Only 47% of schools offer skill-based courses, few students opt to enrol: Survey

India Today12-07-2025
A recent government survey has found that less than half of schools in India offer any form of skill-based education to their students.Even fewer students take part in the available courses, raising concerns about the future readiness of India's youth to meet job market demands. The PARAKH Rashtriya Sarvekshan 2024, conducted under the Ministry of Education, reveals that only 47% of schools provide any skill-based course for students in Grade 9 and above.advertisement
More concerning is that just 29% of Grade 9 students have opted to enrol in any such courses. The findings are based on data collected from over 74,000 schools and over 21 lakh students across Grades 3, 6 and 9.The survey aimed to assess not only learning levels but also institutional practices that support 21st-century competencies such as vocational and skill education.NEED FOR GREATER INTEGRATION OF SKILL COURSESThe report notes that the limited availability of skill-based education points to systemic gaps in preparing students for careers."The findings highlight the need for greater integration of skill education in schools,' the report states. It recommends that policymakers introduce diverse sector skill-based courses, enhance infrastructure, and create awareness among students about employment opportunities linked to vocational learning. Moreover, the report suggests strengthening industry partnerships to ensure that skill courses remain relevant to evolving market needs. It adds that resources like those listed by PSSCIVE can be useful in enhancing training quality and student employability.ACCESS AND AWARENESS STILL A CHALLENGEDespite the government's push through schemes like PM e-VIDYA and platforms like DIKSHA, adoption of vocational learning remains low.The PARAKH report notes that students often lack access, awareness, and encouragement to pursue such courses, even when they are offered. The report recommends popularising initiatives like PARAKH Udyam Sansaar, which focuses on AI competencies, and embedding them into school-level programming.THE WAY FORWARDTo close this gap, the report calls for strategic steps: offering financial and infrastructure support to schools, integrating skill education into regular curricula, and building awareness through career counselling sessions. These moves are essential if India aims to align with the National Education Policy 2020, which promotes competency-based and career-oriented learning. If implemented effectively, these interventions could bridge the gap between education and employability, enabling students to build the practical skills needed for today's workforce.- Ends

PM E-Drive scheme gets extra mileage, to roll on till 2027

The Centre has extended the validity of the PM E-Drive scheme by two years for electric buses , ambulances and electric trucks . A gazette notification said the scheme will now lapse in March 2028 instead of March 2026. Fund allocation for the scheme has been maintained at ₹10,900 crore. The heavy industries ministry said no additional allocation will be made under the scheme. "In case the funds for the scheme or its relevant sub-components are exhausted prior to the terminal date of the scheme (March 31, 2028), then the scheme or its relevant subcomponents will be closed accordingly," the ministry said, adding that the terminal date for registered e-2W, registered e-rickshaws and e-cart and registered e-3W (L5) will be March 31, 2026. Union heavy industries minister HD Kumaraswamy had last month launched a portal to facilitate subsidies for electric trucks under the scheme. "Diesel trucks, though constituting only 3 per cent of the total vehicle population, contribute to 42 per cent of transport-related greenhouse gas emissions and significantly worsen air pollution," Kumaraswamy had said. To encourage decarbonisation, the Centre is offering an incentive of up to ₹9.6 lakh for switching to electric trucks. The scheme, with an outlay of ₹500 crore, is expected to support the deployment of about 5,600 e-trucks across the country. An official statement said a dedicated provision for 1,100 e-trucks registered in Delhi has been made with an estimated outlay of ₹100 crore. Beneficiaries will need to submit scrapping certificates of old trucks to be eligible to claim subsidies under the scheme. Officials said these certificates can be purchased through authorised retailers from scrapping centres.

Government extends PM E-DRIVE Scheme by two years till March 2028

The government has extended the validity of the ₹10,900-crore PM E-DRIVE Scheme by two years till March 2028 for certain categories of vehicles including electric buses, e-ambulances and e-trucks. According to a gazette notification on the PM Electric Drive Revolution in Innovative Vehicle Enhancement (PM E-DRIVE) Scheme, the provisions of the scheme will now be in effect till March 2028 instead of March 2026. However, the terminal date for registered e-2W (electric two-wheeler), registered e-rickshaws & e-cart and registered e-3W (L5) shall be 31st March 2026, as per the notification. "This is a fund limited Scheme. Total payout under the Scheme shall be limited to the scheme outlay of ₹10,900 crore," the notification said. It further stated that in case the funds for the Scheme or its relevant sub-components are exhausted prior to the terminal date of the Scheme i.e. 31st March 2028, then the Scheme or its relevant sub-components will be closed accordingly and no further claims will be entertained. Saurabh Agarwal, Partner & Automotive Tax Leader, EY India, said the extension of the PM E-Drive scheme till March 2028 is a timely and focused move by the government to support electric mobility in high-impact areas like electric buses, trucks, and ambulances. "These vehicles play an important role in public transport and essential services, and increasing their adoption will help improve air quality, reduce emissions and increase adoption of electric vehicles across all cities in India. Keeping the same budget of Rs 10,900 crore and using a first-come, first-serve model will promote healthy competition and push manufacturers and operators to act quickly," he added.

Government approves MERITE scheme to strengthen technical institutes

The Union Cabinet has approved a proposal to implement the Multidisciplinary Education and Research Improvement in Technical Education (MERITE) scheme in 275 institutions across the country – 175 engineering institutes and 100 polytechnic colleges – Union Minister Ashwini Vaishnaw said at a Cabinet briefing on Friday (August 8, 2025). A government statement said MERITE would work as a Central Sector Scheme with a total financial implication of ₹4,200 crore to be spent in five years, between 2025-26 and 2029-30, adding that ₹2,100 crore will come as an external assistance from the World Bank in the form of a loan. The Education Ministry, in its statement, said the scheme is meant to 'improve the quality, equity, and governance' in the selected technical institutes by interventions aligned with the National Education Policy 2020. Prime Minister Narendra Modi lauded the scheme and posted on X, saying, 'Research, innovation and skilling will be significantly boosted with this Cabinet decision to support 'Multidisciplinary Education and Research Improvement in Technical Education'.' Education Minister Dharmender Pradhan said the scheme will empower and provide employability to over 7.5 lakh students in India, adding, 'Hon'ble PM Shri @narendramodi ji has placed unprecedented focus on transforming and revolutionising India's education landscape.' The outcomes of the scheme include preparing digitalization strategies in participating States/UTs, developing guidelines for multidisciplinary programmes in technical courses, increasing learning, employability skills, and transition rates across student groups, strengthening research and innovation among others, the government statement said. It said that there will be a focus on 'development of future academic administrators, especially women faculty'. The project appraisal report prepared by the World Bank for the scheme in 2023 had said that the 'overall research productivity of faculty members in engineering education is low, and the research environment needs improvement' and that 'most engineering institutions have weak research and innovation linkages with industry and society'. The Education Ministry said on Friday (August 8, 2025) that the scheme's outcomes will include better quality assurance and governance mechanisms, an increase in accreditation, better technical education institutions, and a relevant market-aligned curriculum, among others. It will be implemented in government engineering institutions and polytechnics in all States and UTs, adding that institutions like IITs, IIMs, and regulatory bodies such as AICTE, NBA, will 'play a significant role in the scheme implementation'. The interventions for students will include offering internships, updating curricula to align with the industry, organising faculty development programmes and setting up research hubs. Support will also be given for 'incubation and innovation centres, skill and maker labs, and language workshops'.
