Syria's interim constitution risks ‘authoritarian' rule: HRW

ERBIL, Kurdistan Region – Human Rights Watch (HRW) on Tuesday warned that Syria's newly-approved constitutional declaration consolidates power in the hands of the president and risks entrenching 'authoritarian control.' The global human rights monitor urged the new leadership in Damascus to revise the declaration to better safeguard human rights.
HRW's Deputy Middle East director, Adam Coogle, stated that 'the design of Syria's new declaration risks entrenching authoritarian control, rather than facilitating a genuine transition to a rights-respecting democracy.' He added that transitional frameworks can warrant extraordinary measures but 'must not come at the expense of fundamental rights.'
In mid-March, Syria's interim President Ahmed al-Sharaa signed a 53-article constitutional declaration that centers on Islamic jurisprudence, mandates that the president must be Muslim, and sets a five-year transitional period. It also maintains Syria's official name as the Syrian "Arab" Republic.
The interim constitution grants Sharaa exclusive executive power, including the sole authority to appoint and dismiss cabinet ministers. HRW censured the allocation of such 'significant authority' to the president, warning that 'without stronger safeguards and independent oversight, this declaration risks consolidating executive control at the expense of fundamental freedoms.'
The interim constitution also gives Sharaa the power to appoint one-third of the legislature, while the other two-thirds would be selected by a committee, whose members are appointed by Sharaa. Parliament would also have no authority to impeach the president, or approve or remove ministers.
HRW criticized the interim president's 'near-total control over legislative appointments.' It highlighted that the interim constitution further grants him 'authority to appoint all seven members of the Higher Constitutional Court without parliamentary or other oversight.' This court is the only body that can hold him accountable.
HRW warned that this could jeopardize judicial independence and 'likely strengthen the president's influence over constitutional interpretation, excluding parliamentary input.'
Of note, the constitutional declaration has in recent weeks come under fire from Syria's Kurdish, Christian and Druze communities over its exclusion of ethnic and religious communities in Syria.
HRW's deputy Middle East director, Coogle, on Tuesday urged the Syrian authorities to revise the interim constitution 'to incorporate strong protections for judicial independence and legislative oversight,' to 'ensure that Syria's transition respects human rights, holds those responsible for past abuses accountable, and fosters a future of greater accountability.'

In his May 23, 2025 Friday sermon at the Islamic Organization of North America (IONA) in Michigan, Dr. Sherif Gindy discussed the importance of Jihad. He said the reason mosques were destroyed in India, closed in the European Union, and Muslim girls were asked to remove their hijabs worldwide is because Jihad was 'ceased.' He explained that Jihad means defending Islam with force, power, and strength, as well as through non-violent means. He then quoted a verse from the Quran in which the Jews told Moses they would not enter the Holy Land until the 'ferocious people' left it. Gindy asked what would make these 'ferocious people' leave Jerusalem, saying it would not be 'negotiations, treaties, the Camp David Accords,' bur rather, he stated: 'They will not go out, except by force.' It is worth noting that Sherif Gindy (also spelled Sharif Gindy), who immigrated to the United States from Egypt, was listed as a board member of the Council on American-Islamic Relations (CAIR) Michigan chapter as of December 2023.

Shafaq News/ On Sunday, armed assailants opened fire on an Israeli military outpost in southern Syria before fleeing the area, in the latest cross-border incident near the Israeli-occupied Golan Heights. The Golan Heights, internationally recognized as Syrian territory, has been occupied and later annexed by Israel since the 1967 and 1981 wars—a move not recognized by any country except the United States. According to local media outlet Daraa 24, the attack targeted the al-Jazeera outpost, located in Daraa province. Two gunmen riding a motorcycle reportedly approached from a nearby mortar launch point and opened fire, then escaped, though their identities remain unknown. Israeli forces returned fire indiscriminately toward civilian homes in the village, with no casualties or damage reported. A similar incident occurred on June 7, when unidentified individuals on motorcycles neared a checkpoint near the same outpost before retreating, prompting Israeli troops to open fire in response. Israeli forces have expanded their presence inside southern Syria since December 8, 2024, establishing buffer zones and reinforcing positions in territory formerly controlled by the al-Assad regime. Israel: Top Hamas Commander Mohammad al-Sinwar's body recovered

Shafaq News/ Israeli forces have recovered the body of senior Hamas commander Mohammad al-Sinwar during an underground operation beneath the European Hospital in Khan Younis, southern Gaza, the military reported on Sunday. Forensic testing confirmed al-Sinwar's identity, according to military spokesperson Avichay Adraee. The raid, conducted in coordination with the Shin Bet security agency, also yielded weapons, documents, and personal belongings tied to al-Sinwar and Mohammad Shabaneh, commander of Hamas' Rafah Brigade. Al-Sinwar, the brother of former Hamas leader Yahya al-Sinwar, was reportedly killed in a May 13 airstrike targeting a Hamas tunnel network. Israeli media reported the recovery of multiple bodies from beneath the hospital complex. Troops also confiscated command infrastructure and intelligence materials now undergoing analysis. Yahya al-Sinwar, accused of masterminding the October 7, 2023, attack on southern Israel, was killed in an Israeli strike in October 2024. With both brothers now confirmed dead, Israel claims it has neutralized two of Hamas' top military operatives. The development comes as Israel continues its offensive in Gaza.
