Over 1.73 lakh hectares of forest land diverted from in 10 years; 63% for mining, irrigation and roads: Centre tells Lok Sabha

Indian Express21-07-2025
The Union environment ministry approved the diversion of 1,73,984.3 hectares of forest land for non-forestry purposes between 2014-15 and 2023-24, Minister of State for Environment, Forest and Climate Change Kirti Vardhan Singh stated in a written reply in the Lok Sabha on Monday.
The mining and quarrying sector, the hydropower energy and irrigation sector, and road projects accounted for about 63 per cent of diversion, with forest land of 40,096.17 hectares, 40,138.31 hectares, and 30,605.69 hectares diverted for the three purposes respectively.
The Union minister was replying to a question from Congress MP Sukhdeo Bhagat, who asked whether forest clearances for infrastructure and industrial projects had increased by over 150 per cent from 2014 to 2023, citing a Centre for Science and Environment report.
The minister added in his reply that forest land was allowed for non-forestry use in unavoidable circumstances with 'adequate mitigation measures including raising of compensatory afforestation and payment of net present value'.
As per the minister's reply, linear infrastructure projects such as power transmission lines accounted for diversion of 17,232.69 hectares of forest land. The ministry also approved 14,968.14 hectares of forest land for defence projects.
Railway projects accounted for 7,998 hectares of forest land diversion, whereas 2,644 hectares were diverted for the thermal power sector. For the 'others' category, 9,669.85 hectares of forest land were diverted and 346.84 hectares for wind power.
'The process of approvals for diversion of forest land for various non-forestry purposes under Van (Sanrakshan Evam Samvarshan) Adhiniyam, 1980 is a continuous process. During the period from 2014-15 to 2023-24, the forest area measuring 173984.3 ha. has been approved to be used for various non-forestry purposes, including infrastructure and industrial projects under the provisions of Van (Sanrakshan Evam Samvardhan) Adhiniyam, 1980,' the minister stated in his reply.
Under the Van Adhiniyam 1980, project proponents have to obtain approval from the ministry's forest advisory committee before using or diverting forest land for non-forestry activities. An empowered committee of the ministry's regional offices scrutinises projects in categories such as linear projects consisting of pipelines, railways, roadways and power lines.

PMK founder's allegations are inconsistent: Anbumani camp

A day after Pattali Makkal Katchi (PMK) founder S Ramadoss filed a complaint against his son, party leader and former Union minister Anbumani Ramadoss, alleging eavesdropping through a bugging device placed at his residence, the latter's supporters defended him. The father and son have announced separate general council meetings on August 17 and August 9 respectively, leaving party cadre in a tough spot. (File photo) Party spokesperson K Balu, recently removed from his post as president of Samooga Needhi Peravai, the advocates' forum founded by Ramadoss, said that the PMK founder has been inconsistent and made various contradictory statements on the eavesdropping issue. 'If you see, first he said he doesn't know who has installed a bugging device in his house, then he said event media houses may have installed, yesterday he said Anbumani has installed,' Balu told reporters. 'We will wait for the investigation. That will bring out the truth.' Anbumani has so far not issued any response to his father's allegations. Meanwhile, the father and son have announced separate general council meetings on August 17 and August 9 respectively, leaving party cadre in a tough spot. 'If there is a son who spied on his own father, it is Anbumani,' Ramadoss said on Saturday. 'He has eavesdropped on me. I have filed a complaint with the police about the bugging device found in my house. We have handed over the equipment to the police. I have also hired a special agency to find out who is behind this,' added the PMK founder. Ramadoss also dismissed the General council meeting convened by his son as illegal. After Ramadoss called on chief minister and DMK president MK Stalin on Saturday to inquire about the latter's health post his recent hospitalisation episode, there was reportedly speculation that he would seek an alliance with the ruling party in the lead-up to the 2026 assembly elections. PMK has historically shifted allegiances constantly between the DMK and AIADMK. An influential party in Tamil Nadu with a 5% core vote bank from the Vanniyar community, it is presently a key ally of the National Democratic Alliance (NDA). Disagreements between the father and son over party leadership flared up in December 2024. On May 29, Ramadoss said that he wanted the party to align with the AIADMK but that Anbumani insisted that they remain in the also said that he regretted making Anbumani a Union minister (in the UPA-I government) when the latter was only 35 years old. Ramadoss also said in his May 29 interview that he had realised Anbumani's intentions to take over the party during Prime Minister Narendra Modi's swearing-in ceremony in 2014, when the latter told him that he would take care of the party. Ambumani was made president of the PMK in 2023. To be clear, Ramadoss was only confirming on record what has been known off the record ever since the AIADMK left the BJP in 2023 before patching up this April. After the split, those in the NDA including PMK stayed with the BJP, with only the DMDK (Desiya Murpokku Dravida Kazhagam) taking the AIADMK's side. On April 11, the 85-year-old patriarch again took over the party from Anbumani. He declared himself president and announced that Anbumani would be its working president. The following day, Union home minister Amit Shah, during a campaign visit to the state, announced that the BJP and AIADMK had resolved their differences and would fight the 2026 elections together.

