
Sabah, Labuan electricity users exempt from surcharges for second half of 2025
KOTA KINABALU (June 11): The State Government has approved the implementation of the Imbalance Cost Pass-Through (ICPT) mechanism for the period from July to December 2025, which will exempt all electricity users in Sabah and Labuan from surcharges.
The decision was made based on controlled generation costs that do not require imposing surcharges on certain users, as was done previously.
ICPT is a mechanism under the Incentive-Based Regulation (IBR) for reviewing electricity tariffs every six months due to changes in actual generation costs compared to projections for the regulatory period approved by the State Government under the IBR framework.
This implementation will benefit all users, including those under the Licensed Public Distribution. This means there will be no increase in electricity bills for all consumers in Sabah during this six-month period.

Former Petagas assemblyman James Ligunjang said that for the first time, the awards extended recognition to state governments, acknowledging exceptional leadership and accomplishments at the state level alongside corporate achievements. Advertisement Ligunjang said in a statement that under chief minister Hajiji Noor's leadership, Sabah had received the highest honour for implementing the Sabah Maju Jaya development framework. The framework centres on four pillars: championing Sabah's rights, leading with integrity and efficiency, fostering development aligned with the Shared Prosperity Vision 2030, and maintaining unity among the state's diverse communities. He said key achievements that contributed to the recognition include an increase in federal special grants from RM26 million in 2022 to RM600 million in 2025, and a 47% rise in foreign tourist arrivals, boosting the state's revenue. Other highlights include a substantial stake in oil and gas revenues from the commercial cooperation agreement with Petronas, yielding over RM3 billion in 2023, as well as foreign investments soaring from RM132 million in 2023 to over RM1 billion in 2024. Ligunjang also cited progress on the Pan-Borneo Highway, linking major cities and rural areas, as a key achievement by the state. He said that Azman Ujang, a chief judge of the awards, also highlighted Sabah's potential in economic development and environmental sustainability. 'He noted increased foreign investment interest, with investments rising from RM132.7 million in 2023 to RM1.07 billion in 2024, and praised the Kota Kinabalu Industrial Park's record-high occupancy rate of 90% with 288 active investors. 'Sabah also achieved the highest manufacturing sector growth rate in Malaysia at 4.4% in 2023,' Ligunjang said. He said Azman had also emphasised the state's focus on human capital development and environmental conservation, with 62% of Sabah's land, amounting to 4.6 million hectares, declared free of logging, as part of long-term sustainability strategies. The official awards ceremony is scheduled to be held on July 19, at the Sabah International Convention Centre, Kota Kinabalu, with Hajiji expected to attend as an honorary guest. No electricity surcharge for Sabah, Labuan
KOTA KINABALU: Electricity users in Sabah and Labuan will not face any surcharge from July to December, following the state government's decision to implement the Imbalance Cost Pass-Through (ICPT) mechanism. The Energy Commission of Sabah said this latest implementation will benefit all electricity users, including those under public distribution licenses. It ensures that electricity bills in Sabah and Labuan will remain unchanged for the six months. The commission added that the move is based on stable and controlled power generation costs, which do not require the imposition of a surcharge on any category of users. The ICPT mechanism falls under the Incentive-Based Regulation framework, which allows for a tariff review every six months. 'This review reflects the difference between actual and projected generation costs, as approved during the regulatory period by the state government,' the statement said.

Increase manpower for Pantas: Tangau

KIULU: Tuaran MP Datuk Seri Wilfred Madius Tangau urged the State Government to increase manpower for the Native Land Services Management Programme of Sabah (Pantas) under the Department of Lands and Surveys (JTU). He said he was informed that the number of personnel in the Pantas Survey Unit has decreased from 60 people — originally organised into 12 teams of five members each — to only 40 people in eight teams of five members each. He voiced concern that the shortage of manpower would affect the use of Federal Government funding amounting to RM100 million (RM20 million annually) allocated under the 12th Malaysia Plan from 2021 to 2025. According to JTU sources, only RM68 million has been spent - RM20 million in 2021; RM6.97 million in 2022; RM10 million in 2023; RM20 million in 2024; and RM12 million projected for 2025 — falling short of the RM100 million allocation, leaving RM31 million unused. As MP, Madius said, he consistently raised the issue in the Dewan Rakyat to advocate for increased federal allocations to ensure titles can be issued for Native Customary Rights (NCR) lands. 'However, if JTU lacks the capacity to implement the programme, then all our efforts will be in vain. 'Overall, the people of Sabah are grateful to both the Federal and State Governments for implementing the Pantas programme. 'Since its inception in 2011 up to 2025, the programme has benefitted 84,614 customary landowners across Sabah, covering a total area of 484,025.451 acres,' he said. Madius said the Tuaran Parliamentary Service Centre would submit proposals for several more villages to be included in the Pantas land survey initiative. Also present at the event were Kiulu Sub-district Chief OKK Kumin Gapai, Kotunuan Lama Village Chief Akim Kuling, Lokos Village Chief Steven Kimbin and Kg.
