the combination of IPOs and secondary listings from the Kingdom as well as the removal of foreign ownership limits could lift Saudi Arabia's weight in emerging market benchmarks. Saudi Arabia led listing activity in the region during the first quarter, despite a slowdown in issuances globally, with 12 IPOs across sectors such as real estate, healthcare, financial services, and retail. AlGhannam added: 'Global investors are recalibrating for resilience and the GCC's balance sheet strength and sophisticated financial markets ecosystem make it a capital magnet.' This year, for the first time, HSBC brought together emerging markets macro strategists with GCC attendees, as EM investors dial up their exposure to the Gulf's capital markets driven by strong GDP projections relative to the broader EM pool.