PM, Shah meet Prez

New Delhi: Prime Minister Narendra Modi and Union Home Minister Amit Shah on Sunday called on President Droupadi Murmu separately within hours at the Rashtrapati Bhavan here. It was not known the reasons behind the subsequent meetings of the Prime Minister and the Home Minister with the President. There have been no words either from the Prime Minister's Office or the Home Minister's office about the meetings other than two posts on 'X' from the Rashtrapati Bhavan. "Prime Minister Shri @narendramodi called on President Droupadi Murmu at Rashtrapati Bhavan," the Rashtrapati Bhavan said on 'X'. Hours later, the Rashtrapati Bhavan again wrote on 'X', "Union Minister for Home Affairs and Cooperation, Shri Amit Shah called on President Droupadi Murmu at Rashtrapati Bhavan." This was the first meeting of the Prime Minister with the President after his recent visit to the United Kingdom and the Maldives. The meetings came against the backdrop of the logjam in Parliament over the Opposition's demand for a discussion on the Special Intensive Revision (SIR) exercise in Bihar ahead of the Assembly elections in the state. Except discussions in both Houses on Operation Sindoor, Parliament has seen little business ever since the Monsoon session began on July 21. Also, the Lok Sabha last week approved the extension of the President's rule in Manipur for six more months, while the Rajya Sabha is yet to take up the motion for discussion. The President's rule was imposed in the Northeastern state on February 13. The Prime Minister's meeting with the President also came days after US President Donald Trump announced 25 per cent tariffs on exports from India and an unspecified penalty because of New Delhi's purchases of Russian military equipment and oil. The meetings also came nearly two weeks after Jagdeep Dhankhar on July 21 tendered his resignation as Vice President to the President citing health grounds. The Vice President also functions as the chairman of Rajya Sabha. The Election Commission had last week announced that election of Vice President will take place on September 9. The electoral college for the Vice-Presidential election comprises all elected and nominated members of the Rajya Sabha and all members of the Lok Sabha.

With H-1B curbs, more Indians turn to US investment visa route with record applicants this year

Faced with tighter rules on student and H-1B visas under the Trump administration, more Indian nationals are now opting for US investment visas as a safer and faster route to permanent residency, says report. Interest in the EB-5 visa programme has surged in recent months. read more With H-1B curbs, more Indians turn to US investment visa route with record applicants this year. Image for Representation. With tougher restrictions on student and H-1B visas under the Trump administration, a growing number of Indian nationals are now turning to US investment visas as a more reliable path to permanent residency, The Indian Express reported. One such option is the existing EB-5 visa programme, which offers a green card to individuals who invest at least $800,000 in job-creating projects in the US. This programme is set to be replaced by a new $5 million residency visa known as the 'Gold Card', announced by President Donald Trump in February. Though the Gold Card programme is yet to launch formally, interest has already surged. STORY CONTINUES BELOW THIS AD According to the American Immigrant Investor Alliance (AIIA), Indian interest in the EB-5 visa has significantly increased since April 2024. Data from the United States Immigration Fund (USIF), which operates EB-5 regional centres, supports this trend. 'In the first four months of FY2025 (October 2024 to January 2025), Indian applicants filed more than 1,200 I-526E petitions across reserved categories — more than any prior full year,' said Nicholas Mastroianni III, president and CMO of USIF. Immigration experts say a key reason for this shift is the backlog in traditional visa categories. With over 11 million immigration applications currently pending, many see EB-5 as the fastest and most assured route to a green card. Data from Invest in the USA (IIUSA), the national association representing the EB-5 industry, shows that 1,428 EB-5 visas were issued to Indians in FY2024, up from 815 the previous year. Until 2017, annual issuances rarely crossed 200. The EB-5 programme, introduced by the US Congress in 1992, offers a path to permanent residency for investors, their spouses, and children under 21, in exchange for creating jobs in the US economy. In 2022, reforms were introduced to add flexibility and improve scrutiny over funding sources, which experts say boosted confidence among wealthy Indian applicants. STORY CONTINUES BELOW THIS AD Between October 2024 and March 2025 alone, 649 Indians were granted EB-5 visas through consular processing, a sign that a wave of applications from the previous fiscal year has now matured. The route is also becoming more popular among those already in the US on student or work visas. 'Students and individuals on H-1B visas currently represent the primary group seeking lawful means to remain in the US with the ability to work,' said Sukanya Raman, country head of immigration law firm Davies & Associates, LLC. She added that Indian nationals already in the US who apply through EB-5 now receive automatic work and travel permits within 3–6 months of filing their I-526E petition, benefits that remain valid until their green card is approved.
